Whilst most of Elheial’thilln is to be immediately filled by an appointed provisional government, able to undertake the majority of the work in restoring and securing our Silver State before being subject to a vote of confidence, it is seen fitting that Elokarir’mali - a role previously held by the kinslayer Ayliana Maehr’tehral - is brought immediately to the vote of the populus. The duties of Elokarir’mali, in accordance with the Reformed Silver Constitution, are as follows : a) Serves as administrative head of the city parlour, non-economic guilds or associations, and peacetime leisure. b) Promotes the continued cultural development of the blessed mali’aheral through planned public events. c) Works alongside Elheial’Lauriran to promote an active high society. d) Manages and updates the Haelun’orian Notice Board. e) Maintains and staffs all public places of leisure in Haelun’or. f) Appoints and dismisses Tiluriran. I would encourage all capable and competent Mali’thill with interest in cultivating a fruitful and active social scene to make their nominations known within the next two Elven days. Following this, we shall hold a public debate between candidates - much alike the debate of 67 - and finally an election, open to all Blessed Citizenry as defined by our Reformed Silver Constitution. The Silver State of Haelun’or, is the eternal home of Larihei’s chosen, the Mali’thill, founded on the principle of maehr’sae hiylun’ehya and the teachings of Larihei. It is her guidance, as passed down through millennia of Maheralan that is firmly established as the sole, most Blessed and unassailable foundation of the Silver State. ARTICLE 2. Blessed Haelun’or is and forever shall be free and independent of all foreign powers. ARTICLE 3. Blessed Haelun’or is not and will never be the patrimony of any elf or family but rather the common heritage and duty of the mali’thill to uphold and preserve. “An Epoch to lay the foundations of permanent progress. Citizenship shall be distinguished two-fold; Blessed Citizens: a) All Blessed citizens shall be granted standing to both challenge for a position on the Silver Council, and vote in elections. b) All Blessed citizens shall be granted a prompt and lawful trial by three Parir’tiran. c) All Blessed citizens shall be granted medical services, housing and protection to further hiylun. d) All Blessed Citizens shall be enabled to study in the Eternal College and, upon request, a laboratory to further maehr’sae. e) All Blessed citizens shall be permitted to bring grievances to elHeial’thilln. Formal Citizens: a) All Formal citizens shall be granted a prompt and lawful trial by three Parir’tiran. b) All Formal citizens shall be granted lodging, medical services and protection. c) Some Formal citizens may be enabled to study in the Eternal College and, upon request, a laboratory to further maehr’sae, on discretion of the Okarir’maehr, Okarir’hiylun and Sohaer. ARTICLE 5. The approval of Blessed Citizens is left to the discretion of elHeial’thilln, as determined by the Sohaer, primarily based on the following, but not all, premises: a) Proven pure of blood. b) Proven adherent of maehr’sae hiylun’ehya as determined by the Maheral. c) Not currently undergoing Path to Purity. d) Elementary understanding of the Elven tongue. e) Submission of a minimum of one satisfactory tome to The Eternal Library. f) Contribution to The Silver State of Haelun’or for five years. ARTICLE 6. Where there is dispute on eligible Blessed Citizens the Council of Malauriran, shall resolve all disputes. “Our way is older than most empires and religions. It lives to this day, and may well continue to exist so long as there are Mali’aheral to revere it.” Malaurir Lucion Sullas CHAPTER III ELHEIAL’THILLN ARTICLE 7. Elheial’thilln is the highest administrative authority in The Silver State of Haelun’or, save where Elmaheral has declared Larihei’s vision lost, in times of the utmost necessity. ARTICLE 8. The Decisions and Decrees of Elheial’thilln as a collective are binding on the entirety of The Silver State of Haelun’or. ARTICLE 9. The Okariran: a) Serves the Blessed Citizenry of Haelun’or with general maintenance and management of The Silver State of Haelun’or, as well as of projects, laws and institutions subject to the area appointed to that particular office. b) Functions as the Head of their Okarnan, or Offices - Ministerial entities. c) Adopts measures to carry out plans aligned with the ambitions and aspirations of elHeial’thilln. d) Sets up new organisations, bodies and institutions to strengthen Larihei’s vision of maehr’sae hiylun’ehya. e) Issues new laws and advisories for public order and the protection of the interests of The Silver State of Haelun’or, founded in maehr’sae hiylun’ehya. f) Exercises guidance wherever necessary in regards to the public’s adherence to maehr’sae hiylun’ehya. g) Appoints Tilruiran to aid them with their bounden duty. ARTICLE 10. ElHeial’thilln shall consist of the