*The Silver Council meeting concluded with cheers that could be heard from the Government House and the town square. Bells rang throughout Haelun'or upon the unanimous vote and passing of a new Silver Council Referendum: Referendum for Temporary Sohaer Motion I: Concerned with the lack of a Head of State, Fearful of a city without direction, Aware of city-wide stagnation, The Silver Council of Haelun’or hereby votes to install Ikur Seregon as temporary Sohaer of the Silver State of Haelun’or. His specific powers as Temporary Sohaer will be as follows: Act as the Face of Haelun’or, representative in foreign policy Do any duty assigned to an Okarir’an Appoint and call for the removal of council members. Any appointment/removal of a council member requires the vote of the council and the Sohaer. If council members are not available, their vote shall be obtained via mail and given three days to respond Be given one vote in all council referendums, in a tie he may vote again to break the tie Call emergency council meetings Limits of power: 1) If the Sohaer goes missing for a year without word, his position may be terminated by vote of any council members present at the time of the vote. The vote must be distributed to all council members by mail if they are away, and given three elven days to respond. 2) If the Sohaer is absent for longer than 4 years for any reason, his position is considered terminated. 3) This position is temporary and ends when the council elects a new Sohaer. 4) If the Sohaer is absent, then Medi’ir is the acting Sohaer. If the previously mentioned are absent, then the council is the acting Sohaer. 5) The expiration of this temporary position is two elven months, upon which the council will vote to renew the position. Motion II: Removal of inactive Medi’ir: Aware that the current Medi'ir has not been seen in years, the council voted remove the inactive Medi’ir Motion III: Installation of new temporary Medi’ir: Aware that a second in command is necessary for when the Sohaer is needed and not found, the council voted to install Athedil and Erendiel as temporary Medi’iran, the expiration of this temporary position shall be two elven months, upon which the council will vote to renew the positions. Fellow Citizen, There are currently no active council members for a certain number of hours around 2AM-3PM. I express apology for not having a council member currently active during the time that you were in the city square at 10AM Elven Time ((EST)). The normal active hours are after 5PM with an especially active time near 10PM Elven Time. Due to a recent loss of staff, we are now running low on hands. In response to requests for more hands to be available round the clock, several have stepped up and we invite you and any other willing to join us and serve with the purpose of allowing the government to be more available around the clock.

What counts as solid proof, and who counts as an enemy? What if the enemy was acting against his own faction's wishes?

I would enjoy simplified soft magic, much as is used in the Lord of the Rings and Howl's Moving Castle. I would enjoy whimsical spells that need no explanation, yet have subtle rules and lines behind who can and cannot cast them, and consequences of mis-use. New System: Many spellbooks are laying around in the world, hidden behind rocks, some naturally occurring behind waterfalls, others manufactured by spellbook making wizards, and some only available by boss fights. Some inexplicably drop from monsters while others are inexhaustibly available from NPCs. The books are consumable. Each day a wizard can prepare an allotted number of spells for that day. (like D&D) Not all spells have an archetype. Some spells require that the wizard be learned in at least a couple other spells of its archetype. For example if a wizard finds a powerful spell for necromancy, it might require that the wizard already know a couple other weaker necromancy spells before learning it. Some spells are 0-level and can be used repeatedly without preparation. Magic can be written down onto paper and saved for future use. Curses can be written down onto paper and may have harmful effects for both the recipient and the caster. New spells can be developed by mixing or changing currently learned spell(s) into a new spell, the new spell would need to go up for review by the Magical Council to deem whether or not it is appropriate for it's level, and the Magical Council would have the power to modify or remove the spell from all of Axios for eternity if deemed inappropriate. Should it be deemed necessary, the Magical Council can reduce the number of spells that wizards can cast per day. Of course, this might limit their own power. The council is an in-game authority on magic, and if they were ever destroyed, magic might be lost for a very long time until a new Magical Council is established. As Wizards overcome more challenges, they would gain EXP with which to increase their level. Very rare spells like "meteor" might exist, but upon use they have a chance of vanishing, being forgotten, or dropped elsewhere for another wizard to find. They tend to find higher level wizards more often than not.

