I think when you are near mobs it just activates but when you are in PvP combat it goes off at random. I have seen other players disappear for 2 or 3 seconds and then reappear swinging.

Also please tell me how I can level the new skills.

Does your character legitly HAVE a reason to have a high stealth ability, or are you asking PURELY for your own survival?

Well, I play him as a Ex-thief/thug type character so yes I have a reason.

I think they were doing some sort of hotfix, accidently cleared some data, OOC chat and RP chat blended or something. Not sure, but I think it's down time to fix it all.
