Land Settlement Act 7th of Godfrey’s Triumph, 25 B.A. A Decree from the Crown INTRODUCTION: It pleases the Crown of Balian to announce that our explorations and clearing of the nearby wild lands of the city of Atrus have been extremely successful and we are now prepared to begin offering parcels of land to our loyal subjects. I. On Ennobled Land: While we continue our explorations of the lands we will not be able to give all nobles land immediately, as such we will be offering land to the nobles who have been active in the betterment of our lands first, and this will continue until we have been able to land all nobles. Size of Ennobled Land In addition, it is important to honour the families who have gained a higher ranking within our Nobility system, therefore each noble family will receive a plot of land, sized to their nobility status. Baronia- 75m by 75m Viscondato- 100m by 100m Condato- 125m by 125m Ducato- 150m by 150m Taxation of Ennobled Land Those who will receive these lands will pay a taxation fee of 1 mina metre by a metre per annum: For example, Baronia would pay 75 minas, Viscondato 100, Condato 125 and 150 for Ducato. Construction of Ennobled Land On these lands, peers may choose to build a farming villa or a castle in which they will be able to host their own families. All plans for builds must be approved by the Crown before construction on the land. II. On Land for Commoners: The Enobled Peers of Balian shall be given the first pick of land, but the Commoners shall be permitted to apply for lands through the Crown. Commoners must apply to the Crown, and await approval. Application for Land: The application must be submitted directly to the Crown and shall be approved or denied within two saints week. They must follow the following format: Applicants are required to have lived in Balian for fifteen years and served in either the Military or other Government positions for at least ten years. Upon approval, the applicant must pay 200 Minas before they can settle the granted land. Size of Land: Land for Commoners won’t be based on title or rank, rather each commoner shall be granted land based on their application. However, Land grants to the Commoners shall not exceed 75m by 75m. Taxation of Land: Those who will receive lands will pay a taxation fee of 1 mina metre by a metre per annum. Construction of Land On these lands, the owners may choose to build between a farm to a manor. All plans for builds must be approved by the Crown prior to construction on the land. Despite upheaval from their own home, wars and any other obstacles, the people of Balian have pulled through with a dedication unparalleled and it is with their collective efforts that they will now find themselves the citizens of a Grand Duchy no more, and instead the citizens of a Kingdom. Upon the coronation day of John Casimir Novellen, the people of Balian and it’s allies will gather in celebration. The festivities begin with a jousting competition in the Balian Arena in which the Champion will be rewarded with . Then in the Basilica La Sorella, the coronation will take place, the denizens of Alamris gathering in order to watch it occur. To finish the celebrations, a feast will take place in the streets of Atrus. Nation Settlement PRO MC Name: Ave_Imperium Nation Name: The Kingdom of Balian What is the history of your settlement since its founding and what has transpired for it to ascend to the status of a fully-fledged, multi-playergroup nation?(1000 words minimum): The Brothers War and the Second Exodus On the death of Philip III, the Holy Orenian Empire was cast into civil war, pitting brother against brother and family against family. Deep divisions in the country manifested as loyalists rallied around Emperor Peter IV and Mardonese rebels supported the invalid claim of his brother Frederick Fratricida, who was third in line to the throne. Known as the Brother’s War, it began with high hopes. The loyalists anticipated a swift end to the conflict and assembled in the Duchy of Reutov to celebrate St. Ari’s Day with Peter IV and his new bride, Lucia of Azor. However, a rebel ambush devastated the festival, resulting in the deaths of many leading figures in Peter IV’s court. The remnants of the loyalist forces–joined by those who had remained at home for the holiday–rallied outside New Providence to rescue their emperor. They unsuccessfully tried to breach the city and were repelled. As they fled onto boats at Henry’s Wharf, the fratricidal Frederick beheaded his brother, Peter IV. The would-be king likewise had his harlot shoot Lucia of Azor through the head. She was with child, but the heir died in her womb that day. Balianites commemorate the solemn anniversary each year as Heir’s Day, honoring the child who should have been their emperor. Oren’s loyal men and women were now without a home and fled the country on a cobbled fleet of fishing boats and a handful of imperial galleys. They had been at war for twenty years, feeding their children into an imperial war machine that bore only defeat and ruin. Savoyards had broken their standards and now claimed their homeland for their own. And so they sailed, not knowing where they would go – except to safety, for they were guided by the Wayward Star of Saint Lothar. The constellation was their sole source of hope through the daunting journey over storm-swept seas: a sign of God’s goodwill for these war-weary people. Through God’s tribulations, they were shepherded south. The few lucky survivors of the Crash at Portolibre (known as Freeport to the Northerners) hobbled along the dunes with what scant supplies they could gather. They encountered many obstacles as