The Private Military Organization Act shall hereby ban unauthorized private military organizations and empower the Secretary of War to issue authorizations for these organizations as the office sees fit.

 

INTRODUCTION

This legislation shall empower the Secretary of War to issue authorizations for private military organizations, which by the force of law, are required for these groups to legally operate. 

 

 

SECTION I:

On defining private military organizations.

 

  1. Private Military Organizations are defined as meeting all if the following criteria:

    1. Having two or more members with a hierarchical structure.

    2. Fulfilling verbal or written contracts which will likely lead to them using violence or the threat of violence to fulfill their contracts.

    3. Are compensated with goods, services, marks or other rewards.

    4. Does not operate under the sigil of the emperor, his vassal monarchies, or his peerage.

 

SECTION II:

On issuing and maintaining authorizations

 

  1. The Secretary of War shall be responsible for the issuing of Authorizations, for any timeframe the Secretary of War sees fit.

  2. The Secretary of War shall have the power to maintain and revoke authorizations when reasonably justified.

 

SECTION III:

On Unauthorized Military Organizations

 

  1. All Private Military Organizations are to be considered unauthorized military organizations without authorization from the Office of the Secretary of War.

 

SECTION IV:

On amending the Oren Revised Code

 

  1. Section 204.011 ‘On Unauthorized Military Organizations’ of the Oren Revised Code shall be created as follows:

204.011 - On Unauthorized Military Organizations

204.1101 - When an individual intentionally or negligently operates as a part of an organization that meets the definition of a private military organization and is operating under an expired authorization, this shall be an Unauthorized Military Organization in the second degree, an infraction.

204.1102 - When an individual intentionally or negligently operates as a part of an organization that meets the definition of a private military organization and has not received proper authorization, this shall be an Unauthorized Military Organization in the first degree, a misdemeanor.
