This contract concerns the Nation of Kaethul and the Kingdom of Norland Article I; I) Kaethul hereby grants permission to an assigned and curated plot of land that will act as moderated sovereign Kingdom of Norland soil. Any number of merchant vendors can be set up within this assigned space subject to Kingdom of Norland moderation and rent. II) Moderated Sovereign soil; is where the area is governed by both Kingdom of Norland Law and Kaethul law, with the latter taking precedence within contradictions. The sky above was painted in hues of pink and orange as the sun dipped low on the horizon, casting long shadows across the bustling port. On the deck of the ship, a group of burly sailors, their muscles rippling beneath sweat-soaked shirts, worked in unison to unload the precious cargo. Each man was clad in worn leather boots and weather-beaten trousers, their faces grimy with the residue of hard work and determination. The cargo, wooden crates stamped with the emblem of a blacksmith's hammer encircled by roots, held within them the coveted Daemonsteel ingots. The metal, known for its otherworldly properties and incredible strength, glinted in the fading light as the sailors carefully hoisted the crates onto the dock. With grunts of exertion, they heaved the crates onto their broad shoulders, beads of sweat glistening on their brows as they navigated the gangplank onto solid ground. The weight of the ingots was immense, but the sailors worked with practiced efficiency, their movements synchronized as they transferred the crates from ship to shore. As the last of the crates was lowered onto the dock, the sailors wiped their brows and exchanged satisfied nods. The shipment of Daemonsteel ingots had arrived safely, ready to be transported to forges and workshops across the land, where skilled artisans would craft them into weapons and armor of unparalleled quality. With a sense of accomplishment, the sailors stepped back, their work done for the day. In assisting the nation of Kaethul in carrying out the terms of a contract, any fines the contract breaker incurs will grant Vortice a 20% cut. (I.E., If a contractor breaks a contract worth 2k and Vortice apprehends and forces them to pay what is owed, Vortice receives 400 Minas.) KAETHUL’S CONSTITUTION As written by Athri'annyer (Whatasithuation) Every individual is entitled to certain inherent rights and freedoms, including but not limited to life, liberty, and the pursuit of happiness so long as it does not infringe on others well-being. All citizens and visitors are granted equality before the law, regardless of race, gender, religion, or other characteristics. On Soulless Constructs and Cursed Children: For a construct to become a citizen they must register their creator's name with the Overlord or a High Lord to be filed incase of issue. Cursed Children must go through a darkspawn test with the Overlord or a High Lord so it may be documented to avoid misunderstandings with foreign nations. The effort to receive this documentation should be made by the Cursed Child, lest they be under the age of eighteen. State Licenses and Permits: A permit or state license costs 100 mina’s, or 1 Golden Ducat (10 Silver Ducats) to acquire and will require an interview. One can obtain a permit through sending a letter to the Overlord, or a High Lord. To sell or give anything that is addictive by nature or has the power to create a dependency must be prescribed by someone with a Doctor's License. To make or sell anything that is addictive by nature, poisonous or has the power to create a dependency requires an Alchemists Permit. Practicing Magic or Alchemy that can alter the state of a being's appearance requires an Alteration Permit. To cash in Sentinel bounties at the tavern bounty board, or to actively hunt within Kaethul’s territory for foreign bounties requires a Bounty License. In special cases a Temporary Bounty License can be provided, such as in the case of a paladin order making a request to hunt a specific darkspawn in a politically tense situation. Soulless Constructs may go through an interview and critical thinking test to obtain a Construct permit where they act as their own entity and are responsible for their own behavior in regards to the law system rather than their creators. To actively defend someone in the court of law requires a Law License. Of Legal Age: The legal age for purchase or consumption of alcohol, tobacco, recreational drugs, and casino chip products rests at the age of 18 for all races. Children who break the law are treated on a case by case basis and always require a trial with their guardians' attendance should they have one. Duels: Should a disagreement between two parties transcend desire of payment with both parties agreement a duel can be held. Each duel’s rules may be different so long as they are agreed upon by both parties. A formal contract is signed and archived and then the duel must take place within one saints or elven week. Failure to arrive at said