Included within is the list of attendance, introduced legislation, and the transcripts of each stage of debate and voting. Note that none of the bills passed through the Assembly on this day have yet been marked for approval by the Court of the Archduke, and are subject to revision or rejection. Each of which was introduced, reviewed, and promptly voted on. With little controversy and a quiet demeanor of those assembled this day, all four bills were passed with unanimous support of voting members. These bills, acts, and revisions covered topics ranging from the Petran markets, the housing crisis, and even the process of the Garmont Assembly itself. The Bill of Stalematebreaks Proposed by: Cinnamon’Ox o’Nico TRANSCRIPT Spoiler Cinnamon'Ox o'Nico: “Alright everyone. It my first time to present a bill really, so be patient with me. Alright. We already had a discussion about stalemates being often a reason that bills get forgotten or left unantented for longer periods. So to ensure that such things happen less, I have brought here today the Bill of Stalematebreaks.” Cinnamon’Ox o’Nico: “Okay. Let me try my best. So this bill should give a concrete ruling on how many times the same bill can be voted on, how many times one can be delayed. Surely what happens if a bill can't get a vote and surely about what Stalematebreaker means..” Cinnamon'Ox o'Nico: “There exist three rounds a singular bill, for example, can go through. The first round proceeds like a normal vote with Aye, Nay and the possibility to Abstain. A bill can be pushed to a second round at the next date, normally the next Garmont session.” Cinnamon'Ox o'Nico: “In the second round comes the new Stalematebreaker. Instead of a normal vote, a presenter can, for their own risk, request a Stalematebreak. For a Stalematebreak to proceed, both the Grand Speaker and the Archduke need to agree upon that….” Cinnamon'Ox o'Nico: “If a Stalematebreak is declared, Garmont members may only vote AY or NAY. Abstentions are not permitted. A simple majority of the quorum decides the outcome. If a stalemate still occurs, the voted-on bill counts as denied. .” Cinnamon'Ox o'Nico: “That means the presenter must retract the bill and either fully rework it or create a new, similar bill. But in order to reintroduce it, they will need to wait till the second session after the Stalematebreak was declared.” Cinnamon'Ox o'Nico: “If no Stalematebreak was declared. The bill is voted on normally in the second round and can be delayed again to the third round. But at the third round a Stalematebreak is automatically delcared.” Grand Speaker Theodore Elwood: “We shall now open the floor to a time of debate and questioning. We shall move forth with a CLOSED debate - any who wish to speak must raise their hand and wait to be called upon by myself. If none have any comments or questions, we shall proceed to the vote.” No debate nor questioning was held by any member of the Assembly. Grand Speaker Theodore Elwood: “With no one inclined to speak, we shall move to a vote. We will go in order of the roll. The Regulation on Commonwealth Common Procurement Proposed by: Tomasz Valkonen van ve Karoswald TRANSCRIPT Spoiler Tomasz Karoswald: “This bill seeks to establish a procedure for Commonwealth Common Procurement- in short, it is to establish a transparency way by which the Commonwealth Government can ah… license out running of certain institutions in a fair manner. I will leave it at that, in the wake of questions.” Grand Speaker Theodore Elwood: “Let us open to a CLOSED debate, then. Any who wish to speak, raise your hand.” The Representative of the District of Chambery was acknowledged to speak. Cinnamon'Ox o'Nico: “Thanks. Alright I have a question for you. Could you maybe present an example for a privately-run Common Institution, to that this bill would apply?” Tomasz Karoswald: “Mm, The Government has not ironed out a detailed list yet, though such is a work in progess. I do believe something like the tavern and the clinic would count.” Cinnamon'Ox o'Nico: “Good. May I ask something for follow up then?” Tomasz Karoswald: “Of course.” Cinnamon'Ox o'Nico: “Are there any sections or fields of the goverment mentioned that shall not at all be given away in form of privately-run Government Institutions, like military or so?” Tomasz Karoswald: “Anything which the government itself directly organises and maintains shall not become privately-run common institutions. The head of the military is a member of the government, therefore it is direct governance.” No further questions or comments were made. Regulations of Protections for the Free Market Proposed by: Tomasz Valkonen van ve Karoswald TRANSCRIPT Spoiler Of note: The Representative for the District of Chambery had to leave before the introduction of this bill, and was thus absent for the following vote and the final bill. Tomasz Karoswald: “This is the Protections for the Free Market Act. It is meant to establish certain rules for fair and free competition in the market, and a means of enforcement in it.” Bon'Ox: “Has this been a problem?” Tomasz Karoswald: “It has not been a problem thus far, or, that is to say, it has not really been investigated either. The ideal scenario is that it does not become a problem, and that is what this legislation is for.” Bon'Ox: “What uh.. Merchandise? Could be abused in your opinion?” Tomasz Karoswald: “What do you mean by merchandise?” Bon'Ox: “In what way I guess could the current system be abused we have?” Tomasz Karoswald: “We have a rather unregulated market, it is very possible that businesses could band together to charge extortionate prices.” Tomasz Karoswald: “Extortionate prices would, of course, in the end harm the common man of this Commonwealth.” No further questions or comments were had. He is invited to introduce this to the Assembly now, unless he wishes to retract this motion.” Bon'Ox: “Wagwan - I wish to present some 'changes' to a previously accepted bill, done when Sir Therin was King. And Theodore didn't need reading classes. The Old Bill never quite managed to manifest, but one must be prepared and keep up with the times.” The formerly accepted bill in question was “The Creation of Gob-Town”, passed through the Garmont Assembly in 1998. Having reviewed the revision, debate was opened to the assembled members. Tomasz Karoswald: “What is the current goblin population of the Commonwealth?” Bon'Ox: “With the recent housing-crisis, uncertaintny of the RED-SPIRITS and looming war - I wish to nudge the current arch-duke a little to action. I understand I've been under a looking-glass due to my previous.. Endeavours. But it's been some time since my last.. Oopsie and I hope the Garmont members, both Chancellor and Treasurer agree to this plan. This is also for the general public, while yes aiming for the goblin popultarion and perhaps Uruk Population [REDACTED] Bon’Ox: “..But current population is 8-9 give or take.” Tomasz Karoswald: “And just to be clear, the original bill initially passed, aye?” Bon'Ox: “Yes.” Tomasz Karoswald: “Mm. I see little reason to subvert the previous will of the people.” No further questions nor comments were raised by those assembled.
