“IT IS STRENGTH AND ENDURANCE THAT DEFINES THE HAESENI PEOPLE.”
 


We have long since governed under these words, having been molded by them, these once penned by King Sigismund III, rightly dubbed ‘the Golden.’ It has been the framework of our Kingdom of Hanseti-Ruska, and now of this Karoslund. The light guiding our path for generations, and the fire shaping the steel we once swung on the battlefield.

 

 Even in defeat, do those words continue to ring true, for it is our strength and endurance that continue to define us, and allow us our opportunity to persist, even in this new world that wishes for little to do with the Haeseni or her peoples. Our spirit shall not falter, our culture, while it may evolve, shall never fade away, as it did not before our fall and as it will not for a thousand years to come.

 

Let this Charter stand then as a return to our old Haeseni ways. This new world may detest our old Kingdom, and many may point out the many flaws we once held, but we remain as survivors of who we once were. The slate begins anew, and we are granted the opportunity to correct and work on these flaws together, so as we come to inhabit these new lands, so too shall our structure renew itself.

 

Therefore, shall those that matter bear witness, as the old village is reformed and renewed. As our rulers once held the title of ‘Grand Hetman’, so now shall we in a lessened form. From henceforth shall our realm be known as the Hetmanate of the Karoslund.

 

A new land requires a new order, and what once rested on our shared bond and traditions as a village of wayward Haeseni and Nords shall now be guided once more by law, merit, and faith. This reform does not go forth with the intent to cause offense to our fellow kin in the Nords of the North, who so graciously offered their homes to us, but aims to strengthen our kinship as Highlanders with the discipline and order of the old Haense, ensuring the realm endures in unity and in strength.

 

The Hetmanate shall be a realm where leadership is tested and strengthened, not given solely by right, be it through service and proven command, or by loyalty and faith to our cause and desire to persist. The Hetman shall lead as the Karoslund’s first, and beside him shall stand the Council of Ministers, formed of the Hetmanate’s most meritable members.

 

This reform shall bind the Karoslund not tighter, but far more true to its duties as both a sanctuary to those of our old Hanseti-Ruska, and to its duties as a proud vassal of the Norlandic Crown.

ARTICLE I  

ON THE CAUSE FOR REFORM
 

The Village of the Karoslund, long the refuge for our peoples since the fall of Haense, has served our kind faithfully for many years. Beyond that dreaded war and into the next with the Mountain, and all the times inbetween, it provided us a base of which to regather and regroup. However, as our walls now grow and we build for ourselves a true city for which to live in, a need for a new structure and governance build with it.

 

The Hetmanate is established to ensure clearer command in war and battle, greater stability in peace, and more fair rule in accordance to the missives ‘THE RUTHERN GOVERNANCE’ and ‘THE CROWS FLY’, where the efforts to transition our government to that of a democracy shall continue. Let it be known as well, that this Hetmanate shall mirror Hanseti-Ruska’s structure of law and government in many ways, as it will forever be our home, even if it is long gone now.

 

 

 

ARTICLE II

LAW OF THE HETMANATE

 

Ch. I. “The Hetman” (Ve Hetman)

 

I.I  The Hetman of the Karoslund shall stand as the sole lawful head of the realm and its government. They are the supreme commander of the levy, the defender of the peoples’ lands, and the primary guardian of the Jeremic Liberties of all Karoslunders. Their authority is absolute, with exemption of the Council of Ministers, who may vote to remove the Hetman or deny his decisions with an absolute majority.

 

i. The Hetman’s mandate to lead derives from the Crown of Norland, by whose grace the realm of the Karoslund exists, and through whom their authority is recognized.

 

I.II. By the will of the Hetman shall the government and levy form, shall Houses and Knights ascend, and shall laws and lands be administered. 

 

I.III. In the event of death, abdication, or removal of the Hetman, the Vice-Hetman shall assume immediate temporary duties of the Office of Hetman until the Council of Ministers can convene and elect a regent from their number until an official election can be held.

 

i. The Council may vote to keep the Vice-Hetman as Regent, or vote to elect among their number, either of which will last until the election has concluded.

 

 

Ch. II. “The Government” (Ve Birodalir)

II.I. By the grace of the Hetman shall the city’s Government manage all affairs of the Hetmanate, and it shall consist of the Council of Ministers, the Duma, and the Karoshird.
 

 

Ch. III. “The Council of Ministers” (Ve Konkil i Ministna) 

III.I. The Council of Ministers shall lead the Government, and the Vice-Hetman shall lead the Council as greatest advisor to the Hetman.