following offices; The Maheral; a) Serves as the enlightening and cultural head of the Nation, guiding Mali'thill along the ancient principle of maehr’sae hiylun’ehya – and serves as the ultimate authority on Purity and Larihei’s vision within Blessed Haelun’or. b) Ensures that the Sohaer and the Silver Council execute their orders dutifully in accordance with maehr’sae hiylun’ehya, in coordination with the Sulii’ceru, whom the Maheral both appoints and grants seals of identity to. c) Serves as the highest authority in matters pertaining to the culture and tradition of all High Elves, always, for they are the most pure. d) Coordinates and directs the effort of The Council of Patriarchs and Matriarchs of the Blessed Talonni; Elheial’lauriran. e) Promotes and demotes High Elven bloodlines in pursuance of The Talonnii Act of 1717. f) Has the power to declare Larihei’s vision lost, in matters of the utmost severity and emergency, in which case, the Maheral assumes control of Elheial’thilln and becomes the most authoritative figure in Blessed Haelun'or. The Sohaer; a) Serves as the administrative head of Elheial’thilln. They manage the aforementioned institution in pursuance of constitution and law, following from principles of maehr’sae hiylun’ehya. b) Serves as Supreme Commander of Elsillumiran. c) Coordinates and directs the efforts of Elheial’thilln. d) Serves as chair for the meetings and sittings of Elheial’thilln. e) Appoints and Removes Okariran, to maintain a full and functioning silver council. f) Coordinates and directs the diplomatic and military undertakings of The Silver State of Haelun’or. g) Forms Committees and Emergency Councils for matters concerning War and Diplomacy or development of Blessed Haelun’or Socially or Economically. h) Ratifies Treaties. i) Proclaims a State of War, should The Silver State of Haelun’or come under attack by a foreign power, or is necessary in pursuance of our international aspirations. j) Proclaims martial law, also called Diraar, in times of crisis for the purpose of ensuring public well-being. The Medi’iran; a) The Authority of the Medi’iran is second only to the Sohaer in matters pertaining to the foreign affairs of Elheial’thilln, and act as the direct representatives of the Sohaer abroad. b) The Medi’iran may command military assets for the purposes of their own protection whilst conducting diplomatic visits. c) The Medi’iran may conduct political alliances, denouncements, ambassadorial affairs and diplomacy with the permission of the Sohaer. d) The Medi’iran assist the Sohaer in the drafting of new legislation. e) There shall always be at least one, and no more than two Medi’iran. f) The Medi’iran receives no council vote. The Sulii’ceru; a) The Sulii’ceru shall be appointed by the Maheral. b) The Sulii’ceru must keep their identity a secret to all, but the Maheral. An exposed Sulii’ceru will be retired with immediate effect. c) The Sulii’ceru is charged with the oversight of Elheial’thilln. Any member of Elhial’thilln who is found to be impure or knowingly violating maehr’sae hiylun’ehya, and/or the constitution, and/or the laws of Haelun’or, shall be recorded by the Sulii’ceru as having transgressed against Blessed Haelun'or. In such a case the Sulii’ceru shall inform the Maheral who will compel the offending Okarir to resign, with immediate effect. d) In the event where a Maheral refuses to act out the expulsion of a Councillor, or suspends a member not recommended by the Sulii’ceru, the Sulii’ceru shall use their proof of identity and expose themself thereby compelling the resignation of all deemed questionable from the Council. In such an event, the Sulii’ceru will also be compelled to resign, making this the most severe of remedies. e) The Sulii’ceru receives no council vote. The Okarir’mali; a) Serves as administrative head of the city parlour, non-economic guilds or associations, and peacetime leisure. b) Promotes the continued cultural development of the blessed mali’aheral through planned public events. c) Works alongside elHeial’Lauriran to promote an active high society. d) Manages and updates the Haelun’orian Notice Board. e) Maintains and staffs all public places of leisure in Haelun’or. f) Appoints and dismisses Tiluriran. The Okarir’hiylun; a) Serves as administrative head of the Silver Clinic and Silver Laboratories. b) Is charged with the Scientific development of Haelun’or and its citizenry. c) Maintains and staffs all places of scientific development or medical work in Haelun’or d) Will refer any conducting unauthorised and dangerous scientific study to the Sohaer and Okarir’tir as lawbreakers. e) Appoints and dismisses Tilruiran. The Okarir’maehr; a) Serves as Chief Librarian of the Eternal Library. b) Serves as Head of the Eternal College, facilitating both public lectures and Nealuir, who may take up no more than four apprentices each to personally tutor. c) Maintains the integrity, collection, organisation and expansion of all Eternal