The Reformed Kingdom of Urguan: Administrative and Conciliatory Faculties

 

The Obsidian Throne and the Grand King

 

The Grand King of Urguan shall be the ultimate authority on all matters regarding the GRAND KINGDOM OF URGUAN (or any entities stemming from that kingdom). All decisions regarding the social, political, economic, and military nature of the GRAND KINGDOM OF URGUAN shall be approved by the king, and depend on this approval to be enacted into any form. In order to give regal approval, the king must be of robust health, sober, and not impaired, threatened, or bribed in any shape or form. Any and all regal approvals given while the king is discombobulated are null and void.

 

The Grand King of Urguan has the power of the regal veto. The Grand King of Urguan can overturn any actions or decisions made by any other administrative branch of the GRAND KINGDOM OF URGUAN. The Grand King’s veto can be overturned if ⅘ of the Senate of Hammers vote to overturn the veto.

 

The Grand King is bound, by law and by the Brathmordakin, to represent the will of the Dwedmar and to always act in their best interest. The Grand King is not obliged to heed any petitions or referendums put forth by the people of the GRAND KINGDOM OF URGUAN, but should holistically take them into account nonetheless.

 

The Grand King of Urguan shall have absolute authority over the decision to go to war. The Grand King of Urguan lacks authority over the terms on which war is declared. The Senate of Hammers, Upper, and Lower councils will convene to discuss on these terms, which shall be approved by the Grand King of Urguan. The Grand King of Urguan shall have absolute authority regarding the decision to make peace. The Grand King of Urguan lacks authority over the terms of peace. The Senate of Hammers, Upper, and Lower councils will convene to discuss on these terms, which shall be approved by the Grand King of Urguan.

 

The Grand King of Urguan has the right to create new Lower Council positions with a majority vote in the Senate of Hammers. The Grand King of Urguan lacks the authority to appoint members of the Lower Council. All members of the Lower Council shall be voted on by the people.

 

The Grand King of Urguan has the right to create Upper Council positions with a ⅔ majority in the Senate. Any positions supplementary to the rigid Seneschal of the Court, Primarch of the Army, and Yemekarr’s Pick shall expire after the king has left office. The Grand King of Urguan reserves the right to appoint all members of the Upper Council. All members of the Upper Council shall be discharged once the king that has appointed them has left office.


 

The Grand King of Urguan reserves the right to order evictions and seizures of property. The Grand King of Urguan reserves the right to partition land to vassals and to sell the land of the GRAND KINGDOM OF URGUAN to any individual. The Grand King of Urguan reserves the right to order executions, banishments, and beard-shearings. The Grand King of Urguan reserves the right to mobilize the Legion at his own will.

 

The Grand King of Urguan reserves the right to amend the duties of any positions on the Lower and Upper council, and to amend the duties and powers of the Senate of Hammers, during the duration of his reign only. All such changes will be reset when the amending King leaves office.

 

The Grand King of Urguan reserves any and all powers that might not be included in the manifestation above.



 

Prohibitions and Restrictions of the Grand King

 

The Grand King of Urguan may never abolish the GRAND KINGDOM OF URGUAN

 

The Grand King of Urguan may never cede land from the GRAND KINGDOM OF URGUAN to a group of individuals who have the intention of secession. The Grand King of Urguan may never split the GRAND KINGDOM OF URGUAN.

 

The Grand King of Urguan MUST be a pure Dwarf. His blood must be wholly that of a Dwarf. The Grand King may never be a half-breed, quarter-breed, eighth-breed, and so on and so forth of a Dwarf and any other race. None of his ancestors will be anything but pure dwarves. The Grand King may never be of the Ironborn bloodline.

 

The Grand King of Urguan must believe in the Brathmordakin. Any heretic that has previously believed in or currently believes in any Pantheon but that of Yemekarr and his Brathmordakin is prohibited from ever sitting upon the Obsidian Throne.

 

The Grand King of Urguan may never appoint a successor. The Grand King of Urguan may never establish a dynasty. The Grand King of Urguan may never restructure THE GRAND KINGDOM OF URGUAN into a monarchy.

 

A potential Grand King of Urguan must have been part of dwarven society for a total of at least 20 years / ~2 seasons/ 5 stone months.

 

 


 

 

The Upper Council

 

The Upper Council shall be the branch of the GRAND KINGDOM OF URGUAN responsible for making semi-autonomous decisions with the permission of the Grand King. The Upper Council shall be composed of two sections: the rigid council and the fluid council. The rigid council refers to positions inherent in the Upper Council that cannot be demolished by the Grand King. The fluid council refers to positions engendered by the Grand King.

