Well, sorry to everyone who tried to help, I have been informed a few moments ago that the Halflings have lost their perms completely, there has been no debate over it, and I wasn't even informed by Ricky himself. I received this message and everyone was promptly removed from perms. Sorry for the inconvenience.

You were given several warnings over your land. I watched in chat & saw the countless times you guys were asked to get activity back up. It was not until you were threatened and your land taken that you took it seriously. If you want land you need an active settlement. The staff deemed the halflings inactive & gave warnings. The same was given to Salvus. This is exactly what the Kharajyr went through. 

 

If you want to receive land you need to make a charter application but you are really biting yourself in the ass here. Trying to shame staff isn't going to get you anywhere.