institutions. d) Appoints a Tilruir’tayna to represent the Mages and Magical Development of Haelun’or. e) Appoints and dismisses Tilruiran. The Okarir’tir; a) Serves as administrative head of defence in conflicts both foreign and domestic. b) Serves as Commander of the Sillumiran. c) Heads the recruitment and training of the military assets of Haelun’or. d) Manages the structure of the Sillumiran. e) Manages the gatekeeping of Blessed Haelun’or. f) Heads the distribution and maintenance of military equipment. g) Detain any member of the citizenry indefinitely, in the interest of public welfare. h) Appoints and dismisses Tilruiran. The Okarir’san; a) Ensures the pursuit of active journalism, debate, and records-keeping within the Silver City. b) Is charged with the open publication of recent and relevant information, overseeing the Haelun’orian Press, taking minutes of important events and meetings, and arranging regular debates, public assemblies, and council meetings. c) Personally oversees debates between nominees for Okarir positions, calling a citizen’s vote, supervised by elMaheral, upon the conclusion of these debates. d) Manages and appoints writers and editors for a regularly-scheduled Haelun’orian newspaper. e) Appoints and dismisses Tilruiran. The Okarir’nor; a) Ensures the economic prosperity of Blessed Haelun’or. b) Is charged with keeping taxes, running a regular Citizenship Census, and managing housing. c) Personally oversees and appoints both stewards and tax collectors and allows nobody but said appointed to collect such taxes. d) Manages the storage of all non-military material resources. e) Administers the Market District. f) Supervisor of both interior and international trade, collaborating with elMedi’iran upon the latter. g) Appoints and dismisses Tilruiran. “Your words never fall on deaf ears, dear Mali’thill. We need your aid and well-judged opinion to help us ameliorate elcihi’thilln in something more imposing than it already is.” Malaurir Iaria Elervathar CHAPTER IV THE SUCCESSION AND APPOINTMENT OF ELHEIAL’THILLN ARTICLE 11. The appointment and removal of any government in The Silver State of Haelun’or is recorded in the Archives of The Eternal Library for the Blessed Citizenry to access. ARTICLE 12. The Maheral appoints their own successor, either by missive, speech or signed and sealed testament posthumously. ARTICLE 13. The Council of Malauriran, as composed of former Maheralan, convenes to elect a new Maheral, should the Maheral be rendered unable, or without signed, and sealed testament posthumously. ARTICLE 14. The Council of Malauriran may convene to reject a Maheral’s chosen successor, should they deem by majority the successor’s unsuitability. It is by this Blessed and ancient rite that this Maheral shall have never been Maheral, and thereby will not qualify as Malaurir, for in the words of Lucion Sullas: “The Maheral simply Is”. ARTICLE 15. Upon challenge by a Blessed Citizen, or the resignation, incapacity or death of a Sohaer, an election shall be called by the Maheral, where only those citizens capable of voting and running for office, as prescribed in CHAPTER II, shall decide following a debate chaired by the Maheral. ARTICLE 16. The Sohaer can be removed if deemed unfit without a reasonable doubt, on grounds provided to the Maheral by the Sulii’ceru. ARTICLE 17. Elheial’thilln is not left incomplete for longer than one year. This can be extended in unique cases, for another year at a time, with the unanimous agreement of Elheial’thilln including the Maheral. ARTICLE 18. The Okariran are appointed by the Sohaer, unless challenged by any citizen capable of issuing such a challenge. In this case, the challenger shall debate with the appointee, and citizens who are capable of voting, shall decide the result, as chaired by the Maheral. ARTICLE 19. The Okariran can be expelled by the Maheral provided elSulii’ceru has recommended such. The Okariran can also be dismissed by the Sohaer, should they feel a more capable substitute is available. ARTICLE 20. The Okariran must be citizens capable of being elected, as provided for in Chapter II. “To inhabit the world outside of Haelun’or, alone; one loses one’s meaning, purpose. To live without elmali’aheral about you, to live without the culture of meritocracy and progress; one loses one’s place.” Malaurir Lelien Lazul CHAPTER V NATIONAL DEFENCE OF THE SILVER STATE ARTICLE 21. The Sillumiran is a permanent and regular national institution, structured on the basis of hierarchy and discipline with the goal of preserving Larihei’s most Blessed maehr’sae hiylun’ehya. a) Patents, with their inherent prerogatives, privileges and duties, are conferred by the Okarir'tir, and are secured in full to active and reserve Sillumiran, who are eligible for military titles and ranks and, along with other members, the use of uniforms. b) Officials shall only lose their rank and position if they are judged unworthy of the post or incompatible with