I don't think staff should interfere at all, except for maybe the kill on sight for non human races (but only if there are actually no non-EOM hubs left). The empire will end up collapsing on its own, I don't worry about that. If they do manage to conquer the entire world, I do think that deserves some kind of achievements/awards/special titles for the leaders. And if the unlikely happens and the EOM conquers the world and does not end up falling on its own, maybe staff should just do a hard reset next map and wipe it.