 

III.II. Upon the Ministerial Council shall sit:

i. Ve Vice-Hetman, who shall wield the Golden Bulava as leader of the Council of Ministers.

ii. Ve Herzen i ve Duma (“The Speaker of the Duma”), who shall wield the Black Bulava as overseer of the Duma.

iii. Ve Kossin (“The Captain”), who shall wield the Iron Bulava as Captain of the Karoshird.

iv. Ve Aranyiaz (“The Treasurer”), who shall wield the Silver Bulava and assist in cultivating the wealth of the Karoslund.

 

Ch. IV. “The Karoshird”

IV.I. The Karoshird shall be the levy of the Karoslund and keeper of its peace, and the Kossin shall command it.

 

Ch. V. “The Duma”

V.I. The Duma shall sit as representatives of the Karoslunder people by the grace of the Hetman to advise on matters of law and action, and the Speaker shall oversee the assembly to ensure its sittings are peaceful and productive.

 

V.II. The Speaker shall be recommended to the Hetman through a vote in the Duma, of which those eligible for recommendation are all citizens of the Karoslund, provided they are of the age of 18 or higher.

 

V.III. Upon the Duma shall sit:

i. Every Haeseni House Head or their appointed representative, of which shall be a member of their family.

ii. The Aldermen, once voted and confirmed by the Hetman, Vice-Hetman, or Speaker.

iii. The Vice-Hetman, only as an arbitrator if a vote is tied.

 

V.IV. The Aldermen shall be nominated to the Duma by way of Decree by the Hetman or majority vote in the Duma, and may remain in office until their forfeiture or removal, in which any Karoslunder adult beyond the age of 18 may run if they do not currently sit upon the Duma, nor are a member of the Council of Ministers.

 

V.VIII. As lawful representatives of all Karoslunder people, the Duma shall:

i. Petition the Hetman to sign bills passed by majority vote into law,

ii. Advise the Hetman and Ministerial Council by majority vote,

iii. Receive petitions from the citizenry,

iv. Establish and mandate both civil and martial infrastructural works,

v.   Mandate national holidays,

vi. Summon and investigate members of the Government and Karoshird,

vii. Ensure the regulation of law and domestic policies of the Hetmanate

 

Ch. VI. “The Hospital of St. Amyas” (Ve Szpital Svankt Amyaseo)

VI.I. Led by the Surgeon General, the Hospital of St. Amyas is a body of certified medical practitioners with the purpose of treating the injured and the ill.

 

Ch. VII. “Haeseni Language” (Haenzi Jeazik)

IX.I. The primary language of the Hetmanate shall be New Marian (Naumariav), with Norlandic as its second.

 

Ch. VIII. “Sigmundic Calendar” (Sigmundik Kalendar)

VIII.I. The dates of the Hetmanate shall follow the Sigmundic Calendar, whose months are:

i. Wzuvar ag Byvca, known in common as Snow’s Maiden,

ii. Jula ag Piov, known in common as Malin’s Welcome,

iii. Vzmey ag Hyff, known in common as the First Seed,

iv. Gronna ag Droba, known in common as the Grand Harvest,

v. Tov ag Yermey, known in common as the Sun’s Smile,

vi. Msitza ag Dargund, known in common as the Amber Cold,

vii. Joma ag Umund, known in common as the Deep Cold.

 

VIII.II. The year of the Sigmundic Calendar shall be 349 years more than the Common Calendar and suffixed with E.S., or Ehr Sigmunda.

 

Ch. IX. “Faith” (Lendyya)

IX.I. The majority faith of the Hetmanate shall be Canonism, with the Red Faith of Norland as its minority, whilst no other faith shall be practiced.

 


 

ARTICLE III

LAW OF CRIME

 

“These words shall proclaim the law

of order of the Hetmanate, and remain as a connection and mirror to our old Kingdom.”

 

Ch. I. “Regarding the rule of law”

I.I. No man shall be punished for a crime not within this code of honor, nor shall he be punished according to this code of honor if the crime committed was outside the lawful borders of the Hetmanate.

 

I.II. Let he who attempts or conspires to commit a crime be guilty of Attempt, to be punished as if they had committed the crime itself.

 

I.III. Let he who aids or conspires with another to commit a crime be guilty of Contribution, to be punished as if they had committed the crime itself.

 

I.IV. Let he who commits a crime through carelessness or recklessness be guilty of Negligence, to be punished as if they had committed the crime itself.

 

I.V. Let he who aids criminals and frustrates justice be guilty of Obstruction.

 

I.VI. Let he who abuses their rank or office for improper gain be guilty of Corruption.