it, by a decision of the Sohaer or Okarir'tir in time of peace or in time of war. ARTICLE 22. The Sillumiran’s essential mission is to preserve Blessed Haelun’or and thereby ensure the continuation of the maehr’sae hiylun’ehya and the Mali’thill in accordance with ARTICLE 23, Section 1, Clauses b, g, i, j. “With all its luster and Blessedness, even elcihi’thilln will tarnish, with time, without care. Miravaris, 69 S.A. - Lliran, I come to you today to correct a mistake that I made long ago: to run, democratically, for the Sohaership of our blessed cihi. I admit, my short but brief tenure as Sohaer was one thrust upon me in the midst of chaos - and, knowing little else, I held the stance that a steel fist would grant stability, quelling the tide. Since then I have learnt - to right a wrong. Those were my words, and now do I seek to follow such with action. [!] An artist’s rendition of old Haelun’orian ruins - the old cities re-imagined. I have seen elCihi rise and fall into stagnancy, I have seen it flourish with light - these patterns made clear, I have been able to learn how to best keep our Cihi alive. My Pledge As Sohaer, I would seek to instate the following: ━━━━━━━━━▼━━━━━━━━━ OEM | SAFETY I : The immediate approach to repairing our Silver Gates, to once again solidifying Silver Walls. A formalised gatekeeping process shall be implemented - one that is flexible, but fair. As Mali’thill, we should seek to grant challenge and inspiration to those who wish to visit our fair home : I should seek to have gatekeepers assign short quests to leisurely visitors. Those who visit for diplomacy, however, would fret not to be delayed - the issuing of diplomat passports would be open and accessible. II : The continued offer of immunity and refuge to those actively undergoing the Path to Purity, as per tradition, as per the directions of elMalauriran - as righteousness demands. In regards to the Mali’fenn maliata’ehya that recently have made entrance into our walls - I would encourage any with pure Mali’thill blood that have perhaps been led astray to undertake the Path to Purity, and seek out formal citizenship once more. The Silver Way holds difficulties, but I believe that given the right encouragement, all of Silver Blood can prevail through - to follow in Larihei’s legacy. Yet, all who are not Mali’thill nor seeking a return to Silver are beckoned to make their departure; I am ever merciful, and would see that even those of true ‘ata filth are offered this chance to leave our walls before they are removed. NIUT | STRUCTURE III : The introduction of a reformed structure of elHeial’thilln, in which each Okarir may be appointed or dismissed to and from their position by the elected Sohaer, but is open to challenge such that, if well-supported, it shall call for a debate and election to be held over the position. The structure of elHeial’thilln ought to be, as always, meritocratic. Such is the logical way - the Mali’thill are intelligent as individuals, and yet only together might we hope to bring about an appropriate leadership, one that holds the approval of the People to guide the vessel that is Haelun’or towards the maehr’sae hiylun’ehya. Elections as mentioned are to be held with the oversight of elMalauriran, and the electorate criteria being a Blessed Citizen: a) Proven pure of blood. b) Proven adherent of maehr’sae hiylun’ehya. c) Not currently undergoing Path to Purity. d) Elementary understanding of the Elven tongue. e) Submission of a minimum of one satisfactory tome to The Eternal Library. f) Contribution to The Silver State of Haelun’or for five years i.e. Sillumiran service, work beneath a council department, personal industry, active study, writings for the Eternal Library, physician, etc. Where disagreement over the status of blessed citizen of any individual may be resolved through Malauriran vote. I would aspire to take a census early-on within my Sohaership as to make this status clear. Within my Silver Council, I would seek to hold Six Okariran Offices, with the addition of the Medi’ir and Sulii’ceru - the former of which is chosen by Elsohaer to act as their personal delegate to foreign nations, who represents them in interactions with outside powers, and the latter of which is chosen by Elmaheral to remain unknown - their sole prerogative power being to call an early dissolution of the Silver Council in times of crisis, immediately bringing forth a new election. The Six Okariran Offices (Okarnan) would be as follows : Okarir’mali, master of Elves - TAVERN, EVENTS Okarir’maehr, master of Knowledge - LIBRARY, COLLEGE Okarir’hiylun, master of Health - CLINIC, LABORATORIES Okarir’tir, master of Law - SILLUMIRAN, INVESTIGATION, TRIAL Okarir’san, master of Words - INFORM, SCRIBE, DEBATE Okarir’nor, master of Land - CITIZENSHIP, ECONOMY, TRADE NOTE : I believe to begin with, it would be best for the elected Sohaer to appoint Okariran in order to achieve stability and immediate functioning of the