You can't claim a non nexus region for use. You can own it de jure, but you can't build on it. The shards are not "evil". They are not "necromantic". There is nothing to fight there. It is desolate and barren. If you want a nexus region, talk to the admins/GMs about that. But you can't war claim "nothing". "Die, uninhabited grass".

The high elves aren't going to stop orcs going to murder wood elves. So they have a connection through Fiandria, Haelun'or's territory. Something to do with helping Oren in their skirmish?

Items can be moved up until the war claim. The city can be modified. You don't own a city until you take it. You need to skirmish first, according to war rules. A capital can't be the first war claim. Get your leader to contact me in skype so we can make this interesting and stuff. The plot is a nation plot. It will be modified to be a non nation nexus plot and Fiandria will be expanded. But it will still be a nice plot and you will own it if you win. TNT on or Off is a defender choice. Yet unmade. tl;dr Conquest is fine, but the war claim as it stands and terms are not.

The Second War of elven kind has come to a close with the recognition of the Republic of Laureh’lin, The State of Ker'nor and the Silver State of Haelun’or that a state of total war between the Children of Malin is an abhorrent and is never to be repeated. At the same time it is the duty of each State to recognize the flaws which brought the cataclysmic clash to its head and pitted the Blessed Elves and Ashen Elves against their less numerous Earthen Skinned kin. In seeking peace the two states have come to a mutual resolution to foster elven peace akin to that seen in the days of Malinor, but of course more tailored to the modern age. The Republic of Laureh'lin shall permenantly prohibit Ac'Aelu Corval, Artimec Camoryn and Elorna Lle'hielia from holding public office for eternity. These elves shall also be exiled. The Republic of Laureh'lin shall be ruled by a selected council, chosen by the leaders of the Elven Dominion for no less than 4 years. The Republic of Laureh'lin shall elect a new High Chancellor to be approved by the leaders of the Emerald Dominion at the end of this time. The Republic of Laureh'lin shall expel all impure mali'aheral, part breed mali'aheral and all those with mali'aheral traits from their domain. The Republic of Laureh'lin shall expel all mali'ker requested by the State of Ker'nor. The Republic of Laureh'lin shall ratify the Treaty of the Emerald Dominion and forever become a part of it. The Republic of Laureh'lin shall put forth no candidates from its citizenry or related elves for the first elven election of the Emerald Dominion. For the good of all elves, the festering splinter that has arisen must be returned to that which is the mother land and the poison of impurity must be purged from within. This is the will of Haelun'or. And thus this is the will of All Elves. Never again will they be offered refuge within either Laureh’lin or Haelun’or— Forever will they be considered pariahs for his wicked crimes against elven kind. The Republic of Laureh’lin hereby exiles all elves of partial or whole high elven blood from their lands. No high elf or part-high elf may reside in Laureh’lin without the explicit permission of the Sohaer of the Silver State of Haelun’or. If an impure high elf is found, Laureh’lin will immediately arrest and deliver the impure to Haelun’or. The Republic of Laureh’lin shall become a territory, most accurately city, of Haelun'or, its laws and its people subservient to the Silver State of Haelun'or.