they wandered through the desert and between steep cliff sides, but none so consequential as water. Once-proud men and women, noble and commoner alike, were set to sprinting at even the rumor of a muddy puddle, so great was their thirst. And what a unique sight was this hodgepodge of exiles! Knights in their mail walked alongside sunburned bureaucrats, and thirsty merchants kept company with stout noblemen, their heavy furs thrown off at the first ray of the desert sun. The sands muted the tribe’s once vibrant dyes. But on the seventh day of the seventh week of this journey, God showed His sign unto the people of Balian. A cross of pure light shone above a plateau. The lost tribe of Oren had wiped away the sins of their kin, but not without plenty of loss. And so Prince John Casimir ascended the slopes and prayed upon the Rock of Revelation. Through the haze of the desert, the star of Saint Lothar blazed with a purple tinge, water spouted from the sides of the mountain, and grass grew on the barren land beneath the weary traveler’s feet. Many were said to have heard voices gust through the air proclaiming glory to God on high. Prince John turned unto his people and proclaimed the Grand Duchy of Balian in honor of the homeland of Saint Lothar. The Second Exodus had found their home, a land given to them by God. Among the south’s windswept desert valleys, a land of faith was established, and a city was erected in God’s name. This was a people founded on faith and one that would long endure. - - - - - - The Time of Short Peace and Growing Prosperity Through hard labor under a foreign sun, the Balianite people built a lasting settlement called Atrus and a staircase of red stone known as the Ponterosa. Though once a remote imperial diaspora (despite incursions by disgruntled Orenians), their population grew steadily. Hardships had cast off old divisions, and the native population intermarried with even the noblest of houses, shifting the language and culture of the once-stuffy northerners. New customs emerged, such as the Syndesi Feriae, Honey Clubs for children, exotic tea ceremonies, exceptional dyeing processes unmatched throughout the world, and a unique architectural style previously unseen in Almaris. Even their calendar changed: the new Lotharian calendar marked its epoch at the moment of God’s miracle to the exiles, counting the years since the Balian Annum (B.A.) As their settlement grew and their culture complexified, the Grand Duchy regained some of the civic heritage of the old empire, but was marked with a practical simplicity only the desert can bring. The Ducal Chamber established new offices with more diverse responsibilities, adopting unique titles used by the native people. Although the Grand Duchy eschewed the Old Empire’s top-heavy bureaucracy, they maintained the imperial tradition of the monarch keeping council with his subjects–an elected senate of nobles and commoners now sits in Atrus, advising the Grand Duke. In it, even the lowest of men can express and change the outlook of the Duchy; something sorely missed in the era of their imperial predecessors. Grand Duke John I used these scant few years of plenty to build up his band of refugees, and his nation flourished. Yet, as the Scroll of Gospel says, all men suffer the sins of their fathers. This new peace did not last long, and soon Almaris was engulfed in the War of the Silver Isles due to Frederick Fratricida’s blundering. The deft diplomacy of the Grand Duchy secured their position in the coalition that would ultimately bring the usurper his justice. Just four years later, the Harvest Revolution overthrew the kinslayer and destroyed the false state that had replaced the Empire. Victory had been secured, the Duchy’s roads under the watchful eye of the Brotherhood once more, and the people thrived. The Balianite culture is a diverse melange that can only be born in the daily struggle for life in the desert. Aside from the Balianite people, the most significant part of this pastiche is the Rhenyari and Qalasheen natives, whose culture, language, dress, and traditions were the first encountered by the imperial exiles. New diasporas from former imperial lands have followed, magnifying the Grand Duchy’s population and diversity. Walking in the streets of Atrus, one might encounter a sweating Haeseni merchant divesting himself of his furs as he speaks to a Rhenyari woman with a painted face, both under the gaze of a Balianite nobleman with tanned skin and golden hair, his raiment the most vibrant of shades. How has your settlement expanded into a core LotC staple, warranting nation rights?: In the age of discord, we like to keep everything in-game. For example, our election for the Balian senate was entirely done in RP. Citizens came to a station in-game to receive their voting registrations, then casted them in ballot boxes and live updates on the results were given over time to encourage feverish campaigning and further role-play. It isn't just a Google form anymore, and we try to make sure that most of our work gets people on the server, into the city, and role-playing with one another! Like it should be. Balian also is a core staple in human history as it resulted from the Brother's War. The Orenian community was split, with the Imperial diaspora moving south and forming the Grand Duchy of Balian. Our community members are highly dedicated to expanding Balian's culture, dress, and language so that we become as recognizable as possible. To be able to have humans quickly identify a person as Balianite from hearing how they talk or seeing what they wear is a goal we strive for. It creates unique characters and role-play