Silver State, a full council with which to begin swiftly making repairs and improvements to the city, yet these Okariran will still remain subject to electoral challenge from citizenry who feel they could better serve such a position. Once this is established, and a census taken, I would seek to fill any vacant positions by holding an election for the post. In regards to the Mali’thill who currently hold such positions - or similar such positions - I would still yet like to make their further acquaintance. HAEL | DIPLOMACY IV : The selection of a Medi’ir Should I be elected Sohaer, I would start my tenure - after addressing the very immediate issues of public safety and a functioning base council - with my selection of a Medi’ir. I hope to hold within my first elven week a number of meetings with potential candidates, and would advise and inspire any and all with the vested interest in bringing about a Haelun’or with an elevated voice upon the international stage, a Haelun’or which seeks to interact with the outside world, to contact me regarding such an appointment within that first elven week after the election. V : The opening up of diplomatic avenues, and active correspondence Lliran, it is no doubt that in recent years our touch with the outside world has waned. For a time too long have we become complacent and isolationist, comfortable within our home - we see now that such can only last so long. I would wish to offer our neighbours embassies, trade routes, pacts - to re-engage our Silver State in the affairs of the world, to rebuild and kindle anew friendships with fellow states, for we must be champions of progress for all; we, the Mali’thill, are bound by elmaehr’sae hiylun’ehya to strive for Progress, and that Progress we shall extend to our cousins, our neighbours, the lliran to our blessed Haelun’or. VAELU | EDUCATION VI : The integration of the Silver Clinic with the re-introduction of the Haelun’orian Laboratories. For too long has Haelun’or been without proper scientific study. This is one key aim of mine - to link back together our Medical branch and our Scientific branch, as they always ought to have been. It is only through this that we might advance hiylun - that we might advance the maehr’sae hiylun’ehya, in fact. Progress and health calls for progress in health. I would hope to encourage the active resurgence of the Haelun’orian scientific community - like in the days of old, of Sullas, shall we praise and facilitate our fine inventors, studious ‘thill, and provide them an environment in which they may work. Through this, may we prosper and see the development of modern enlightenment. VII : The formal re-issue of Eternal Library rulings. I would seek to encourage elOkarir’maehr to publish the formal requirements necessary to enter the Eternal Library once again; such being a donation of a book, quality-checked by elOkarn’maehr (the department of elOkarir’maehr). Oem’iian (Mali’thill beneath the age of 50) are to be exempt from this requirement, and special other exemptions may be made in very occasional cases, but overall I would aspire to have this encouragement towards literacy and the continued development and growth of our Eternal Library, the oldest and largest in all the realm. VIII : The facilitation of the Eternal College as an apprenticeship system. Lliran, we have seen the Eternal College start-up - and swiftly stop - in the past. No more of this, I say: I hope to cultivate instead a system of meritocracy and independent learning, guided by those of scholarly achievement. I seek to have lectures be openly held by any, whilst facilitating an ‘apprenticeship’ system from teachers to students. Ideally, each teacher should take on between two to four students - no more, for each deserves quality time spent tutoring one-on-one. These teachers shall act as mentors and facilitators of their students' growth, challenging them to projects, taking their assistance in studies and experiments, and most of all supporting the individual aspirations and experiments of their students. This personal attention, I believe, would be the best way for our Mali’thill oem’iian to gain knowledge and insight, as well as a greater sense of freedom in their studies. One hopes that this issue of self-nomination and challenge shall inspire you, my dear citizenry - both to inspire each ‘thill personally, and to perhaps inspire your confidence in my vision to lead, ne rule over, Haelun’or: to guide our people to prosperity. From the many shows of no-confidence issued by council-members since her introduction to the city, to the active disrespect, disregard and even outright assault of members of elHeial'thilln upon our streets from the 'fenn and 'ata she brought in - quoting their love for Ivarielle as reason to attack elOkarir'tir, an elfess on Ivarielle's own council - it seems any notion of support from genuine Mali'thill is lost. We know now of miss Maehr'tehral's treacherous nature, and it seems miss