Stone Break

Nature of the bug:  When You break stone in a region that you do not have perms to you are sent  the standard region error msg, yet you can still break the stone.

First occurrence: 1:03:AM 3/29/15

Describe exactly all the actions you took leading up to the bug:  NULL

What messages are/aren't you getting that you would/wouldn't get normally : NULL

Frequency of occurrence: Every Time

Are you able to reproduce the bug:  Yes