found nowhere else but here in the desert, we call home! What are your plans once getting Nation Status and the remainder of your tile?: We have plans to further develop our culture to try and encourage the growth of a new niche hub for roleplay within the realm of Almaris. We intend on making this a long-lasting project that will be able to demonstrate a notable historical schism for future players. We wish to develop the surrounding lands to make it feel more alive- as well as construct more culture posts and encourage abundant and contributing RP. We currently have a few cultural posts that are ready to go, such as our language alteration that was posted recently. Thanks to the help of people like CharmingCavalier- we have developed a language that merges multiple unique languages- such as Romanian, Sicilian, Neapolitan, Italian (Illatian), Catalan, Spanish, Greek, and Latin (Flexio). Not only does this tie in historical human languages to better imbed Balianite culture, but it is a wholly unique way for our players to identify and be identified as Balianite, just by how they speak. What niche does your nation capture that does not exist among the current ones?: Balian was not brought about through OOC means. We did not form because someone had a grand idea to create it and began mass recruiting over discord. It was brought about because of the history we all lived through. The Brother’s War made two opposing factions- the Loyalists and the Usurpers- and the Second Exodus fled to the South and founded Balian with the loss of the war. Additionally, Balian is the only southern location that is Canonist and, more recently, is competing with the Orenian Remnants regarding activity. Balian is very welcoming to new players, keeping much of the nation’s inner workings in roleplay. It provides new players with the opportunity to really develop their characters IRP and to really become a part of the group. As discussed above, the culture we are developing is unique. Although heartlanders have struggled to create a cultural identity that is complex, codified, or not a scam copy of a real-world culture with some Google-translated phrases stuffed in (Illatian, Augverne, etc.), the Balianite culture is freed of these limitations. Our setting is distinctively unlike those of the lush fields of the north, our city is built in a style unseen elsewhere, and our language and clothes make us stand out as Balianites, not generic humans. Do you feel confident that your settlement has grown to the point that it can survive the departure of its existing leadership? Is your player-group able to incorporate new players into the existing roleplay community that founded your settlement?: Our player base was created from a group of people who believed that Peter IV was the true heir of the Holy Orenian Empire. Out of that belief sprung a very active player base of people who have evolved into a self-sustaining group. Ave_Imperium has led Balian very well but has also been innovative in incorporating his IRP heir, Shmeepicus, in much of the roleplay, as well as within OOC. This has made the player base very comfortable with the thought of Shmeepicus taking over. We believe this alone will help immensely when the time comes for Ave to depart as the Grand Duke. Likewise, the government has undergone several transitions that have not caused any damage to the community or its progress toward creating the best roleplay possible. Our player base has been excellent about incorporating new players into the existing roleplay community. We try to keep everything IRP, including Council meetings and the likes since roleplay is what this server is all about. We believe that fact alone can appeal to new players who have yet to get a feel for what the server is like and about. Rather than have them enter into an OOC-based clique, Balian allows for natural RP and a means for new players to feel like they are being included in the settlement’s/nation’s project. New and current players can also get involved in the governance of Balian through the Senate. With seven seats for the commoners and nobles to share, anyone can rise through the community and run for office. It is no longer restricted to old-headed and/or inactive nobles. The Senate isn’t just an advisory body for the Monarch but also actual legislative power. Expanding the government and leadership to not just a single monarch or their office but those elected by the players. It is something we think makes us exceptionally unique.

  17. Grand Duchy of Balian’s Senate Announcements for Candidacy 14th of Lothar’s Gift, 18 B.A. 1st Balian Senate Elections! The first official Balian Senate election under the new THE RIGHTEOUS MANTLE EDICT. Seven seats will be up for election for this first session. In total there will be THREE Noble seats open, and FOUR commoner seats. Upon election these seven Senators will become the first elected Senate of the Grand Duchy, holding most of the law-making power. Their first duty will be to elect a Minister to lead them for the duration of the Session (Which will last eight years). Eligibility: Must be a Citizen. May not be an enemy of the State, traitor, or have pending criminal charges. Must declare for one of the two factions. Nobility: Must be a member of the Nobility of Balian. Commoner: Must be a Citizen-Resident of Balian. Nobility: The ennobled elite of society who shall strive to pursue the protection of noble lineage and rights, ensuring those who have been raised to lead and govern maintain a powerful say in our society. It is time that, once again, our people remember that they are the masters of their own destinies." - John