Arcane Displacement Teachability

After a vote amongst the lore team the following has been concluded:

 

 

-The Planar Dictate will no longer be able to be held by an individual or group and now teleport away after usage immediately.
 
-Arcane Displacement can now be taught after six months of use to a single individual who then cannot teach. TAs are denied after teaching.

 

 

So in more elaborate wording, the Dictate cannot be hoarded or even held anymore and will be on the move almost constantly. It's release is up to my discretion so there may be times when it is not hidden somewhere and cannot be found -- if you ask I'll tell -- and the number of users is locked. As well, only readers of the Dictate can become teachers and their students who haven't read the Dictate cannot teach the feat. Apologies for putting this in off topic, I didn't know where else to put this tiny announcement.

What if the student whom cannot teach anything gets ahold of the planar dictate and reads from it? Would the only benefit be that they now have the potential to teach someone? What happens?