Ivarielle is no different. A murderer, a traitor, a liar and a fool, if she accepts knowledge of these events yet does nothing; perhaps some redemption could be offered should she never have known of this til now, acting immediately to remove the 'fenn 'ata'ehya, bringing peace to our streets and an Election to the people. Perhaps then she might gain to command but a little respect, stepping away from deceit and keeping to her word. The time for lies ends now, little princess; accept that you have been blinded by your vision for the future, and have allowed tragedies to occur whilst stuck within fantasy. [‘Saber’, by WLOP on ArtStation] — “How ironic it is, the developments unfolding I see; the change all around beckoning a change within me.” — I have seen much in my time, though older Elves yet have seen more. The success and collapse of diarchy, to begin; my apologies for my hand in the way this played out. Perhaps my willingness to learn may have proved an earlier point towards righteousness; but alas, having seen the rise and fall, the personal grudge, and the failures of a misled ‘democracy’, my mind was almost set - my faith in the Silver People waned without my knowing, and for that I am most regretful. And yet, the Silver People educate me still - it is they who restored the faith that I always should have held in my kin. The Mali’thill youth, advocating polity ne as a means of encouraging splinters but purely for the sake of logic, for righteousness. Eager for progress, eager to contribute. These youth, so very eager in their step, ever learning, ever growing; I feel I have missed this greatly. So, I take myself back to my Atlasian days, sifting through shelves, devouring strings of sentences, working my way through the many pages of writing from Elves long passed. And just as they had in my youth, the works of Sullas jumped out at me again. I read, I take advice, I recognise my flaws. As any with a rose-tinted vision of their past, I cannot say I do not ever linger on the days of old, the success we wrought through such a time. But it is only now that I recognise truly the importance of circumstance - one success under a system of autocracy during dire times does not mean that autocracy is righteous for the Mali’thill people nor likely to succeed. A weak democracy at one time does not mean democracy is eternally flawed, to be littered only with ‘ata infiltration. The greatest ages of ‘thill have thrived under the rule of the people, under a democratic system - the finest works produced during these times alone, with exception of that singular outlier which happens to be the time of my own youth. Perhaps my kin of old, should they still live, may laugh at me - either for enlightening myself towards healthy democracy, or for taking so long to do so. I would welcome a kindly jest, a snide remark or two, within the Silver Tavern some day. But before that yet, the Silver People still hold work to do; and I shall ever stand ready to support them. Think of this as an old despot making up for lost time in recompense to his people. — .. and, to be fair, at least this despot of Haelun’or was a Haelun’orian with a strong track-record. If you are going to have an unelected leader, at least one could avoid them being taken advantage of by the wretched Mali’fenn, surely? Especially one who not only allows these Fennic ‘ata into the Silver Cihi, but in fact encourages them to shed the blood of their citizens - I do recall I never held any executions during my tumultuous year. Some subtlety, some class, some sense of decency-! Yet, I digress. — It is avidly clear to me that our Silver Bastion, our People, our Blessed Youth - they cry out for democracy. And it shall not be I who denies them swift access to that once more. To the Citizens of the Realm, I am aware of the proud cultures you hold. The strength and honour of the Uruk, the Orc - the intelligence and craftsmanship of the Bortu, the Dwed - the determination and swiftness of the Valah, the Human - the unique history and traditions of our Mali cousins, the ‘ame and the ‘ker - the humble dedication of the Tali’Bortu, the Halfling. We may disagree greatly on many matters, we may hold our differences, but surely it can be recognised that this faux-government holds no honour, no legitimacy; they do not govern the Silver People. To go behind the backs of the people you aim to rule, to claim power through foreign occupation and deception - I am sure all can see the nature of this plot. The Citizenry of Haelun’or shall follow a leader of their choosing - one cannot gain the hearts of the people through force unless they wish to physically carve them from the bodies of their kin. Whether you wish the success or fall of the Silver People, I urge you to address at least your own moral reasoning and see this shameful move as what it is - beware this sort of treachery, my foreign lliran. Do not be fooled by promises of allegiance, for it is clear that to their