[Fixed][Bug] Tools don't seem to be doing any damage

<!--- Please give a short description of the issue here -->  Tools don't do as much damage as they should be doing, it appears as though they only deal fist damage instead of the vanilla tool damages.

Race: halfling

**Steps to Reproduce**

1. Go into the mining world
2. Find a skeleton
3. Attack said skeleton with a stone axe or pickaxe a good number of times
4. Watch as the skeleton keeps on shooting and shooting you, with your attacks doing almost nothing


**Expected Behavior**

Tools such as Axes and Pickaxes should be doing a decent amount of damage, albeit less than a sword's damage
**Actual Behavior**

The Axe or Pickaxe does almost no damage

I think I was at around Y=40 in the mining world when I noticed this

Intended feature as a stop-gap solution for balancing 1.8 swing timers. We didn't want axes to have odd runaway damage in the 1.9 system - swing timers.
