I agree with this rule specifically because of the fact that OOC and IC matters require separation. Roleplay is meant to be fun, and kept separate from personal issues. 
Are there any rule(s) that confuse you or don’t make sense? (if so we can help clear it up!): Everything seems pretty straightforward!

What is Roleplaying?: Roleplaying is acting out a particular role and creating scenarios in which you have to think differently that you normally would.
What is Metagaming?:Taking OOCly gained information or information your character would have no idea about and applying in roleplay to give yourself some type of upper hand.
What is Power-emoting (Powergaming)?: Powergaming tends to be when a roleplayer RP's their character to max capability, sans any flaws or hurdles in their actions. Especially when wholly unrealistic.

Biography:

Born in the year 1390 in Haelun'or, Alvried was raised among a family of high standing; learning to appreciate great finery, etiquette, the arts, and music. His family, like many, were strict on his teachings. Because of this, Alvried keeps a high and stiff posture, and speaks clearly and concisely; wasting not a word. Growing up, he had a strange affinity for the macabre; having read countless books on the morbid and strange, as well as dabbling in taxidermy and the care for venomous plants and animals. Under his family, Alvried led a comfortable childhood.  Despite his upbringing, he enjoyed straying from the status quo of his race and class, Alvried was much more vain than most, and heavily valued pulchritude over most other things. Into his adulthood,  he grew tired of the dreadful complacency that became a deafening silence in his life. He’d set out from Haelun’or, into the world, to make a name for himself. 

 

Personality Traits:

 Alvried holds himself highly, keeping a reserved yet minutely condescending air about him. He prefers to keep to those like himself, and is keenly observant in the mannerisms of others, bold enough to point out their shortcomings. Despite his austerity he possesses an enthralling and almost enigmatic charm.
He is confident in his abilities, and may even be a tad vain.

 

Ambitions:

Alvried would like to pursue magical knowledge, and better himself in any way possible. Even if only to gain power.

 

Strengths/Talents:

Bookkeeping, as well as a knowledge of how to care for venomous animals and plants. Fencing, and proficient with small blades. Dextrous.

 

Weaknesses/Inabilities:

His stature prevents him from engaging in heavy physical combat. Vain, and extremely picky. Condescending. (Though he’d argue these are strengths.)

Appearance: Alvried is a clean, well-kept Elven man with near-perfect posture and manners. He speaks clearly, and doesn't skip a beat. With a head of slick, raven-dyed hair atop his head which he keeps  in a neat bun or ponytail. His smooth skin is fair, almost ghostly so, only serving to illuminate the emerald shade of his eyes. His wardrobe consists of dark colors, though ornate, and a pair of leather gloves which he seldom removes.

Your application is great so far! However, there one small thing that you'll need to fix which is your persona's hair color. Pure High Elves cannot have black hair, I would suggest changing it to either blond, silver, or white.