Citizenry, this ‘Uthirship’ holds none. To the Silver People, My lliran, there is little I can say to you that you do not already know. mal’onn larionn’ehya ito kae, I trust in you to do what is right. Do not feel downtrodden, do not give up - we push forth, and we prevail, as Silver always does. We must not divide ourselves. The Mali’thill must together strive for what is right - for the freedom of our people to choose who leads them. This is a mistake I have made previously, and I shall not allow it to happen again. We stand together as pure Mali’thill, both those more traditional and those more liberal, against this unwanted and illegal invasion of our home. All of you children of Silver who follow the legacy of our haelunan know that this leadership does not speak for us, for the Mali’thill of Haelun’or - and so, we must stand strong.] I seek not the frenzied chaos that ended my tenure - no Silver Blood shed in the streets, no unfortunate councillors killed. The path of purity remains open to all; it is not the fault of the deceived for being tricked. To one miss Ivarielle, I do hope you recall our chat; upon the day we mourned the loss of two previous Sohaeran, in fact. You assured me so confidently that you had no involvement in their death, that you were just as sorrowful as the Citizenry - and yet, Miss Valwynn - or, I suppose, Maehr’tehral, - herself has professed to the lies of you both. Did you ever once mourn the blood of Silver Citizens you lost? Were any of the words you spoke to me even partially tinged with truth? If I am to take you at face value, you remind me much of my younger self - ever so eager to pursue a personal sense of righteousness, to bring about a vision no matter the consequence nor means - after all, the ends justify the method, ti? Yet I can assure you from great experience, elf of my own time - a warning, despot to despot; these things do not work. The Mali’thill people will not have their will bound by force. But yet, as time draws on, I believe even those around you aside from the ‘fenn begin to realise your aims do not lie in bringing peace, in bringing prosperity, to the Silver State - they do not lie within the legacy of Larihei, in the maehr’sae hiylun’ehya. I urge you, llir; reflect. There is time yet for you to return to the path of Silver, to not lose your way entirely - perhaps I plead this as I myself am guilty of the same clamour for ideals. It pains me to see one who was once a pure Child of Silver taken advantage of, puppeteered for the gains of Fennic ‘ata. I can tell you now that they care not of you, but only of the attack they might make on the Silver People by using you. I invite you to walk this path of progress with me, llir; to reflect, to redeem, to return, Or to be remembered as another fallen despot.   16. "...this does leave a rather ill taste in the mouth." murmured one elf, a darkness creasing his features as he read the page. Finishing the leaflet, he'd roll it tight, tucking it into one of many pockets - a slight shiver in the night air, pulling his cloak closer to him and adjusting his large hat to sit more firmly over his tresses of pale flaxen hair. "If Ivarielle wishes to return to the path of Silver and run for council, I am unopposed - however, was it not this very council that advocated for the necessity of democracy once more?" A huff of warm breath, the Fi'inde took a sip of honeyed tea from a flask held in hand. "I of all people cannot advocate to be a Haelun'orian Republican, yet the direction and promises of elHeial'thilln ought to remain consistent, ne merely for pretense of ideals. If not integrity, the People at least demand honesty." Turning a gaze outwards, the elf glanced across the city from a high-point that he had climbed his way to; a habitual trip to take hold of branches, make crossing to a ledge, then bound upwards in height through the interval of increase between the elven roofs, landing him upon a small patch of elevated grass tucked away from the city - an old, Lor'demar-design telescope set up, pointed outwards at the night's sky. "..Upon the grand game, the move is understood; a sacrifice made to attempt to calm the waters, unity at the cost of righteousness and dignity. The preservation and safety of the Silver People is paramount, and diplomacy with neighbours is not unwanted; it is encouraged, in fact." The silver elf pinched the bridge of his nose. "Yet still, it does not bode entirely well - an explanation is due, to the Silver People at least; those who have suffered, who have fought for their comrades, who have aspired above all to retain their beloved Haelun'or. To encourage the Children of Silver to 'leave if they disagree'... by Larihei. It is up to elHeial'thilln now to push forth the maehr'sae hiylun'ehya and Silver Way; many citizens of Silver will require convincing that they have not been betrayed entirely by their council." He glanced a final glance to his city. "The will of Larihei must prevail."