Casimir Novellen Article I Structure Overview: The Government shall be made of a Senate, Chamber, and Crown appointed officials. The Chamber shall form the Government of Balian and be vested with the executive authority of the state. SECTION I The Crown Defining the Crown: The Crown is the house that governs over the lands of Balian, referred to as the Crown of Balian, and its constituent jurisdictions are the functioning leading government of the State of Balian. The Crown of Balian is led by the Monarch of Balian, who is advised by the council referred to as the Chamber, under the authority of the Seneschal. Explicit Rights, Responsibilities & Restrictions. The Crown is the highest authority in Balian. The Crown appoints a Seneschal to form a Chamber. The Crown solely holds authority in matters of Succession, Granting titles, and Knighthood. The Crown must sign any legislation passed by the Senate to make it law. It must be signed within one year after being passed. If the legislation isn’t signed by the Crown it is returned to the Senate. The Crown holds the right to veto any legislation passed by the Senate SECTION II The Chamber Defining The Chamber: The Chamber is the council of advisors and offices which are appointed by the Seneschal. They act as an extension of the executive authority of the Crown. The Chamber shall adopt the house name of the Seneschal with the nominative “Chamber” as the name of Government, i.e “The Vuiller Chamber.” Structure of the Chamber: The Chamber shall be made up of offices each tasked with its branch of government; 1. The Seneschal The head of the Chamber, chief minister of the Crown. 2. The Censor Charged with the administration of public works, decrees, and censuses. 3. The Magister Responsible for the control of the Crown’s justice. 4. The Constable Chief military advisor. 5. The Legate Chief diplomat of the Crown. 6. The Procurator Manages the finances of the Crown. SECTION III The Senate Defining The Senate: The Senate shall retain the bulk of the law-making authority of Balian. Those powers not explicitly withheld to the Senate are presumed to be granted. Structure of the Senate: The Senate shall not exceed seven seats. The number of seats allocated to Nobility and Commoner is determined before elections, though no faction can be allocated less than one seat. The Senate shall be represented by the two estates of Balian society. Henceforth called ‘Factions’, there shall be two such factions that make up the Senate. The Senate regular session is 8 years. Nobility: The ennobled elite of society who shall strive to pursue the protection of noble lineage and rights, ensuring those who have been raised to lead and govern maintain a powerful say in our society. Commoner: The faction of the people and common man, citizens of the Balian who strive to ensure the rights of the freemen who are most often affected. Eligibility: Must be a Citizen. Must receive a plurality of votes to fill the number of available seats allocated to your faction. May not be an enemy of the State, traitor, or have pending criminal charges. Must declare for one of the two factions. Nobility: Must be a member of the Nobility of Balian. Commoner: Must be a Citizen-Resident of Balian. Explicit Rights, Responsibilities & Restrictions: The first business of any Senate session is to vote from all eligible Senators to appoint the Minister of the Senate May summon any government official and any other individual of Balian, save the Crown, before the Senate. May not issue punishment and fines against Citizens of Balian; this authority is reserved outside the Senate. Senators may, however, bring charges against Citizens and may choose among them someone to represent the Senate in a court of law. Are entitled to the honorific of the Senate, i.e “The Right Honorable Senator” while they are serving. Shall serve until dismissed by the Crown. May change or alter decrees of the Crown that are administrative to keep them in compliance with current laws. May make recommended changes to old decrees for submission to the Balian Crown when those changes are significant. Confirm Judges nominated by the Magister with a majority vote. Will introduce and vote on legislation in the Senate. Most Legislation is passed by a simple majority. Laws will go into effect once they are signed by the Crown. Exceptions to Majority Vote are as follows: Impeachment of Official (80%) Standing Orders of the Senate (70%) Legislation that is restricted by the Senate. Any matter related to the Household of the Crown and their authority. Edicts, Decrees, and Ordinances of the Crown may be voted on to change and alter significantly their nature but must be submitted to the Crown for assent. The Crown reserves the right to veto any Legislation passed by the Senate. Elections: Elections shall follow a simple procedure. The Senate shall meet its eight-year requirement and be dismissed. In the 6th year, the sitting Seneschal shall begin preparations to conduct a new election with the Censor. The Censor shall certify the Senate's dismissal, and start the elections in the 7th year. Citizens shall prove their eligibility, declare their faction, and be subject to a vote in the 8th year. Upon the vote's conclusion, the election's victors are summoned to the Senate, which begins another 8-year cycle. The first business of every Senate session shall be to vote on a Minister to oversee the Senate. Article II Offices SECTION I The Seneschal Overview: The Seneschal is the chief minister of Balian appointed by the Crown and is responsible for the proper maintenance and governance of the realm. He wields penultimate authority and is charged