duel after the contract has been signed will result in a greater fine. Both parties must be of legal age to participate in a duel. Arrest Procedure: The Continuum of Force is used to apprehend the suspect where they are arrested and placed within a cell. Stated victims and witnesses should be interviewed and their account should be written down. The suspect then should be interviewed afterwards on their account. Should the victim wish to press charges, then the suspect can either pay bail to clear said charges, or be temporarily banished until a state trial may be held. Warrants: Search and entry warrants may be granted by the Overlord, High Justicar, High Arbiter, Royal Arbiters, and Justicar. State Trials: Both parties are granted unbiased lawyers disconnected to the event in question to present their parties' case and may choose to work with Kaethul’s Sentinels or independent hired investigators to gather more information, or evidence. Should the Overlord not be present to oversee a trial as judge, they may appoint one outside of the conflict, well educated on matters of Kaethul law with a history of just behavior to stand in their place. Should the suspect not show for their designated trial date and time, they shall be considered guilty and added an additional fine onto their banishment. The Aqueducts This area is too large to actively be patrolled by Sentinels rendering a lawless portion of the land. Travel through at your own risk. The aqueducts exist to filter fresh water for the city, providing clean drinking water through an advanced plant based and enchantment additive filtration system, and equally provide controlled mineral rich irrigation to Kaethul Farmland. CRIME AND BAIL Crimes are generally graded into three categories: felonies, misdemeanours and infractions.   17. Kaethul Notice #3: Rogue Mercenaries Shedding light on the unfortunate events that occurred an Elven/Saints day prior. The neutral territory, Commerce City State of Kaethul, came under attack from bandits. My dear friend and steward, Ar-Malna paid five hundred Minas for the safe return of an individual visiting Kaethul - out of kindness and compassion, when used as a hostage against her. After a thorough investigation, and opening diplomatic channels with Veletz. The culprits of this attack were discovered to be very loosely related mercenaries acting completely of their own volition and without knowledge of Haelun'or or Kaethuls neutrality. Veletz has thoroughly disciplined these mercenaries and paid every mina back of the five hundred- without hesitation. Kaethul maintains it's neutrality, and will receive refugees from any affected nation, providing food, shelter and work for those that need it. GUILDS & ADVENTURERS The Commerce City of Kaethul is searching for guilds, groups of adventurers, coalitions of merchants, ship crews, orders of righteous paladins and more to fill its bountiful docks, its vast guildhalls, secretive hidden chambers and more! Kaethul #2: Peace and Coin The Commerce City State of Kaethul accepts the minas provided by Haelun'or as reparations for the unfortunate events that occurred an Elven week ago where an individual was struck with uncontrollable flashbacks and attacked both a citizen of Kaethul and a foreign member of Amathine (who have negotiated their own reparations with Haelun'or on behalf of their citizen). I, Yera Silveira, Overlord of the Commerce City of Kaethul hereby pledge one hundred Minas to the affected Lady Aveline within my care who received injury from this event, and four hundred Minas to be divided amongst the key contributors of Kaethul, in addition to half the taxes of our nation. Crimson Commerce Pact Commerce City-State of Kaethul & the Iron Horde of Krugmar 14th of the Grand Harvest SA 161 Article I; I) Kaethul hereby grants permission to an assigned and curated plot of land, that will act as moderated sovereign soil. Any number of merchant vendors can be setup within this assigned space subject to Krugmar moderation and rent. Moderated Sovereign soil; is where the area is governed by both Krugmar Law and Kaethul law, with the latter taking precedence within contradictions. Law breakers will be treated in accordance with said offended laws in the Kaethul Justice system according to available law house precedent. Citizens of Krugmar that break Kaethul law will be kept and confined to their Moderated Sovereign soil until such a point that they are summoned for trial, sentencing and to progress through the Kaethul Justice system, or Krugmar requests their extradition for punishment within their homeland. Should the citizen leave this Moderated Sovereign soil before receiving their sentence, the nation of Krugmar may declare the citizen's citizenship/titles revoked, or pay a [minor infraction fee] (See below in Article VI). At minimum the space provided is; 6m~ x 20m~ + (6x20~ Basement). II) Kaethul provides Krugmar a shipment of Copper Ore on the date of 14th Grand Havest, SA 161 ((31/12/2023)). III) Kaethul