 

The Upper Council shall be divided into three fields of influence: militaristic, economo-infrastructural, and judicio-political. The rigid council for the fields of influence above will be as follows:

 

The Seneschal of the Court- The Seneschal of the Court shall be responsible for upholding the Articles of Urguan in court and distributing justice in accordance to those articles. The Seneschal shall preside over the diplomatic and political matters of the kingdom. The exact duties of the Seneschal are as follow:

 

  • To represent the will of the People of the GRAND KINGDOM OF URGUAN in court in the form of a judge

  • To distribute land and to monitor the use of land in the kingdom

  • To serve as a diplomatic proxy of the Kingdom when Ambassadorial representation is non sufficient

  • To collect taxes and enforce evictions

  • To order arrests with probable cause

  • To order search and seizures with probable cause

  • To administrate cease and desist orders with probable cause

  • To sequestrate private property with probable cause

  • To deal with any political functions attributed onto him by the Grand King

 

*All actions taken by the Seneschal of the Court must be filtered by the Regal Approval


 

The Yemekarr’s Pick- The Yemekarr’s Pick shall be responsible for maintaining the vigor of dwarven industry, lubricating the economy, managing production, increasing the Kingdom stockpile, bolstering the Kingdom’s coffers, and maintaining functional and aesthetic infrastructure. The exact duties of the Yemekarr’s Pick are as follow:

 

  • To preside over the Guild Bureau system AND THEREFORE TO

    • Award guild status to groups of ample skill and ample membership

    • Collect quotas from said guilds

    • Provide proportional government subsidies to effective guilds

    • Provide lodgings for deserving guilds

  • To decide upon the tax rate depending on the economic situation of the kingdom

  • To initiate government programs in order to bolster kingdom stockpiles

  • To initiate trade with other nations or economic entities

  • To maintain the architectural standard of Urguan by monitoring Kingdom lands for buildings violating regulations

  • To preserve the condition of the Kingdom’s infrastructure

  • To initiate new construction projects

  • To maintain the Kingdom’s tangible defenses

  • To preside over technological and industrial advancement

  • To deal with any economic and infrastructural functions attributed onto him by the Grand King


 

The Primarch of the Army- The Primarch shall be responsible for maintaining and training an effective fighting force, organizing an active guard, leading incursions during times of war, spearheading conquests, maintaining order throughout the kingdom, and carrying out justice. His exact duties shall be as follow:

  • To maintain order and peace during times of peace in the Kingdom

  • To appoint and maintain the Legion of Urguan

  • To serve as the Grand Marshall of Urguan

  • To advise the Grand King on the nature of waging war

  • To lead incursions into enemy territory

  • To govern and organize conquered territories

  • To create and maintain an active policing force in the Kingdom

  • To carry out executions

  • To incarcerate criminals

  • To deal with any militaristic functions otherwise not specified and attributed onto him by the Grand King

 

Prohibitions and Restrictions of the Upper Council

 

The Upper Council may not create new upper council positions.

 

The Upper Council may not implement any measures without Regal Approval.

 

The Upper Council may not overthrow or attempt to overthrow the King. They may not undermine the King’s power.

 

No member of the Upper Council may encroach upon the authority of the Grand King of Urguan. Such encroachment includes:

Making and implementing decisions without a Regal Approval

Violating the Regal Veto without a 4/5ths majority in the Senate of Hammers

Acting in any way that compromises the King’s sovereignty

 

All members of the Upper Council shall be discharged once the king that has appointed them has left office.

 

****All autonomous or semi-autonomous actions of the Upper Council, from simple arrests to court cases, MUST FIRST OBTAIN A REGAL APPROVAL.This carries the connotation that no actions can be taken by members of the Upper council without asking the king.

 

The Upper Council is, all in all, strictly prohibited from acting outside their bounds by disobeying the Grand King in any way that might compromise his absolute sovereignty over the GRAND KINGDOM OF URGUAN.

 

 


 

 

The Lower Council

 

The Lower Council shall be that appendage of the GRAND KINGDOM OF URGUAN that shall be responsible for representing the population by which they are elected in a series of duties regarding, in chief, interaction with the population. All members of the Lower Council shall be elected in direct election by the people of Urguan. The Lower Council shall have the power to initiate petitions and hold nonbinding referendums in order to bring issues to the attention of the Upper Council and the Obsidian Throne.

 

The Lower Council shall act as a dependent appendage of Urguan. It shall have no direct implementation power: the Lower Council shall have conciliatory and indirectly initiative powers. All matters the Lower Council wishes to implement must be presented in form of petition or referendum to the Upper Council, which will in turn appeal to the King for Regal Approval.

 

The Lower Council shall be established with four principal positions. These positions shall be those of the Foreman General, the Deputy of the State, the Minister of Culture, and the Master of Integration. The Grand King reserves the right to create and adjust Lower Council positions. The Senate of Hammers may engender a Lower Council position with a ⅘ majority vote.

