Temporary Reforms to Ensure the Longevity and Vigour of Urguani Society in the Absence of His Majesty, the Divine Kardel Irongut, First of his Name, Grand King of Urguan and Earl of Ord'Holm, Sovereign of the Dwarves and rightful Protector of Avar, Inheritor of Urguan's Crown and Vicar-Prophet of the Brathmordakin, Forever August and Vigilant, Disciple of Armakak and Guided by Ograhad Himself.

 

It has come to my attention that in my prolonged sickness the dwarven society has once again come into a slur. This unfortunate phenomenon which relapses every time a King finds himself sick shows not a fault in the people, but a weak government to replace the Sovereign of Urguan in leading that people. Therefore, as all problems only exacerbate when ignored, it has come to my attention that even I, the Grand King of Urguan, must, from the sickness that has struck me abed, take an active role if our people is to prosper.

 

From this day onward, from my mouth with my absolute authority, the following are to take place with the utmost immediacy:

 

Fili Grandaxe, upon his own request, shall be discharged of the title of Foreman General in honorable spirit due to his self proclaimed inefficacy at the job.

 

Zahrer Irongrider is to be honorably discharged of his title of Lord Regent.

 

Drynn Ireheart is to be discharged of his title of Minister of Culture and is to be assigned another title.

 

As the concept of one Regent is inherently against the nature of the Grand Kingdom, the sole Regent being a shadow of the Grand King, during this period of personal illness the sole Regent shall be temporarily replaced by a Tribunal Council of Ministers in Regency consisting 5 members, which shall be organized as follows:

 

The Head of the Tribunal Council of Ministers in Regency shall be lead by the Prime Minister, who shall be the primary decision making power within the council and shall make decisions only with the approval of the Grand King. The Prime Minister shall have the powers of initiating a vote on a domestic or economic matter, mobilizing the military to defend land within the boundaries of Urguan, and carry out any duty (with the approval of the Grand King) which is domestic in nature. The Prime Minister shall not make any decision deemed in any way relevant to the foreign affairs of Urguan, for such is only under the jurisdiction of the Grand King and the Senate of Hammers. 

 

In the event of a vote, the Prime Minister shall wield two votes in place of the one vote wielded by the other ministers.

 

Under the Prime Minister shall be four Ministers in Regent governing four disciplines of domestic tranquility, and they shall be named as follows:

 

The Minister of Culture, who shall be responsible for hosting events and initiating festivities.

 

The Minister of Order, who shall control a militia to maintain Order and Peace throughout the lands of Urguan and fend off Bandits.

 

The Minister of Labor, who shall help in creating working activities such as mining trips and the such.

 

Each of the ministers above shall be appointed by the Prime Minister in joint collaboration with the Grand King, and shall yield one vote in a voting process.

 

On the event of a tie, it is up to the Prime Minister to decide the sway of the decision, with approval from the Grand King. In the Grand King's absolute absence, the unanimous approval of the High Council shall be seeked from the Primarch Grand Marshall, Seneschal of the Court, and Yemekarr's Pick.

 

Regarding the High Council and Lower Council: As the Tribunal Council shall fill in the role of the Grand King in his absence, it's decisions shall be considered as if it were those of the Regent of the King and, therefore, it shall be considered one entity in place of the Regent of the Grand King as specified in the charter for the Reformed Government of Urguan. The positions in the Lower Council shall from hereon forth be suspended in order to keep the Bureaucracy concise and effective.

 

However, the High Council shall continue to ask for permission for semi-autonomous actions DIRECTLY from the King and not his Regent Ministers. 

 

The Grand King reserves the right to annul the Regency Council at any time with no further approval. The Regency Council is subject to all the punishments and restraints as described in the charter for the Reformed Government of Urguan that a sole Regent would be subject to under the Senate of Hammers.

 

With that statement in immediate effect, I hereby name my Prime Minister as Drynn Ireheart. May Ograhad bless him with wisdom and Armakak give him good fortune.

 

May this decision lighten the burden upon the shoulders of the people of Urguan.

Drynn Ireheart lies hunched over a parchment of paper, vigorously writing away when a fellow clansman bursts into the hall, carrying a copy of the mandates. Looking up, Drynn takes the copy, nodding in thanks to his kinsman, before opening it up and reading it's contents. A bit surprised, yet not unready, Drynn gathers up his writing materials before exiting the clan hall. On his way to the King's chambers, Drynn writes down the names of his three ministers, considering the personal tendencies of each. Satisfied, Drynn opens the door to the King's chamber, ready to present his list.