  17. A pale elf drew a broad smile along his features upon receiving the missive, grinning lopsidedly as he sipped from his morning tea. "Ah-a, it is back! Wonderful!" he spoke in high spirits. "Now, if only elCihi had more oem'iian to join... it appears perhaps another imperative is in order.." the elf mused with a quiet chuckle.
  18. [!] One certain elf would, in reading of this letter of news, clutch a hand to his face - a tear shed. "I ought to have been there.. a fine Okarir'tir indeed." the man chided himself harshly, a tone of bitter regret. "To simply watch my dear Haelun'or lose such a soldier and not act... by Larihei- !"
  19. "The Silver State shall always find a way." commented one pale elf to himself, a sly grin along the Fi'inde's pale features. "It seems our Maheral ever proves to be fitting of the title. maehr'sae hiylun'ehya - to a bright future."
  20. "maehr'sae hiylun'ehya - what wonderful choices the Maheral has made in electing Lauriran!" remarks one pale elf by the name Fi'inde, a draw of a smile along his thin features.
  21. "maehr'sae hiylun'ehya," replied one stately elven man, a thin-tugged smile along pale features, one drawn further than the other to form almost a smirk. "Finally, the Mali'thill people have true guidance - that of Tradition, that of Legitimacy, decided by elMalauriran. ay'Larihei, ay'elMaheral Elervathar - let the dove spread its wings. "
  22. "maehr'sae hiylun'ehya" replied one elf known by the name Fi'inde, a broad smile lifted from each corner along his pale lips, a dignified celebration of this news. "It cannot be contested that the Elervathar is most pure - agreed both among the people and elMalauriran, elMaheral Simply Is. Ay'Larihei, ay'Haelun'or, ay'maehr'sae hiylun'ehya. " An elfess would smile the sun's smile upon receiving the news, a brief pause from her personal work and studies that kept her confined to her tower. Still, such celebration could only be momentary - progress waits for no 'thill!
  23. "The Elervathar daughter is returned to elCihi." spoke an elf known by the name Fi'inde, peering over the writings after they were handed to him by another. "A fine accomplishment-!" he'd direct to the elf next to him, a smile formed along pale lips offered over in gratitude. In careful murmur beneath his breath, he'd continue as he handed back the pages, a wandering gaze about the room. "Masulian indeed.. quite the merited Mali, especially with all this.."
  24. "..How foolish." one elf by the name of Fi'inde would click his tongue over a cup of tea. "These pretenders prop themselves up a new-Fenn, nothing resembling Silver in the slightest. Not but a singular notion of elmaehr'sae hiylun'ehya - a fine job elSohaer does of putting them in their place." he spoke with authoritative tone, though slight lilt took to his accent, slightly weakening the brittleness of timbre. "After all, whilst this feeble gathering is sure to decay, Silver is Eternal."
  25. Lleinde Tillun'sae would smile brightly upon receiving the missive, the letter appearing in her postbox that morning. "maehr'sae hiylun'ehya-!" called the 'san in glee, the elfess donning a grin - she looked forwards to this well-earned Masquerade, after so long-!