 

Ch. II. “Regarding blasphemy and heinous acts against GOD”

II.I. Let he who flouts the teachings of the Church of the Canon or the Red Faith be guilty of Heresy, and let he who undermines or challenges the teachings of GOD, his prophets, saints, and scriptures or of the All-Father and the Red Faith be guilty of Sacrilege. 

 

II.II. Let he who soils a place or object of Godani or the All-Father, be it church, relic or graveyard, through drunkenness, dress, tongue, theft, vandalism or exhumation be guilty of Desecration.

 

II.III. Let he who lies with another outside of matrimony be guilty of Fornication.

 

II.IV. Let he who lies with his parent, child, cousin, niece, nephew, aunt, uncle, brother, or sister of the other, either by marriage or by blood be guilty of Incest.

 

II.V. Let he who lies with a Descendant of another race be guilty of Miscegenation.

 

II.VI. Let he who consumes the flesh of another be guilty of Cannibalism.

 

Ch. III. “Regarding the usage of magic, sorcery and witchcraft”

III.I. Let he who uses or practices dark magic be guilty of Dark Witchcraft.

 

III.II. Let he who is of demonic, necrotic, or otherwise unholy origin be guilty of Abomination.

 

Ch. IV. “Regarding acts of treason and invasion”

IV.I. Let he who conspires to bring harm against or breaks an oath to the Crown of Norland or the Hetmanate be branded a traitor to the realm and be guilty of Treason.

 

IV.II. Let he who partakes in the conspiracy to bring harm against the Crown of Norland or the Hetmanate either by assisting, supplying, hiding, or deliberately not sharing knowledge of the suspected traitor be branded a traitor to the realm and be guilty of Aiding and Abetting Treason.

 

IV.III. Let he who shares information that the Crown of Norland or the Hetmanate has deemed to be of classified nature be branded a traitor to the realm and be guilty of Espionage.

 

IV.IV. Let he who speaks foul or ill to that of the Crown of Norland or the Hetmanate be branded a traitor to the realm and be guilty of Sedition.

 

IV.V. Let he who organizes or partakes in an armed group against the Crown of Norland or the Hetmanate be branded a traitor to the realm and be guilty of Insurrection.

 

IV.VI. Let he who organizes or partakes in an armed group within that of the ranks of the levy against their superiors be branded a traitor to the realm and be guilty of Mutiny.

 

IV.VII. Let he who abandons his duties as a levyman be branded a traitor to the realm and be guilty of Desertion.

 

IV.VIII. Let he who belongs to a foreign military or organization enacting law or will on Karoslundic land be guilty of Invasion. 

 

IV.IX. Let he who peddles or possesses walnuts be branded a traitor to the realm and be guilty of Poisoning.

 

Ch. V. “Regarding counterfeiters, forgery and fraud”

V.I. Let he who forges the seal or signature, be it of Norlandic Crown or the Hetman’s Government, writes false records, legal documents, or other documents regarding the realm be guilty of Forgery.

 

V.II. Let he who sells misrepresented or stolen wares, mints currencies within the realm on his own accord, or knowingly spreads it be guilty of Forgery by Counterfeiting.

 

V.III. Let he who presents himself as another be guilty of Impersonation.

 

V.IV. Let he who flouts his debts be guilty of Racketeering.

 

V.V. Let he who opens a letter addressed to another, seizes correspondence, or brings harm to any courier or animal messenger within the realm be guilty of Obstruction of Correspondence.

 

Ch. VI. “Regarding murder, manslaughter, assault, abduction and enslavement”

VI.I. Let he who slays another outside of battle be guilty of Murder.

 

VI.II. Let he who takes the life of another without the intent of doing such be guilty of Manslaughter.

 

VI.III. Let he who harms another outside of battle be guilty of Assault.

 

VI.IV. Let he who captures another by force or deception be guilty of Abduction.

 

VI.V. Let he who entraps another in his service with threat or force be guilty of Enslavement.

 

Ch. VII. “Regarding theft, trespass, and general menace”

VII.I. Let he who steals any belonging or coin of another be guilty of Theft.

 

VII.II. Let he who extorts tolls under threat of arms be guilty of Banditry. 

 

VII.III. Let he who intrudes on the land of another, be it fief or building, be guilty of Trespass.

 

VII.IV. Let he who defaces the property of another or does damage to that of farmlands, forestry or domesticated animal be guilty of Vandalism.

i. Alterations to existing structures without authorization by the Hetman or the Council shall be considered as defacement and damage. 

ii. Erection of new structures without authorization by the Hetman or the Council shall be considered as defacement and damage. 

 

VII.V. Let he who wrongly slanders the name and honor of another be guilty of Defamation.

 

VII.VI. Let he who persists as a nuisance to others be guilty of Harassment.
