Looks to most likely be human. I would advise you edit the eyes to give them a more natural eye color, however.

Is making him a half high elf and half dark elf possible?

It is, but do consider that in high elven lore you'll be considered "Impure" as a half-breed, and thus you won't be allowed into the "pure" high elven community.
