Looking To Purchase Dyes

A notice can be found on noticeboards in all human kingdoms. It reads:

 

 

    I am looking to purchase dyes. Dyes that might be used on human hair or skin. If you have such an item and are willing to part with it for no more than 60 minas, please add a note to this and I shall arrange for us to meet.

 

 

 

It has no signature or any defining features about it, however the hand is simple and neat, and a small ink drop is near the edge of the paper.
