PROPOSAL OF CONFEDERATION

A missive is sent out to all prominent dwarves. The parchment is nothing fancy: but a plain piece of paper printed upon by woodblock press. It is written in standard dwarven for all to enjoy:

 

To those who fashion themselves the leaders of the dwarves in this new and exciting era,

 

Hail! On behalf of Anbella I bid you well, and may she keep your hearths ever-lit. May Dungrimm guard your livestock and shield you from your enemies. May Belka bless you with the boon of fertility. May Armakak secure your wealth, and may Grimdugan provide you with the ambition to produce more. And also may Ogradhad give you wisdom, so that you might consider this proposal with no delusions.

 

And for those of you who do believe in other divines, I make concession also! May Wyrvun ever provide you with virtue, if you shall believe in him. And may Dormmar grant you skill in the good arts and shield you from the bad ones, if you shall believe in him. Yes, for we must respect all dwarven cultures.

 

But to all Dwedmar one prayer rings universal, one name rings ever-praised: that of YEMEKARR. May you perpetually respect YEMEKARR's creation. And for that creation, the diversity which makes it the creation of YEMEKARR and not of feeble dwarf, does this missive aim to advocate.

 

The Grand Kingdom of Urguan is dead. It was a mistake that repeated itself until its ultimate ruin. Hereupon its death was accepted as fact: the Frostbeards, ever cunning and skillful, established their own state. It was for the best of all. After all, how many times had the ambition of young dwarves been quashed by the cemented oligarchy of the corrupt Urguani "state?" How many times must we suffer stagnation because of incompetent, overly centralized leadership? YEMEKARR made this world far and wide, and the dwarves he blessed with diversity and different race, but we spit in our creator’s face. We, the Dwedmar, took that vibrancy and attempted to contain it within the confines of one dysfunctional nation. Today, the common dwarf rejoices at the absence of the Grand Tyrant of Urguan! Today, the old corrupt noble weeps, for he is deprived of his debauched instruments of control and oppression.

 

All over Atlas, this new land which YEMEKARR has created for us and bestowed upon us in good will, the Dwedmar labor. They labor to build their new lives after Urguani oppression. They labor to perhaps create new holds, following in the steps of the motile Frostbeards. Indeed, they labor to forge their own destinies, a right gifted to them by YEMEKARR, inalienable and indivisible.

 

Yet simultaneously, those old nobles also plot. Zahrer Irongrider, head harlot of the harlots of Khorvad, his skin clammy with the curse of undeath, plots to revive Urguani stagnation. He licks Khorvad’s phallus to recieve his dark boons and with that magic he plots to revive Urguani oppression, spitting in the face of YEMEKARR’S vibrancy. With the instruments of Darkness he schemes alongside his minions of Az’admar (may this name bring only ill fortune to those who align themselves with it). He schemes to revive the Failed Kingdom of Urguan with necromancy as he did his own putrid corpus. He schemes to rob us of our freedom.

 

Nay, Dwedmar, do not be swain by this charlatan of chaos! Heed not his fear-mongering: diverse does not mean weak! Diverse does not mean divided! We do not need a council or central government to function as Dwarves, only the blessing of YEMEKARR (which we have already been given)! We do not need this damned Treaty of Az’Admar! With paper and magic does this Zahrer aim to fashion for us chains! Do not accept these gilded gyves, o Dwarves! For there is another option.

 

As it was in the ancient times, let us form a Confederation! A Confederation of free and independent city-states, ruled by dwarves in the fashion that they like! YEMEKARR’S BALANCE shall extinguish the detrimental ones, and uphold the solid ones! Indeed, it was YEMEKARR’S BALANCE which destroyed the Grand Mistake of Urguan and made room for our independence. In the same fashion, YEMEKARR’S BALANCE shall damn the Asinine Trifle of Az’Admar to ruin, and uphold an independent system like that of our revered ancestors.

 

The principles for the Dwarven Confederation (DA BAKTHRUMMAZIAN KHAZADMARIAN) are simple and as follows:

1. If a sizable number of Dwarves are free, and betwixt them have forged a functional form of government which can defend and provide for its citizens, then they are a State of Dwarves under the blessing of YEMEKARR.

2. The king of the most militarily powerful State of Dwarves, proven by his ability to muster his military and protect his status as most militarily powerful, is the Grand King of the Dwarves.

3. The Grand King of the Dwarves carries no executive duties: he cannot levy tax, he cannot demand tribute, and he cannot demand men from the States of Dwarves.

4. During wartime, when one State of Dwarves is attacked, the Grand King of the Dwarves takes control of the Armies of the Dwarves for the protection of all States of Dwarves.

5. To ensure that this burden is not too heavy upon the shoulders of him who carries it, during wartime, the leaders of the States of Dwarves must pay tax and homage to the Grand King of the Dwarves so as to compensate for his protection. If a State of Dwarves shall not do this, then it is not the responsibility of the Grand King of the Dwarves to protect them.

 

With this simple system, we shield our freedom and vibrancy. This way, our many dwarven cultures and our many fierce ambitions can coexist while also defending themselves. This way, the weak are swept away by the wind and the strong remain cemented in stone. And this way, we can be diverse while also being strong.
