ESTABLISHMENT OF THE NOBLE CODEX

For our entire history, the rights, privileges, and entitlements of nobility have been in constant question. Though our Haurul Caezk does include a section for all of nobility, these sections are vague and continue to be vague. No longer. As one of my final acts as Lord Palatine, I introduce a concept and have formed it into reality. A list of codes strictly for the noble class (Edler to Duchy) that will henceforth be known as:

 

The Noble Codex

The Purpose of the Noble Codex:

 

The Noble Codex has been created to ensure that the rights of nobility are never lost to time due to poor archiving, and to ensure that there can be no confusion to what a noble can and cannot do. In great detail, each section is explained to its near fullest extent, though still lightly summarized as to not make it a confusing wall of text.

How additions and amendments function:

 

The Noble Codex was created for the nobility and shall be created by the nobility only with the exception of the Crown. This means that only members of a noble family may make a petition for an amendment with no exception. When voting to amend the codex, the Herzen shall be expected to reach a majority by over one half in order to have their amended code sent either to the Aulic Courts for review, if necessary, or directly towards the Crown. All amendments to The Noble Codex may only be voted on during a session of Herzenvrest.

 

There are three primary paths that a noble may take in order to request their amendment be heard by the Herzenvrest. Those three paths are:

 

◆ Petition as or through a titled peer to be voted on in a session of Herzenvrest.

 

◆ Petition privately or publicly by way of verbal or written request to the Herzenvrest.

 

◆ Petition directly to the Crown.

Necessary amendments to the Haurul Caezk:

 

Pursuant to the creation of the Noble Codex, an amendment to the Haurul Caezk is in order:

 

The previous section of the law that read:

 

Ch. III. “Regarding the rights and duties of the Noble Class”

III.I. All Nobility are given the following privileges and rights:

i. The privilege to host a family who shall dedicate themselves to the Kingdom in service of arms, politics, and all other aspects

ii. The privilege to petition the Crown and request a private audience

iii. The privilege to bear a heraldic coat of arms

iv. The privilege and entitlement to be executed by way of beheading

v. The privilege to elect a Champion of Haeseni blood to fight on their behalf in a Trial by Combat

vi. The privilege to a Regent in the event a Lord is below the age of Eighteen

vii. The privilege to determine inheritance to titles with the Crown’s permission

viii. The privilege to marry another member of the Noble Class

 

III.II. All Nobility with the rank of Baron or above, in addition to those above, are given the following privileges and rights:

i. The privilege to sit on the of the Royal Duma

ii. The privilege to own a keep with walls to host their kin

iii. The privilege to defend their land from invasion

iv. The privilege to settle taxable tenants on their promised land

v. The privilege to employ a guard of retainers, of who are in service to the Crown firstly

 

III.III. All Nobility are responsible for the following:

i. The responsibility to forever swear to the Crown, and to protect its life

ii. The responsibility to forever swear to Hanseti-Ruska, and Her People

iii. The responsibility to follow all laws of the Book of Honour, and adhere to any changes

iv. The responsibility to defend Hanseti-Ruska, and Her People

v. The responsibility to fight for the Crown, and uphold its cause

vi. The responsibility to summon the forces of your kin when His Majesty wills it

vii. The responsibility to defend Hanseti-Ruska’s borders, and fend off all of Her enemies

viii. The responsibility to advise the Crown and seek the greatest outcomes for the Kingdom 

 

Shall now be amended to say the following:

III.I. All Noble rights, privileges, and duties shall be codified under the The Noble Codex

 of 549 E.S.
