No country has been left untouched by the carnage wrought by this conflict, but we perhaps have suffered the horrors of war more than any other nation involved. Since the days of King Petyr I, we have found ourselves engaged in an endless battle for our own very survival. There have always been those who have harbored hatred in their hearts toward the Haeseni people, and there will always be those who seek to tear down that which we have sought to build together over the past three centuries. But still we thrive, regardless of the bloodshed that we have had to endure. We have fought off repeated attacks and raids against our people alongside our Imperial brothers in arms, and our resolve to pull through this conflict has never been greater. Our prosperity and our economy have yet to falter, even with the enemy still lingering at our gates. Our people is a strong one, a proud one, and we will not falter in the face of aggression. We will continue to fight on for the sake of our wives, our children, and of our loved ones that we hold dear. With my father’s passing, I have deemed it fit to issue a series of decrees that are aimed at domestically strengthening the realm. They are as follows: The current level of royal prerogative is to remain at its current level of High Crown Authority. As such, the Duma shall continue to meet regularly in order to pass laws and legislation pertaining to the governance of the realm as it did before the war. The dissolution of the position of Lord Kastellan from His Majesty’s Aulic Council. As the position has remained vacant for many years and fallen into disuse, it has been deemed unnecessary to the governance of this realm. The reformation of the position of Lord Seneschal for His Majesty’s Aulic Council, which will merge the responsibilities of High Steward and Lord Kastellan into one position. The creation of the position of Headmaster of the St. Charles College for His Majesty’s Aulic Council, which will be tasked with the establishment of an academy within the Kingdom of Haense and the oversight of education therein. A review of standing military is to be undertaken in the coming days and a reform of the existing military structure will be issued as per the results of that review. A review of noble titles and a more operable system behind their allocation and maintenance. Knighthood within the Kingdom of Haense will be restructured and reformed. In the meantime, restrictions preventing knights of the Order of the Crow from holding government positions are henceforth revoked. Limitations on Marian Knights in terms of holding government positions will continue to apply, however. The modernization of the triumvirate of Exchequers. The three Exchequers of the realm shall henceforth be assigned “specializations” that they will oversee in their positions, although they may interchangeably perform each others duties if need be. These three specializations shall be as follows: Exchequer of the Interior, which will focus on domestic matters and projects within the Kingdom of Haense. Exchequer of the Exterior, which will focus on intervassal relations with other Imperial realms and with Helena itself. Exchequer of War, which will oversee the military on behalf of His Majesty’s Government and act as a liaison between the Crown and the armed forces of the realm. These reforms are to come into effect immediately, and the reviews specified are to be undertaken in the coming days with the utmost attention from the Crown. He’d ponder in thought before stating to Ser Feathers McGraw, “it seems the Haensetian King has passed into the next life, his people must be in grief... I will pray for both his soul and his people’s swift recovery from these trying times. Send word to their new king sharing our condolences and let it be known we wish for diplomacy between our two factions.
