HEED, LEAL SONS OF HOREN;

 

Let it be known that the late Emperor Hadrian I and the Emperor Marcus I have instructed the Imperial Archchancellor to engage in the creation of elective assemblies to establish adjudication over legislative matters of the Lex Mutabilis and certain facets of the Lex Semi-Immutabilis of the Lex Imperialis, and to further advise the Crown on imperial policy.

 

The two assemblies of the Empire shall be known as the Landsraad and the Burgherraad. The Landsraad shall consist of the realm’s highest peers, summoned to council by the Emperor. The Burgherraad shall be composed of elected citizens of the Imperial Crownlands, convened to deliberate upon matters of law and governance. Both assemblies shall be administered under the authority of the Imperial Archchancellor.

 

The Burgherraad shall, for the time being, maintain membership within the Crownlands. Fiefdoms, Governates, and Subkingdoms of the Empire, bound by feudal contracts, direct fealty, or similar agreements with the Crown, such as Idunia, Kurai-Kuni, Caurost, Norland, and Iryalen, are exempt from the processes, procedures, and jurisdiction of the Ordines Imperii until otherwise deemed by the Crown.

 

Extensive knowledge of the Lex Imperialis is, while not required, strongly recommended, as familiarity with the Constitutional framework of the Imperium is essential to understanding the boundaries and limitations of the assemblies’ duties. The following laws of the Imperial Assemblies are drawn from the Lex, where further notes on the subject may be found.

✠ THE LANDSRAAD ✠

The Landsraad is composed of ten seats held by the principal vassals of the Crown, known as Electors, who are appointed by the Emperor for their service to the realm and individual expertise. The Emperor may alter the assembly’s composition as circumstances require and may invite leaders of imperial provinces to participate in particular sessions.

 

Once summoned, the Landsraad may deliberate upon matters of vassal relations, military affairs, disputes or petitions among the nobility, and other questions of imperial governance. The assembly is presided over by the Emperor, who is assisted by the Archchancellor in issuing official notices, managing administrative affairs, and overseeing legislative proceedings.

 

Electors also review legislation passed by the Burgherraad before it is presented to the Crown and may introduce bills or resolutions concerning imperial law or policy. They may appoint a member of their household to represent them in these matters, provided the appointee is at least eighteen years of age and in good standing with both the Empire and the Church. Legislative proposals by Electors or their representatives must be submitted to the Archchancellor prior to the session, who shall review and present them to the assembly.

 

 


 

✠ THE BURGHERRAAD ✠

The Burgherraad is composed of representatives elected from the free citizens and lesser nobility of the Imperial Crownlands. Members, known as Burghers, serve six-year terms and are chosen from electoral districts defined by population data from the Imperial Census. Citizens may stand for election if they are at least eighteen years of age, in good standing with both the Empire and the Church, and not members of a noble house represented in the Landsraad. Elections are held in the year following a sitting assembly, and newly elected members swear fealty to the Empire before assuming their seats at the first session of the following year.

 

The assembly is led by the Voorzitter, elected from among its members and accountable to the Archchancellor. The Voorzitter presides over sessions, recognizes members, maintains order during debate, and records attendance, votes, minutes, amendments, and conflicts of interest, with the aid of appointed scribes or deputies. Absentee voting is permitted as regulated by the Voorzitter.

 

Legislative submissions take the form of Bills or Resolutions. Bills propose amendments or additions to the Lex Imperialis, while Resolutions declare policy, procedure, or public intent. Representatives must actively participate in debate, and deliver submissions to the Voorzitter before each session for review and processing. A simple majority of seated members constitutes a quorum.

 

Bills and Resolutions approved by the Burgherraad are sent to the Landsraad for review before presentation to the Crown, which may approve, reject, or return them with amendments for revision. Bills approved by the Crown become law and are incorporated into the Lex Imperialis.
