[Fixed][Bug] Fly Plugin broken after Bungee Restart

Description
As per the new fly plugin, we are informed to type /purchasefly [region] [name]. You pay 500 mina per person. This was done by myself yesterday (forget the time) purchasing fly for myself, and no one else. After the Bungee restart today, when we logged back on every single person in my region had access to flymode.

Steps to Reproduce

Unsure how exactly to reproduce this, though I can only imagine it is due to the bungee restart. Every other restart that has happened has not had this effect.
1. Purchase Fly for one person in a region
2. Bungee Restart
3. Flymode for everyone.

Expected Behaviour
Typically, the plugin should remain consistent through restarts. Only the purchased member should have flymode.

Actual Behaviour
Instead, every person in the region has flymode after the bungee restart.