 

The positions of the Lower Council shall not be disintegrated when the Grand King present during their creation leaves office. Positions on the Lower Council may be repealed by the Grand King via his Regal Veto, or the Senate of Hammers through a ⅘ majority.

 

The Lower Council shall be able to hold a binding referendum with a unanimous vote in the Senate of Hammers. This referendum shall then be reviewed by the Grand King of Urguan, who reserves the right to veto any actions if he sees fit. This veto can be overturned by a ⅘ majority vote in the Senate.

 

The Lower council shall be divided into three fields: social, economic, and defense. Any and all positions amended to the Lower Council by either the King or the Senate of Hammers with ample voting majority must conform to these three categories. No position in the Lower Council may hold any political power. The principal positions of the Lower Council, and their duties, shall be:




 

The Foreman General: The Foreman General shall be that position in the Lower Council which will be responsible for running and maintaining the industry and economy of the Kingdom. His duties shall include:

  • Physically collecting taxes

  • Physically ensuring the continuation of trade by acting as a prime marketer for the kingdom

  • Establishing Kingdom sponsored shops and other such sources of income

  • Physically overseeing and partaking in the gathering of resources for the Kingdom

  • Aiding with the bolstering of kingdom coffers and stockpiles

  • Aiding with transfer of materials and evictions

  • Aiding with the creation of transportation routes throughout the kingdom

  • Physically overseeing the infrastructure of the kingdom

  • Physically helping construct the infrastructure of the Kingdom

  • Physically monitoring the buildings of the Kingdom to ensure their adherence to Architectural code

  • Executing any other supplementary duties attributed onto him by the Grand King, Yemekarr’s Pick, or Seneschal of the Court

 

The Minister of Culture- The Minister of Culture shall be that appendage of the Lower Council responsible for merrymaking, tournament organization, feast organization, and other such duties. His duties shall be:

  • To organize feasts to satisfy the people of Urguan

  • To organize games and tournaments to satisfy the people of Urguan

  • To organize events to bolster the morale of the people

  • To decorate the city for the aforementioned events

  • To secure materials for merrymaking events

  • To organize expeditions

  • To procure and manage a budget for merrymaking, either from the government or through other Regally Approved means

  • To execute any other supplementary duty attributed onto him by the Grand King, Yemekarr’s Pick, or Seneschal of the Court

 

The Deputy of the State- The Deputy shall be that arm of the Lower Council responsible for maintaining the order and peace of the GRAND KINGDOM OF URGUAN. This position is inevitably tied to that of the Primarch/Grand Marshall. His duties shall be:

  • To maintain an active and well trained policing force to provide security for the citizens of Urguan

  • To actively recruit dwarves to join the aforementioned force

  • To intervene in situations potentially inimical to the safety of Urguan with probable cause

  • To investigate and resolve suspicions potentially inimical to the safety of Urguan with probable cause

  • To detain and incarcerate individuals inimical to the safety of Urguan with probable cause

  • To maintain a functional prison system

  • To persecute individuals inimical to the safety of Urguan accordingly

    • To avoid overly cruel and unusual punishment of these individuals

  • To interrogate and procure information from individuals inimical to the safety of Urguan suspected of collaborating in larger schemes inimical to the safety of Urguan

  • To execute any supplementary duty attributed onto him by the Grand King or Primarch of the Army

 

The Master of Integration- The Master of Integration shall be that position of the Lower Council responsible for the integration and reintegration of dwedmar into the GRAND KINGDOM OF URGUAN. His duties shall be:

  • To procure housing for previously unintegrated dwarves

  • To procure tools, materials, and other such elementary necessities for unintegrated dwarves

  • To ensure that unintegrated dwarves remain in the Kingdom of Urguan by:

    • Delineating their lineage to one of the major clans

    • Aiding them in the procurement of a vocation and in understanding the skills*

  • To introduce unintegrated dwarves to the Brathmordakin

  • To introduce unintegrated dwarves to the possibility of joining the legion

  • To act as a reliable resource for unintegrated dwarves to ask questions of

  • To aid unintegrated dwarves in any way logical and possible not mentioned above

  • To execute any supplementary duty attributed onto him by the Grand King or the Seneschal of the Court

 

Prohibitions and Restrictions of the Lower Council

 

The Lower Council may not act autonomously in any matter.

 

The Lower Council may not infringe upon the sovereignty of the Upper Council and The Grand King.

 

The Lower Council may not carry out any duty not immediately attributed to them.

 

The Master of Integration may absolutely not steer unintegrated dwarves towards any certain clan.

 

The Lower Council may not attempt to petition for more deciding power.

 

The Lower Council may not convene with any foreign administrative entity

.

