If one notices something of suspicion to report upon that doesn’t require immediate Sillumiran intervention or requires further investigation, they are advised to contact Elokarir’tir, or one of our representative Suliian. All Suliian are to report back to their assigned representative Suliian, who in turn are to report directly to Elokarir’tir. These reports are then filed and organised by Elsillumiran Secretaries, for reference and use when needed. The Anti-Vigilante Act - 10th of The Deep Cold, 1751 - It has come to the attention of the Okarir’tir that many have sought to enforce justice outside of their position, outside of the law of the Silver State. To redress this, the Okarir’tir has sought to enshrine into law the current procedure for dealing with suspected enemies of elcihi. SECTION I: The employment of sillumiran force without the express permission of the Okarir’tir The Sillumiran cannot be ordered about by non-sillumiran without undergoing the proper procedure. In order for another Okarir or citizen to be entitled to give commands to Sillumir, they must first obtain a written document from the Okarir’tir giving clear permission and stating a justification. If a citizen may require this, they must consult the Okarir’tir and provide sufficient evidence as to why they may be granted this privilege. Examples include: - Threat to one's well being: If there is sufficient grounds to suspect the individual in question is at risk from harassment and abuse, they may be given special protection by any and all Sillumir present. - A requirement to lead an exhibition outside of the walls where the Okarir’tir cannot be present, this can include providing protection for diplomatic talks. - Pariran’tir may call upon sillumir during an ongoing trial to maintain order, they have this right already granted to them unless stated otherwise by the Okarir’tir. SECTION II: Dealing with Dark Mages and other nefarious beings Creatures of darkness attempt to threaten the very existence of Haelun’or. However, the chances of one of our blessed citizens being amongst them is highly unlikely in most cases. As such, there is a procedure one must follow to avoid violation of Article 1 of The Obvious Laws. In order for a case to be considered there must be hard proof, such as evidence of the individual acting against the interests of Haelun’or. There are Three Signs that are used to determine if the individual in question is not above suspicion, this includes violent acts (harming another Mali‘thill), liberal values (arguing against purity) and suspicious activity (socialising with strange, masked individuals). In the event of a citizen claiming to have witnessed the practice of dark magic from another Mali’thill, they shall be expected to offer a full testimony which must include other witnesses to call upon to validate the story and have evidence of the accused acting in line with the Three Signs. If the Okarir’tir deems the case brought before him as worthy of further scrutiny he may allow a formal investigation, but this can only be conducted by the Sillumir with his express permission. This is to ensure no vigilantism takes place in order to prevent violations of Article 1 of The Obvious Laws and also so proper measures are taken prior to a direct intervention. For it must be known that dark mages are powerful individuals capable of causing significant destruction if not approached with care. When the accused is apprehended, they shall be interrogated with the supervision of the Okarir’tir. If after interrogation Elokarir’tir deems the individual highly likely of being a practitioner of dark magic, they shall refer them to a Purity Trial. Let it be known that under no circumstances will the presence of Paladins be required and to invite their practices into Haelun’or would be in violation of Article 3 of The Obvious Laws. Alaion Miravaris, not a common visitor to the lands of the Uruk, would likely not see this piece of writing scattered about whatsoever – therefore, his day continued on mostly as any other.
