((your missing the point,with districts of mass spread Giant mushroom housing,or slum districts for short,the intent is not to recreate the hellish irl slums of theft,murder,etc.instead the intent is to address the mass homelessness of the general population,to give people a safe place to stay and store there items. of course the houses would need to be close together,plentiful,and have its own district in each of the races capitals)) Link to post Share on other sites More sharing options...

People would hide chests in the floor and people with xray would just walk in and steal peoples things.