How does a coup work with these rules? If nations are not protected from coups, does that mean any citizen of the nation can declare himself the leader, kill existing leaders, and then the nation becomes his? -
I'd like to see a multi-map system where there's more than one map, but each map would be limited in size.

As the former Tilruir'mali, I know how important it is to maintain quality record of those living in the city. It is also important in allowing new Silver Citizens into the city, as well as checking on whether old citizens are still in the city or not. Oren's gaining of control of over Haelun'or was also a coup. The Silver Council (Heial'thilln) lost region ownership to Oren over night as well, what Parion did by giving region ownership to Oren was also a coup because he caused the Silver Council (the ruling entity) to lose the region to Oren:

What is a VPN? "A VPN extends a private network across a public network, such as the Internet. It enables users to send and receive data across shared or public networks as if their computing devices were directly connected to the private network. Applications running across the VPN may therefore benefit from the functionality, security, and management of the private network"[1]. Why use a VPN? Safe Wifi: When connected to public wifi in a coffee shop, a lot of your traffic is visible to anyone using a tool like Wireshark to intercept wifi packets and see what you are doing. This is why some say to never do banking on a coffee shop wifi network; however if you use a VPN all your traffic is encrypted until it reaches the VPN server. A good way to make sure no one in your coffee shop can read your data would be to use a VPN. The difference between VPNs and Proxies are that a VPN encrypts your traffic, a Proxy does not. An example of a paid VPN service is NordVPN which secures your wifi traffic. How can it get you banned from LotC? A VPN causes your visible IP to change to whatever the IP of the VPN server is. This means that if your real IP is 12.345.67.89, and the VPN server IP is 98.765.43.21, then when you open up minecraft in your coffee shop, turn on your VPN to secure your traffic, and connect to LotC, your real IP is hidden and LotC only sees the IP of the VPN server 98.765.43.21. This is bad news because it means that if two people use the same VPN service provider, and one of those users get banned, then that IP will be recorded belonging to a banned person. This means that anyone that uses the same VPN server will also be banned. So be careful when you use a VPN to secure your wifi traffic. Examples of bans in the past: JellyBellies used a VPN to secure his wifi traffic but unfortunately that same VPN server was used by a previously banned user hway234: hway234 used a VPN to secure his traffic but unfortunately that same service provider was used by a previously banned user Laterre: There is no way to tell whether or not they were the same user because of the nature of how VPNs work, but we know this: They said they were using a VPN. TL;DR: VPNs protect your wifi, but if two users use the same VPN server, their IP will look exactly the same, resulting in teh banz; be careful! Oren has won, the humans won, games are more fun when you win. The humans are having the most fun because they're winning. Oren has dominated most of the map. -
What are some good quality RP moments you've experienced in LotC? One of my good RP moments was when my character accidentally fell down a hole and landed a few hundred feet down into the Mori'Quessir city. Journaling and recording all that was seen, my character explored the underground city alone and also tried to find the exit. Along the way my character met a native Mori and he kindly showed me the exit of the city. Since my character was a broker, we struck a trade deal and my character went back home. Another good RP moment was back when magic was nearly absent from all of LotC and my character tried to learn it from a sagely High Elf, but he warned against all the bad things about Magic and dissuaded my character from learning it, yet we had a good discussion about philosophy while remaining in character. What are some examples of quality RP moments you've had in LoTC?

Is there a format for how civil wars occur, razing cities, and taking control of land? Would it require a warclaim? Can they happen? Is it a bannable offense to start a civil war?

*Note that all city gates are closed at this time, no one is allowed into the city because of the lockdown and any news of this speech would . All races except Mali'aheral are not allowed to roam the streets, they are asked to wait patiently until service is restored to the city shortly. **Reminder: News of this would take weeks to reach Oren given the closed gates and great seas of distance.