The Lower Council may generally not make any decision dubbed as autonomous, semi-autonomous, or non-dependent on the Grand King and the Upper Council. The Lower Council is an underling house of government of the GRAND KINGDOM OF URGUAN and may not in any way infringe upon the cascade of sovereignty.

 


 

 

The Senate of Hammers

 

The Senate of Hammers shall maintain its traditional rights, attributed to it in the Articles of Urguan.

 

The Senate of Hammers shall have the newfound right of overturning a regal veto with a ⅘ majority. It may create a Lower Council position with a ⅘ majority. It may approve the creation of an Upper Council position with a ⅔ majority.

 

The Senate of Hammers shall have the newfound right of exercising a senatorial veto with a ⅘ majority.

 

The Senate of Hammers shall have the newfound right of implementing a binding referendum with a total majority.

A binding referendum is defined as a democratically available petition which is voted on directly by the population of the GRAND KINGDOM OF URGUAN which obliges the Grand King and the Upper Council to take action regarding the topic of the referendum, according to the referendum outcome.

 

The Senate of Hammers reserves the newfound right to request the removal of any council member from the Upper and Lower councils with a ⅘ majority vote. The Senate of Hammers reserves the right to suspend and remove councilmembers from the Upper or Lower council with a complete majority vote.

 

The Senate of Hammers reserves the right to appoint a Regent in specific circumstances.


 

Prohibitions and Restrictions of the Senate of Hammers

 

The Senate of Hammers may NOT vote to increase its power over the Grand Kingdom of Urguan.

 

The Senate of Hammers may NOT be used as a tool to disintegrate the GRAND KINGDOM OF URGUAN.

 


 

 

Regarding Regency and Re-Election

 

If a Grand King is unable to serve his term but is able to make a sober, autonomous decision, he reserves the power to appoint a regent.

  • The Regent of the Grand King cannot rule for longer than two stone weeks.

  • The Regent of the Grand King cannot appoint or demolish any new council positions.

  • **The Regent of the Grand King is subject to a removal by the Senate of Hammers by a complete majority vote, in which case the Senate of Hammers shall appoint a Regent with a ⅘ majority vote.

  • The Regent of the Grand King does reserve the right of the Regal Veto and Regal Approval.

 

If a Grand King is unable to serve his term and unable to make a sober, autonomous decision due to sudden disappearance,illness, or anything with similar effects, then the Senate of Hammers shall appoint a Regent with a ⅘ majority vote.

  • In this specific circumstance, the Regent shall not wield the full faculties of the Grand King. The Regent shall need a ⅔ majority vote from the Senate to carry out any action.

  • In this specific circumstance, the Regent shall wield both the Regal Approval and Veto, which shall then be checked by a ⅔ majority instead of the usual ⅘ majority.

 

IF the Grand King is incapacitated and not able to make a sober, autonomous decision in two stone week's’ time, an election must be held to elect a new Grand King in usual fashion.

 

Prohibitory Guidelines for Regency

 

The Regent of Urguan is absolutely disallowed from proclaiming himself as the King of Urguan, and from committing the physical act of sitting on the Obsidian Throne.

 

The Regent of Urguan is absolutely disallowed from ruling for more than two weeks.

 

The Senate of Hammers must have probable cause to remove a regent appointed by the King.

 

The Regent of Urguan may not use the Regal Veto and Regal Approval to manipulate the Senate of Hammers in any way, shape, or form deemed deceptive and deliberate by the Senate and the Upper Council.

 

 


 

 

*Additional Points

 

* There shall be Ambassadors of the Grand Kingdom of Urguan. These ambassadors shall be appointed by the Grand King of Urguan. These ambassadors shall be qualified members of Dwarven society that have been part of Dwarven society for a minimum of 52 years/ ~8 seasons/ One stone year.

  • These Ambassadors shall be subsidized by the GRAND KINGDOM OF URGUAN

  • These Ambassadors shall serve as diplomatic proxies to the GRAND KINGDOM OF URGUAN by relaying messages received from the King

  • These Ambassadors shall lack the power to make decisions on behalf of Urguan

  • These Ambassadors shall lack the power to improvise negotiations not specifically ordered of them by the GRAND KINGDOM OF URGUAN

 

** Da Kirkja Dverga shall be an autonomous entity outside the grips of mortal government. Its holdings shall never be taxed. Prophets for the Kirkja Dverga shall maintain legal immunity.

 

**On the Definition of Probable Cause


Probable cause shall be defined as a series of two or more tangible, verifiable facts that prove a criminal suspicion. In the case of politics, the suspicion is defined as one of lack of efficiency or violation of the Articles of Urguan and the charter of power described above. No action of force, either physical or political, against an individual, may happen without probable cause.
