I. The Laws of Haelun’or

 


Section One:

 

The Obvious Laws

 

 

 


1. The blessed residents of Haelun'or will not tolerate violent tendencies.

This extends into any and all acts of physical aggression upon another, mali’aheral or not, who are allowed within the state. Violence is the tool of the primitive, and all disputes can and should be solved by means of civil discussion. Such violence will only be permitted when absolutely necessary - for example when one finds themselves in immediate danger and self-defence is required.

 


 

2. The blessed residents of Haelun’or will not tolerate greed.

Theft of any conceivable nature is frowned upon greatly within our venerated society. There are no exceptions to this rule. As a society we are called to craft, develop and earn our own belongings. To steal is to disrespect the work of one’s bloodline and to bring shame to your own.


 

3. The blessed residents of Haelun’or will not tolerate the presence of visitors who bear the state ill-will.

Those individuals who are deemed to be disrespectful, ignorant, and or dangerous shall not be allowed through our gates. To be permitted entry into the silver city as a foreign visitor is a great honor. Those who display a distinct disregard for our culture and values will promptly be escorted out of the city and their chance at future visits severely decreased.

 


4. The blessed residents of Haelun’or will not tolerate the purposeful tarnishment of purity.

Purity as a concept has been interpreted differently by many of our kin over the centuries. We acknowledge this fact and accept there may be some areas of discrepancy. However should your actions consistently violate the commonly held beliefs of the council, you will be requested to return to the path of purity or take your leave from the state.

Our ancestors strove for purity and we honor our bloodlines by preserving it in mind, heart and blood.

 

 
5. The blessed residents of Haelun’or will not tolerate destruction of written thought.

Knowledge, being a key aspect of the maehr’sae hiylun’ehya, is to be respected and preserved always. We are privileged to live in a society where our citizenry collectively strive for progress and the betterment of Haelun’or and the realm as a whole. To destroy any tome of value is to lose a piece of knowledge - a conduit of wisdom. In recognition of this, such a crime is treated with equal distaste to that of violence or theft.

 


6. The blessed residents of Haelun’or will not tolerate the presence of the uninvited within the Eternal Library.
 

The knowledge held within the Eternal Library is the collective work of numerous minds from both within and outside the city over countless years. As such, these valuable tomes are not for the perusal of an individual who does not share in our highest regard for knowledge. For a foreigner to enter is a great honor and is only possible with the explicit permission of a member of elheial’thilln.


 

7. Members of the Silver Council (elheial’thilln) are the foremost figures of authority in matters pertaining to the laws of the mali’aheral civilisation as they oversee all matters of state.

 The Silver Council follow and enforce the laws of the state with great fervour, ensuring both the safety and preservation of Haelun’or and its culture. It is in their wisdom we must trust for they place the welfare of Haelun’or and her people before all else.

 


8. The blessed citizenry of Haelun’or have the right to uphold the ways of the mali’aheral people, and guard our culture from those whom would disregard it.

 The citizens of Haelun’or have the right to defend the state and what it stands for under the sole condition that the punishment they inflict does not conflict with any other current law, or the traditions of mali’aheral culture.

 

 
9. The blessed citizenry of Haelun’or will not tolerate public slanderous speech by untempered tongues toward invited guests, or allies, of the Sohaerate.

The citizens of Haelun’or will remain courteous and hospitable to all invited guests to the Sohaerate and will denounce any who publicly slander her allied nations or factions.

 
 

 

 

 

 

Section Two:

 

The Dichotomy of Lewdness

 

 



1. The blessed citizenry of Haelun’or shall not participate in physical fraternization outside of marriage.

 This crime disrespects the very nature of the matrimonial union. Unmarried Citizens who physically fraternize disregard the purpose of intercourse, and cause unruly distraction, emotional disruption, and in the worst case scenario - consequences of bastardization, a terrible crime, considering it taints the reputation of an otherwise innocent mali’aheral child.

 
 
2. The blessed citizenry of Haelun’or shall not participate in physical fraternization with a minor (a minor being any mali less than 50 years of age).

 Children are indeed the most precious safeguard of our kin. Subjecting an emotionally immature mind to such matters is unacceptable. Let it be known that mali under the age of 50 are unable to give consent, as their uninformed opinions towards this subject are too juvenile to be capable of discernment.

 
 
3. The blessed citizenry of Haelun’or shall not participate in public fraternization of an intimate nature.

 An incivility which disrespect both the citizenry and city’s dignity. Even in the event that two married individuals are not in violation of any of the laws stated herein, any and all intended fraternization must be conducted in the privacy of their home.
 

 
4. The blessed citizenry of Haelun’or shall not participate in fraternization of any intimate sort with impures, or other races. Only applies to First Class Citizens.

 Preservation of life itself resides in the idea of purity. To sully one’s untainted mali’aheral blood is to dishonor all those who came before you.
 

 
5. The blessed citizenry of Haelun’or shall not participate in non-consensual physical fraternization.

 Larihei is blind to you, desecrators of this law. It is beyond reproach. You will meet a swift judgement.
 

 
6. The blessed citizenry of Haelun’or shall not endorse intimate fraternization of a homosexual nature.

 Those whose intimate desires lead them to fraternization with another individual of the same gender are forbidden to speaking of, or making any display, of said relationship - lest you encourage others to also partake in such unproductive activities.

 
 

7. The blessed citizenry of Haelun’or shall not participate in incestuous intimate fraternization of any kind.

 No self-respecting citizen will need explanation as to why this type of behavior is both obscene and illegal.

