Declaration of the Highlander League

Foreseeing the outbreak of global-scale conflict, Duke Henry had preemptively sent out ravens to those within the Empire to those whose support could be counted upon. Under the cover of nightfall, the ravens arrived at the aviaries of the intended holdfasts and keeps, and even quicker were responses penned. Days after the war was declared, the Lords met within the Carnatian stronghold of Kovachgrad.

 

Formation of the Highlander League

 

The Highlander League finds itself formed in the wake of a new threat arising from the South. Despite many Lords of Lorraine having fallen to insurrectionist influence and while the Dwarves of Urguan make headway in the mountains, the Highlander League shall serve as a defensive pact protecting those of northern descent. In these dire times, men ought to band together and stand united against our common foe. As it stands, the Empire and the Dominion wage war with insurrectionist forces on all fronts, finding themselves hard pressed. The Highlander League shall not waver and will stand firm against the threat imposed by the so called Axionite Coalition. The member states of the Highlander League shall not be deterred by this rebellion. The concept of rebellion itself is heretical in its nature, as rebellion itself is against the will of God. God truly favors us on this day as he has given us the opportunity to convene with like-minded men of this Empire. While the disillusioned petty lords of Lorraine have bent the knee to their Staunton overlords, we as true sons of the north will remain steadfast against this impending menace. Our very way of life stands at a risk as these rebels seek to bring down decades of Humanity’s greatest achievement and to bring civilization itself to ruin. Everything we’ve constructed and built together would all be for naught if the rebels were to have their way. Caught up in their false quest of righteousness, Insurrectionist forces have allied themselves with age-old enemies of the Empire. Amongst the Stauntonite ranks are twisted and demented beings of necrotic origins as well as the filthy, savage Greenskin sons of Krug who have long waged war with men. Heresy on this scale has never before been heard of within the Empire and thus we cannot allow this to be tolerated. Therefore, as men of God and humble servants of His Imperial Majesty, we hereby bind ourselves in a union of common defense and for the preservation of  man. We hereby denounce the alliance of powers who refer to themselves as the Axionite Coalition and proclaim ourselves as the Highlander League.

Tenets of the Highlander League

 

• (A) The founding houses of the Highlander League shall be the House of Barbanov, the House of Kovachev, the House of Vanir, and the House of Ruthern. A Council is to be established, serving under the King of Hanseti-Ruska, with the King having executive authority over the League.

• (B) Members of the Highlander League are bound to one another in a defensive pact.

• (B.I) Member states are not prohibited from withdrawing from the Highlander League. However, a member state that does so choose to withdraw must write a missive concerning their departure from the alliance.

• (B.II) Member states must not undermine the overarching goals of the Highlander League.

• (B.III) Any internal disputes amongst the members states of the Highlander League are to be brought before the Council for arbitration.

• (C) If any members of the Highlander League are attacked and/or aggressed upon, the  Highlander League shall come to the aid of the aforementioned member.

• (C.I) Offensive actions taken by the Highlander League are to have ¾ backing of the Council and ¾ backing of the member states of the Highlander League.

• (D) A Magister Militum shall be appointed by the member states of the Highlander League with a ⅔ majority. The Magister Militum will answer to the Council and the King.

• • • (D.I) The Magister Militum must be of noble blood and have prior experience in command and in combat.

• (D.II) The Magister Militum is tasked with leading armies or raiding parties during wartime.

• (D.III) The Magister Militum is responsible for organizing the members states of the Coalition into a regimented fighting force. They are to hold joint trainings and exercises.

• (D.IV) The Magister Militum is permitted to appoint officers of the Highlander League from the various levies and bannerforces of the houses.

 

• (E) A research agreement is to be enacted between the houses of the Highlander League. All technological discovery or advancement is to be brought before League Council.

• (E.I) The Highlander League Council reserves the right to declare newfound technology or military innovation as classified. Those who know the secrets of said technology are required to keep the information confidential and out of the hands of those deemed as enemies, on pain of death and branding as a traitor.

• (F) Approval of new member states or houses into the Highlander League requires approval of a ⅔ majority of the League Council.

• (G) Those who do not seek the martial benefits of becoming a member of the Highlander League may seek Association Status with the alliance. An appeal must be made to the Council and be approved by a ⅔ majority.

• (G.I) Those of Association or Full Status are allowed the right of free trade between the members of the Highlander League.

• (G.II) Those of Association Status are permitted to supply expeditionary forces and enable lend-leases.

Tuvya finds it odd that Hanseti Vassals think they have the right to even try to form such a pact. Their oath binds them to defend and stand by their liege, this pact seems to merely serve as an empowerment of the vassals, the ever individualistic vassals.