with preserving the coronet by all means possible, including in matters of succession. Explicit Rights, Responsibilities & Restrictions. The Seneschal shall form a government with the Crown. They may create, dissolve, or continue any offices and those that hold them as they see fit. All head Offices of Government and specific offices shall be selected by the Seneschal and approved by the Crown. This includes; The Constable The Magister The Legate The Procurator The Censor May summon any member of the Government to stand trial. Will lead the Chamber in advising the Balian Crown. May establish temporary and ad-hoc offices and officers for the execution of their duties for the duration of their assignment, to be dismissed after their appointment or election unless made permanent by law. Are entitled to a guard & escort of no more than two Balian Soldiers. May validate or revoke eligibility for a Citizen to serve in a faction. Serve as Regent of Balian should the Monarch be incapable. May veto legislation from the Senate, unless it is approved by the Crown. Must deliver the opening Senate remarks for each summons, delivering the prerogative and will of the Crown for the Senate. Will organize one social event for the Senate each summons. Prepares all documentation required for the Crown to Summon the Senate, and works directly with the Censor to administer the election. SECTION II The Censor Overview: charged with the construction of public works, the administration of censuses, and the drafting of decrees. They are simultaneously responsible for all public documents, including the issue and sealing of letters, written acts, and edicts. They are also charged with overseeing and holding elections for the Senate. Explicit Rights, Responsibilities & Restrictions. Shall fairly and impartially administer elections on behalf of the Crown to the position of Senator. Shall determine the eligibility of all able residents through the use of the Census as either freemen or Citizens. Shall validate Senatorial elections. Has no law-making authority. May create ad-hoc institutions and hire as necessary to execute the duties of this office. Handle public work. Is responsible for all public documents. SECTION III The Constable Overview: The Constable acts as the commander of all soldiery of Balian. A chief military advisor and commander who is sworn to protect the realm from incursions and insurrections in both times of war and peace. Explicit Rights, Responsibilities & Restrictions. Has authority to change the internal training and organization of the Balian military, which shall be the discretion of its senior permanent officer. This includes promotions and demotions. Shall be given funds from the Crown, as allocated by the Procurator. May court martial officers of the military. Enlisted Soldiers shall be disciplined by the Balian officer corps. May award military awards, decorations, and military honorifics on behalf of the Government. May not be trialed for crimes while actively serving as Constable; they first need to be dismissed before they can be trialed. May seize private property for military use for no more than one year, unless approved by the Senate. SECTION IV The Magister Overview: The Magister is responsible for the control of the Crown’s justice. They are to deliberate and administer cases within the borders of Balian. Tasked with leading the Magisterium, they nominate Judges and interpret the laws of Balian. Explicit Rights, Responsibilities & Restrictions. Shall organize their office as they see fit, and may determine the style and method in which they choose to prosecute individuals before a court of law. At a minimum; The Crown must appoint a defense when the Government is the defendant to determine punishment. Judges may hear disputes of the law wherever they feel best to administer justice, and are encouraged to help justice expeditiously to prevent unnecessary delay. Failing to hear a case within two years, without the written appeal of the Magister, shall result in immediate dismissal of a case. The Magister shall hear all disputes of the law, and is responsible and empowered to prosecute individuals and enforce the punishment decided by judges. The guilt of Government officials is determined by the Senate by the impeachment procedure. Matters of Treason and crimes of a serious nature shall require the presence of the Magister to ensure punishment is meted out swiftly and in a proper manner. Nominate Judges to be confirmed by the Senate. Interpret the laws of Balian. SECTION V The Legate Overview: The Legate is the chief diplomat of Balian. They are charged with fostering goodwill and relations among fellow nations alongside the foreign negotiation of treaties. Explicit Rights, Responsibilities & Restrictions. Shall appoint diplomats. Present themself with decorum when meeting with foreign powers. Review and draft treaties. Keep track of all current treaties, and agreements with foreign powers. SECTION VI The Procurator Overview: The Procurator manages the finances of Balian. They must see the coffers filled, taxes collected, and issue payment for the realm’s debts. Explicit Rights, Responsibilities & Restrictions. Collect taxes each year. Set the tax code for Balian with the approval of the Crown. Establish a yearly budget for Balian. Keep track of all expenses of the government. Protect against the misuse of government funds. SECTION VII The Minister Overview: The Minister acts as the leader of the Senate. Elected among their peers in the Senate the Minister shall be tasked with holding each meeting and setting the agenda, serving as the voice of the people within the Chambers.
