Are there any rule(s) that confuse you or don’t make sense? (if so we can help clear it up!):  { Alterations to terrain and structures will be limited once a warclaim has been declared. It is advised that strategic locations are made tactically advantageous, while actually being built, while also reflecting proper RP barricades.}   I'm confused in the sense of,Would small 2 to 3 man barricades be a problem? Also,Would D-day style defenses be considered as a violation of "proper" RP Barricades?

In his Early life (Jaonos Bithana) Had His 2 parents and lived in  A small remote village near  Lindria,where the conflicts and events of the outside world had little to no effect on these simple villagers trying to sustain themselves and there families;overhearing conversations from passing traders of the great warriors who fought in the Imperial and Coalition War,Jaonos decided he would make his mark on the world by following their footsteps.His Father was a Weaponsmith and was only known within the area.Yet, he passed on this talent  to his son and made him even more skilled.

After working in a forge for so long,he decided to take his talents to a more diverse Area with more clients.

 

After reaching the age of 20,he bade farewell to his family and his village;and left with nothing but,the clothes on him,some rations,and the burden of the journey ahead.......

( Also to answer your question of the rules, I believe that the rule is there to prevent people from building unrealistic amounts of barriers before an attack occurs. If you have D-Day like defenses before your city goes under attack then it would be completely allowed.)
