    Just read front page, especially concerned with the "New /tell system". Does this mean I wont be able to oocly message people while Im exploring or wandering around?

      Last I checked, it is being planned for there to be two /tell systems. One is for OOC, you can message people from anywhere at anytime, and the other is IC, where you have to be at a certain place to send the message.
