Property Ordinances

Property Law, or Property Ordinances, define the limitations on what can be done to the land and buildings within the City of Omeryn. These restrictions are enforced by the Office of the Lord Overseer, utilizing Stewards and the Traceless Order, with the foundation of the Empyrion’s blessing. Punishments for violations of Property Ordinances never involve jail time, beatings, or exile, but rather solely encompass varying degrees of fines. Repeat offenders, or especially harsh offenders, may face a worsened form of punishment at the discretion of the Empyrion.

 

 

OWNERSHIP TYPES

 

Leased

Leased property is a building, piece of land, or stall that is under temporary ownership. This ownership expires at the behest of the Lord Overseer, at any given time, that the leaser is informed of at the earliest possible date.

 

Additional Leased Rights

  • Notice for Eviction: 3 days
  • Home or Land is Private Property: No
  • Right to Modify a Building’s Interior: Yes
  • Right to Request to Expand an existing Structure: No
  • Right to Request to Build/Expand a Basement: No
  • Right to Request to Build/Demolish a Structure: No

 

 

Owned

Owned property is a building, piece of land, or stall that has been formally purchased, and is therefore under indefinite ownership. The price of all buildings, pieces of land, and stalls are defined by the Office of the Lord Overseer, and the prospective buyer will be informed of the price upon first displaying interest. Property can either be outright purchased, or can be purchased at a later date while being leased.

  • Home or Land is Private Property: Yes
  • Right to Modify a Building’s Interior: Yes
  • Right to Request to Expand an existing Structure: Yes
  • Right to Request to Build/Expand a Basement: Yes
  • Right to Request to Build/Demolish a Structure: Yes


 

PROPERTY MODIFICATION

 

Construction Permits

All modifications to an existing domicile, piece of land, or stall requires the acquisition of a Construction Permit, handed out following a request of the Office of the Lord Overseer. Requests for construction, as elaborated below, will automatically result in, if accepted, the distribution of a Construction Permit. Violation of this restriction could result in fines up to 500 Minae.

 

Exterior Expansions

All exterior expansion requests must be submitted directly to the Office of the Lord Overseer. These requests must be accompanied by the exact size, and overall extent of the changes, and a detailed description of the new appearance of the domicile. Violation of these restrictions could result in fines up to 15,000 Minae.

 

Natural Changes

Exterior changes involving the modification of existing flora, whether minimal or extensive (such as living next to a public park or garden) is permitted so long as it is defined under a submitted request for an exterior expansion or structure erection/demolition that has been accepted. Violation of this restriction could result in fines up to 500 Minae.

 

Subterranean Expansions

Creation of, or expansion/demolition of an existing, basement, cellar, or other subterranean structure must be submitted as a request to the Office of the Lord Overseer. These requests must be accompanied by the exact size, and overall extent of the changes, and a detailed description of the new appearance of the domicile. Unless explicitly permitted, the confines of the subterranean structure can extend no further than the limitations of the ground floor walls of the domicile. Violation of these restrictions could result in fines up to 1,000 Minae, in addition to a fine of 10 Minae per block beyond the limitations of the ground floor walls, where applicable.

 

Interior Changes

The interior of all domiciles can be freely modified at the will of the primary owner/leaser. Exterior wall designs and colours may not be modified under the allowance of this ordinance, nor can window designs and colours be modified, without the explicit permission of the Office of the Lord Overseer. Violation of these restrictions could result in fines up to 1,000 Minae.

 

Structure Erection

Construction of a new structure on owned land must be submitted as a request to the Office of the Lord Overseer. This includes: houses, towers, shacks, stalls, stables, gardens, and all other structures unrelated to an existing structure, if applicable. Violation of these restrictions could result in fines up to 15,000 Minae.

 

Structure Demolition

Deconstruction of an existing structure on owned land must be submitted as a request to the Office of the Lord Overseer. Owning one’s home does not inherently mean that one owns the land it’s sitting on, and demolition of one’s house on land unowned is prohibited without the explicit permission of the Office of the Lord Overseer. Violation of this restriction could result in fines up to 15,000 Minae.


 

HISTORIC PRESERVATION

 

Man-made Structures and Areas

Man-made buildings, objects, or other large designs, specifically designated as ‘Historical’, cannot be modified, moved, or otherwise changed in any fashion, until said designation is revoked. Designations are applied at the behest of the Office of the Lord Overseer, or the Empyrion. Violation of these restrictions could result in fines up to 5,000 Minae. 

 

Natural Structures and Areas

Natural areas and flora, specifically designated as ‘Historical’, cannot be modified, moved, or otherwise changed in any fashion, until said designation is revoked. Designations are applied at the behest of the Office of the Lord Overseer, or the Empyrion. Violation of these restrictions could result in fines up to 5,000 Minae. 


 

SIGNAGE

 

Advertisements

Signage designed to promote a business, organization, guild, religion, or other collection, or theme, is prohibited outside of posting on the notice board, without the explicit permission of the Office of the Lord Overseer. Signage designed to label a business, home address, or ownership of a home, is permitted so long as said signage is placed near the main entrance, and only one instance of such signage exists on a building. Violation of these restrictions could result in fines up to 500 Minae. 

 

Price Notations

Signage designed to display the prices of goods sold at a leased, or owned, stall is permitted so long as it is restricted to the confines of the stall, whether on or within. Placement of signage around, that is to say beyond the confines of the stall, is prohibited without the explicit permission of the Office of the Lord Overseer. Violation of these restrictions could result in fines up to 500 Minae.

 

Political Promotions

Signage designed to promote candidacies for office are prohibited outside of a designated election cycle. As well, signage promoting certain political affiliations, alignments, or otherwise signage belittling a political individual, whether a government employee or other prominent figure, is prohibited without the explicit permission of the Office of the Lord Overseer. Violation of these restrictions could result in fines up to 500 Minae.


 

ENFORCEMENT

 

Office of the Lord Overseer

The “Office of the Lord Overseer” refers to the bureaucratic structure beneath the Lord or Lady Overseer. The individuals within this structure carry varying authority to enforce the restrictions aforementioned. These individuals may call upon the Traceless Order to aid with distribution or collection of fines, evictions, or otherwise, when they feel they may be harmed for doing so.

 

Structure of the Office

The Lord/Lady Overseer

  • The highest post within the office, held by one of the members of the Lordy Council. This individual possesses the sole authority to distribute, or revoke, Construction Permits, and is required to sign off on all evictions (which can be issued for any reason), fine distributions, historic designations, and property searches (conducted by Stewards).

Stewards

  • Assistants of the Lord/Lady Overseer whose primary duty is to distribute houses, property, and stalls, whether leased or sold, and whose secondary duty is to remain vigilant for ordinance violations. With this latter duty comes the right to request, to the Lord/Lady Overseer, the right to search a house for inspection purposes, as well as the right to carry out approved evictions, and fine distributions.

Event Coordinators

  • Assistants of the Lord/Lady Overseer whose sole duty is to plan and supervise city-wide events.


 

ORDINANCE ADAPTATION

 

Changes, Additions, or Removals to the Standing Ordinances

All modification requests for the above must be submitted in the form of a written, and detailed, request to the Office of the Lord Overseer. These changes will thereafter be carefully scrutinized and voted on by the Office, and if approved, such requiring a majority, will be implemented.
