I need a town, a high elf town. something small and just starting out.

OOC as my character wouldn't be able to meet you:

Haelun'or is a High Elven city. It's not small and not for people starting out (we like to take motivated and advanced roleplayers under our wing), and is in fact rather exclusive, but if you play an High Elf it is worth taking a look here.

Consult your map and you will find it.

But maybe another town is more for you. If you want your own town you'll have to find a charter, and else you can just wander around until you find something you like. This subforum (High Elven Roleplay) is not the place to do such, though.
