Issued on the 9th day of Owyn’s Wake of the year of  116 D.R.

 

 

INTRODUCTION

 

As was seen with our recent bounty, the Sovereign State of Hyspia does not accept threat, insult or harm upon any of our Hyspian citizenry. It was this afternoon, as those went about their day, that the Sovereign-Father, Luis of Ramonadora was found before the gates.

 

He was found dead, with fang bites and stab wounds. 

 

It was on this day that Darkspawn have left children orphaned, his family and nation grieving.

 

I was born on the day of the shortest Canonist crusade in history - I studied the scrolls, DIOS Almighty, the church and today as I knelt within the Church of Blessed Francisco, praying to DIOS above, I realized what I must do.

The Luis Edict

By promulgation of Xiomara I, the Luis Edict will go into effect immediately. Mandatory testing will take place of all citizenry, coinciding with the implementation of aurum linings at every entrance of the city.

Salt barrels will be found at each gate, to be used in testing and the protection of Hyspian citizenry.

 

It is with the announcement of this edict, a further notice is made, as announced in recent court.

The individual to bring me the creature who killed my father will be rewarded handsomely. 

I practice mercy to a point, but even I reach my limits. May DIOS have mercy on you, for I will not.
