The Decree of the Silver Council, 1548

It is by the decree of Elsohaer and Elhieal’thilln, alongside The King of Elmali that the paramilitary organization known as The Order of The Golden Owl be dissolved and henceforth barred from operating further within any and all territories under the jurisdiction of the Silver State of Haelun’or and the Dominion of Malin. This decree is signed in accordance with a newly rediscovered motion passed by Elhieal’thilln of times long past, an excerpt of which reads as follows: “It is decreed that no elf may have his own private military order without the express permission of the Silver Council, from this day until eternity.”

 

 

Should any members of The Order of The Golden Owl deny the will of Elhial’thilln, and continue to operate unlawfully within the lands of The Silver State of Haelun’or and the Dominion of Malin, they shall be prosecuted to the fullest extent of the Silver Law and shall not find succor within its blessed walls. Let it be known that as the state is uncompromising, so too is it merciful. Elhieal’thilln encourages former members of The Order of The Golden Owl to renounce their affiliation with the now illegal military order and render unto Elsillumiran. Their reward for this show of compliance shall be instant ascension to the rank of Hileia'sair upon induction in recognition of both their past service in the pursuit of the maehr’sae hiylun’ehya, and their willingness to abide by the will of the state despite their personal inclination.
