A letter is sent to Arbiter Dak'ir Des'nox and the Archon's of Vivec, drips of blood and been clearly wiped away from the paper

 

To the noble Arbiter Dak'ir Des'nox and the loyal Archon's to Vivec,

 

I write to you in absolute disgust at the criminal who runs around our streets freely, the criminal I speak of is a white haired Mali'Ker named Bolnin.  Let me go back to the beginning, I met this scum bag at the front gates of Vivec. The swine insulted my appearance and I gave him a quick retort, him then returning with a threat to behead my mother which I shook off as just an empty threat. He then demanded my name which I refused, he gave me his though I did not ask for it. I decide to leave for my energy was spent with his insults and threats. However he then followed me, without my knowledge, until no one was around to witness. I turned to see the pudding-headed assassin with his blade to me, my quick reaction stopped the blade hitting anything important, though I couldn't stop the blade itself. He grinned as he pulled the blade out attempting to grab me. Luckily I was able to escape his grasp and I ran with my heart pounding to find someone to help. One of the DeNurem girls came to my aid and helped bandage me, but it was all for naught once I saw Bolnin find me and the DeNurem. He began acting dumb and pretended like he didn't know what was happening. An Archon appeared and tried to investigate, however he didn't find any blood on Bolnin's blade and Bolnin wouldn't admit to anything. What happened next shocked me to the void. The Archon ordered Bolnin to aid me in recovery back to health, Bolnin then agreed knowing he'd get me alone and even suggested giving me something to put me to sleep. I left as quickly as I could, clutching my wound tightly as I shakily wrote this letter to you. My heart beating with rage and anger at how this brigand is allowed to roam freely. The anger is also pointed at the nonsensical logic of one your Archon's who decided to let an attempted murderer, finish the job. I am now in hiding, and will continue to be in hiding until justice has been done. I do not want to walk the streets fearing for my life.

*Initiate Grimwald DeNurem of the Archons reads the letter and thinks back to the report the floated onto his desk regarding the incident, he turns to his fellow Initiate and brother Sileath hold the parchment in one hand . . .

"As initiates we are unable to do most disciplinary actions against offenders of the city, certainly not when it regards high profile cases like attempted murder which require the direct supervision of a ranking official. I am sorry you had to face this embarrassment despite the near obviousness of this situation. Let us hope that this incident sparks a resurgence of activity among our superiors so that we may regain control of the streets and enforce a safe environment for all Mali'ker in Ker'nor.

Let us keep an eye out for this man, brother; Lest he try to commit further acts of violence against our kind. This kind of degeneracy and antisocial behavior is not welcome in these parts and as DeNurems we certainly will not stand for such. For now I think we may need to take a possible infraction on our records in an effort to secure the safety of the city. I am not a fan of breaking policy but an attempt on someone's life demands our attention and immediate response."
