Narthok 10416 Share Posted April 12, 2022 THE WESTERGRENZ MUNICIPALITIES DECREE Spoiler PREAMBLE With the explosive expansion of the Westergrenz with countless new immigrants and the large crops of children being produced in the relatively peaceful land, it has become necessary to establish a more flexible form of administration to meet the growing needs of the various industrious settled peoples of the frontier. To that end the Municipal Decree shall clarify the new state of affairs, laying out the new organization of the frontier and the various expectations embedded within the new order. INDEX I. POWERS OF THE MARGRAVE THE MUNICIPALITIES OF THE WESTERGRENZ THE TOWNSHIP OF ARICHSDORF The capital of the Westergrenz the bustling township of Arichsdorf serves as the economic, cultural, and administrative hub of the Grenz. Hosting a number of large artisanal and mercantile families Arichsdorf deals primarily in agricultural goods, its recent growth has prompted the development of a number of local industries with blacksmithing and the baking of breads being particularly prominent. Arichsdorf is hereby granted municipal status THE HAMLET OF LUSCINIA The gate of the Westergrenz, the growing hamlet of Luscinia houses the venerable Nightingale family and a number of local peasants and yeomen. Luscinia produces various agricultural products such as leather, beef, milk, cheese and wheat which are brought to market day in Arichsdorf and sold. Luscinia is hereby granted municipal status THE AZAMAR DISTRICT Nestled in a quarry in the Westergrenz foothills, the Azamar district quietly plies its trade. More secluded than its peers, the carved stone halls of the Azamar district offer security to various refugee families from across Almaris. The Azamar District pulls ore from the deep bones of the earth, its great forges and smithies rendering these products into fine tools which are then exchanged for food at the local Grenz market. The Azamar District is hereby granted municipal status THE HAMLET OF VITTORIA Resting in the rolling hills of the Westergrenz the Mercatore folk constructed the small Hamlet of Vittoria in which to seclude themselves and tend to their craft. Vittoria produces a number of alchemical tinctures and balms which they barter to the various people of the Westergrenz in exchange for foodstuffs and tools. The Hamlet of Vittoria is hereby granted municipal status DEFINING MUNICIPALITIES The March of the Westergrenz is divided into a number of municipal districts to enable the various peoples of the Westergrenz to tend to their own affairs and see to their own needs. Municipal status confers a number of rights and privileges in addition to various expectations, obligations and duties. Municipal status within the March can be exclusively extended by the Margrave and can be withdrawn at his pleasure. DUTIES AND OBLIGATIONS OF THE MUNICIPALITIES Each municipality of the March of Westergrenz is obliged to following obligations by order of the Margrave I. Fulfilling the annual March Tithe that has been agreed upon by both parties. II. Defense of the wide realm of the Westergrenz and everything that surrounds it. III. Adherence to the marchstone and the laws associated with it. IV. Participation in the annual market day. RIGHTS AND PRIVILEGES OF THE MUNICIPALITIES Each municipality of the March of Westergrenz is endowed with the following privileges by the grace of the Margrave I. The privilege to select a Municipal Lawspeaker. II. The privilege to create and maintain a local Law stone. III. The privilege of levying local taxes upon those who dwell within the confines of the municipality. IV. The privilege of raising a local municipal guard for the defence of the municipality and the Westergrenz at large. ORGANIZATION AND LOCAL GOVERNANCE The organization and local governance shall be determined by each municipality to fit the requirements of their respective peoples and communities. Each municipality shall select a Municipal Lawspeaker by their own locally determined means, hereditary or democratically, or any other conceivable means. POWERS OF THE MARGRAVE In light of these new liberties and powers the Lord of the Westergrenz reserves the following powers in the office of the Margrave for the purposes of governing the many peoples and settlements of the region. I. The Margrave reserves the right to veto any law on a municipal lawstone. II. The Margrave reserves the right to summon the municipal guards to arms in times of war. III. The Margrave reserves the right to summon the municipal law speakers at his discretion to discuss the governance of the Westergrenz or matters of war.