 

 

 

 

 

II. The Return to Purity

 



Those mali’aheral who have violated any of the laws stated above may find solace in the fact that elheial’thilln practices mercy, and as such, offers said transgressors of the law a method of returning to purity once more. The mali’ata of pure birth who seek redemption and successfully fulfill the tasks outlined in the procedure below are granted a clean slate and may return to their place in our society as respected citizens.

 

 

Returning

 

 


As the mali’ata has wronged the venerated race, they must seek redemption in the eyes of all who would call themselves mali’thill. To do so, they must gain the forgiveness of the esteemed few who act as caretakers to Haelun’or - the Silver Council.

The “purifying” shall be conducted in stages:

 

1. The Drawing of the Curtain

The mali’ata must be sincere in their desire to become a part of our society once more, and be willing to perform all the tasks asked of them. They must be willing to acknowledge the wrongness of the crimes they have committed against their kin and the Sohaerate as a whole.

Should they not conform to this ideal, they shall not be allowed to return.

 

2. Righteous Revulsion

Should the mali’ata be sincere, and willing, they will be allowed to enter the city. Here, they must seek out each member of the Silver Council to notify them individually of the crimes they have committed towards mali’aheral. They will then, after informing each councillor of their crimes, ask for forgiveness from each. The informed may ask the mali’ata of anything, and the mali’ata will do as they ask with great vigour and a calm disposition in a manner befitting any true mali’aheral.

As a councillor, standards of good judgement are expected and a request which calls to question the logic of itself will reflect negatively upon themselves if inadequately explained. Should a member of elheial’thilln request a task that clashes with the laws of the city, said councillor shall be punished according to the crimes they requested to be committed.

The mali’ata may not advance to the next stage unless everyone, enlightened to the crimes of the mali’ata, gives their forgiveness.

 

3. Learning the Way

All mali’ata must understand and revere the maehr’sae hiylun’ehya, as it is the very phrase that defines our people, our culture, and our civilisation. Those that lack an understanding, or adequate interpretation, of the maehr’sae hiylun’ehya will find themselves shortly more unwelcome than they had been previously.

The mali’ata shall be assigned a teacher from the pure citizenry, the duty of whom it will be to teach the mali’ata the maehr’sae hiylun’ehya. During this stage, the teacher may assign to the mali’ata multiple tasks which they must complete in order to advance to the next stage.

At the end of this process, they will be tested by members of the Silver Council of their knowledge regarding the blessed phrase.

 

4. Acceptance

The mali’ata, after gaining forgiveness, and understanding the apex of our culture, will be called to an assembly of all volunteering citizens. Here it will be decided by the majority whether the mali’ata may become a part of the exalted society and resume their title of mali’aheral. Should the citizenry decide that the actions of the mali’ata are satisfactory, they shall again be considered a First Class Citizen. The mali’ata will regain their title of mali’aheral and they may see the silver city as their home once more.

With the conclusion of this final step, a celebration should be held - as they have obtained citizenship.
 

 

 

 

III. Trialling

 


 

In the event that a citizen of Haelun’or is accused of violating any of the above laws and is summoned to stand trial, a set of judges must be elected to operate as a panel of decision makers. These judges, once elected, shall deliberate upon the accused’s guilt. Once a decision is made, punishment as appropriate will be delivered at their discretion. If the judges so desire more evidence, they may call for a testimonial, or a character witness. An odd number of unbiased judges shall be elected from either the citizenry or the Silver Council, so that their vote will decide the guilt or innocence of an accused should there be disagreement.

 

Should a judge be found guilty of any of the above crimes, or any other type of unseemly behaviour, he or she shall be removed from the panel.

 


In the event that the accused does not appear when summoned to their trial, their absence shall be perceived as a confirmation of their guilt and their respective sentence shall be executed upon their probable return to the Silver Sohaerate.

 

 

 

 

IV. Punishment

 


 

Possible Punishments for Law-Breakers

 

 


Fines / Public Indication (acal)

A less severe, but no less decisive punishment. For behaving as a poor example of good mali’aheral, those found guilty shall be fined an amount decided upon by the panel of judges.

In addition, they shall be forced to wear a large golden amulet, symbolizing their insult to the entire mali’aheral culture, for a prescribed amount of time.
 

Branding (ata)

Those discovered to have committed an ata type crime, shall be marked with the word. Never is the taint of impurity removed; once a Mali’aheral has fraternized with an outsider, they are forever marred.

Thus, it is fitting, that they shall be marked with their treason, and forever barred from pure repute. For those guilty of crimes regarding impure fraternization, a visible mark upon the back of his or her hand shall be permanently branded, just as their hearts be permanently branded with betrayal of their entire race.

These branded shall be unfit for marriage. No legal union or wedding between an ata-type criminal will be officially acknowledged by the city.
 

Banishment / Death Sentence (ullral)

Monsters. This type of crime is reserved only for the most severe, unrepentant offenders. This type of sentencing requires not only complete agreement of the judges, but a referendum wherein every citizen of Haelun’or casts a vote, and at least 70% of these votes come back affirmative, in favor of the sentence.

If sentenced as an ullral, all hope is lost to you. You shall never again be allowed into the city if banished, and no citizen is allowed to acknowledge you, under pain of his or her own impure allegation. If one were to come back after such death they would be labelled as a someone who has abused dark malevolent magics to be revived.
