We are ready to claim a village, but this village is unclaimed and not regioned.

Does it require to be warclaimed? Can't we just occupy and fight the citizens rebelling depending on what combat preferance they have?

I think this falls under the category of raiding, but since you're conquering you also need a warclaim,and both sides must agree on what is lost and what is gained.