will sell resources to Krugmar at prices conducive with their ‘Grand Comparison’ average, best price or lower (with bulk discounts). Article II; I) Kaethul citizens with identification will not be harmed by Krugmar. Krugmar citizens with identification will not be harmed by Kaethul. Article III; I) The nation of Krugmar will support, legitimise and acknowledge the lawfulness of signed contracts written in Kaethul and by documented officials/nobles/aristocrats of Kaethul. In the event of enforcement being necessary, the Nation of Krugmar will work with the Nation of Kaethul; allowing entrance with armed forces to apprehend contract breakers, or arresting contract breakers and turning them over accordingly. In assisting the nation of Kaethul in carrying out the terms of a contract, any fines the contract breaker incurs will grant Krugmar with a 20% cut. If a contractor breaks a contract worth 2k and Krugmar apprehends and forces them to pay up, Krugmar receives 400 Minas. Article IV; I) Both Nations will engage in a Nonaggression Pact with one another. Neither nation will provide soldiers/troops/manpower in a war/raid against the other nation’s land. E.g. If a raid or attack occurs specifically on their tile, don’t get involved. Fighting a field battle where both nations are on either side of a war that’s not their own does not count. Article V; I) Faith and Friendship; Krugmar and Kaethul will engage in the spirit of good faith, whereupon reasonable deals will be offered to respective parties in time of need. Equally, if members of either nation are caught on the road by respective raiding parties, and identify themselves, reasonable efforts should be made to let them go unless they cause deliberate offence. For example, Kaethul will provide discounts on resources, or seek to provide needed resources at least partially in exchange for other goods. For example, Krugmar will provide troops for free if Kaethul is threatened, offensive action requiring contract(s)/fees/negotiations. For example, raiders come across a group of Balians conversing with a Wood Elf merchant. They swiftly dispatch the Balians and turn to the Wood Elf, who declares herself a member of Kaethul! After a quick interrogation to ensure the truthfulness, they send her on her way, knowing that the other party will be grateful (and possibly reward the act). Papers/tokens are required for identification as part of a specific nation. Article VI; I) End Clause; this contract ends when both nations agree and sign for it's dissolution. Alternatively, if only one party wishes for the end of such an agreement, the respective party can pay the opposing party two thousand minas (+1% interest to counter inflation per annum after signing), this constitutes a Major infraction. Minor infraction; A minor infraction is 5% of the price of the major infraction, paid to the ‘victim’/other party within this contract. Death of Nation Leader or Step-down; When one of the Nation Leaders steps down or dies the contract will be considered null unless renewed. This will not incur an infraction. Royal Arbiters Answering directly to the Overlord of Kaethul, We are looking for five individuals to take the position of Royal Arbiter. They are expected to follow the letter of the law exactly, to protect the State's interests and the Overlord. Granted power and prestige equivalent to a Lord or Lady of the realm, access to all areas of the Palace and allowed to provide counsel and advice in matters of the state within official meetings without noble representation. A Royal Arbiter is not beholden to the High Justiciers command, however, the High Justicier can have a Royal Arbiter placed under house (palace) arrest with sufficient evidence presented to the Overlord directly following this event. A Royal Arbiter is expected to not lord their position over that of the Sentinels, and should only assist, instead of taking over a situation already handled by a uniformed member of the Sentinels. A Royal Arbiter's primary job is fighting threats. Without combat ability, one cannot maintain this position. Combat ability pertains to any competent use of Alchemy, Magic, Martial Arts, Physical Ability or Holy Arts in the act of fighting. The Royal Arbiters shall be a team of five. Their position is hereditary provided they create an heir capable and willing to accept their mantle. Perks such as land, prestige, minas, and otherwise shall be provided. Aratir Of The Crown, I have sought talks with the Maheral of Haelun'or, in order to seek hefty reparations prior to your missive that I received immediately before responding, on behalf of both your dearly cared for Thana Ranaleth, Aveline; an individual who was caught up in his wantant abuse of high grade war magic and almost died from her wounds and someone who I have taken care of in place of her mother for almost a decade, as practically a surrogate daughter and finally the state of Kaethul who's trust has been violated in the conducting of this act.
