The Regency

 

With Emperor Tuvya Sigismundovic Carrion stricken ill, the Imperial Diet has opted to name a Regent to lead his Emperor's armies.
In the event that the Diet agrees that Emperor Tuvya is deemed no longer fit to rule, the Diet shall congress once again and vote for the seat of Emperor.
In the event Emperor Tuvya's illness subsides beforehand, he shall retake his position as sovereign of the Holy Oren Empire.
The following men have the right to vote for the regency, holding the title of Prince-Elector or the High Pontificate.

In the event of a tie,
Daniel I, High Pontiff of the Canon Church

Sitting in his keep at Karovia, Aleksandr orders his scribe to address a message to the Imperial Palace. "I, Aleksandr Tuvyovic Carrion place my vote for Boris Tuvyovic Carrion III."

Sonn Ander would point it that the Magnates vote for the Prime Minister. The electors only vote for a successor.

 

 

 

 

THE HOUSE OF MAGNATES

 

The House of Magnates is a unicameral legislature which meets in the Imperial Chambers. Each noble lord in the Holy Empire of Oren may appoint a determined amount of Magnates to represent his interests in the legislature; a baron may appoint up to one to represent his one vote, a count up to two to represent his two votes, and a duke up to three to represent his three votes. A noble may also represent himself, and the representatives are entitled “Magnate of X”, X referring to the primary fief of the Lord which the Magnate represents. A Magnate holds his post for two years, in which he may be reappointed or dismissed by the noble which he represents.

 

The House of Magnates holds full legislative power, however, first prospective legislation must be introduced into the house and debated. After what is deemed sufficient debate, the House of Magnates will vote to pass the legislation, requiring relative majority. If the legislation passes through the House of Magnates, it is sent to the Crown, where it requires explicit royal assent to be enacted into law. If legislation is denied royal assent, it is thrown out and may not be reintroduced with satisfactory amendment.

 

In order to strengthen the position of the House of Magnates, the former privy positions of Chancellor, Bailiff, Emissary, and Treasurer are deemed forfeit. In its stead, the House of Magnates may appoint the Imperial Chancellor, or Prime Minister, by the relative majority vote from the House, and he may appoint a Minister of Justice, Minister of Diplomacy, and Minister of Finance to staff his cabinet, enabling the nobility to influence government action regarding those political affairs. This Prime Minister holds penultimate authority in the Empire, only answering to the Codex (to be drafted with consideration among the Magnates)  and the Emperor; he acts as Regent of the Empire in the Emperor’s demise or absence, governs and manages civil and political matters of the Empire and assumes a position akin to an under-king, governing the Empire on a day to day basis. However, he must pass new legislation through the House of Magnates. He need not be noble, but his allegiance to the Orenian crown must be resolute.
