Imperial Courtly Requirement Edicts:
Updated Regulations for Courtly Seating, Dress and Etiquette
in the Year of Our Lord, 1732

By GOD’s grace and in light of recent behaviour proven disruptive to Courtly proceedings, it has come to the Council of the Interior’s attention that the proper Courtly Requirements of the Empire have not been met for some time, since the last Etiquette Acts centuries ago. In light of this - with approval of His Imperial Excellency, Adrian de Sarkozy - I, the Chamberlain, do publish these three Edicts, so as to inform and enforce proper regulations for Seating, Dress and Etiquette effective immediately in all Imperial Courts, from Diets to War Councils. Inability to behave accordingly with the updated regulations will result in exclusion from court regardless of rank or title.


THE COURTLY SEATING EDICT

It is of utmost importance that any and all attendees of the Imperial Court know their place; where to stand, where to sit, who to be in front and above and who to be behind and below. Mistaken as arbitrary by some, the layout of the courts is in fact a basic and necessary requirement of all court attendees in order to not only show the proper respect to the Imperial government and its Vassals, but to also ensure court proceedings may be done in an orderly manner. Recognising such, a proper map of the Throneroom In-Session is published below:

All who prove themselves unable to adhere to the above seating plan will be forced to wait in the Outercourt.


THE COURTLY DRESS EDICT

Another necessity for court attendance is to uphold the appearance expected of an individual corresponding to their rank, and also to uphold the basic necessities of modesty and decency in the formal setting. 
 

  1.  Crowns, Tiaras and Circlets may be worn exclusively by the EMPEROR, EMPRESS, IMPERIAL PRINCES, IMPERIAL PRINCESSES, Landed Vassal KINGS and their QUEENS/ QUEEN-CONSORTS along with their respective heir PRINCES and PRINCESSES as well as Landed Vassal PRINCES OF THE EMPIRE and PRINCESSES OF THE EMPIRE. Exceptions will be made for the wearers of  Crowns, Tiaras and Circlets hailing from realms beyond the Empire only when said realms have been summoned to the Imperial Court. Those unable to comply will have their false Crowns, Tiaras and Circlets confiscated until the Court’s conclusion or their departure.
     
  2. All arms and armour are strictly forbidden in court. The throne room is not a battlefield; all court attendees excluding the Marshal, uniformed members of the Emperor’s Guard, uniformed members of the Crownland soldiery, Imperial Knights and uniformed Vassal Bodyguards (of which each Vassal Ruler is permitted no more than two) are forbidden to bring arms or armour. Further exceptions are made for the Sovereign and Vassal Rulers, who are each permitted a ceremonial breastplate, and legal Nobility and Gentry who are (along with the Sovereign and Vassal Rulers) permitted to carry a decorative knife or one-handed sword so as to promote the respectability and good health of our Holy Empire. Those unable to comply will be forced to wait in the Outercourt. 
     
  3. All courtly wizards are required to wear a pointy hat coloured in accordance with the house they serve and adorned with a minimum of three stars. Apprentice Sorcerers beneath courtly wizards are in turn required to wear a pointy hat coloured in accordance with the house they serve adorning a singular star at its tip, whilst it is also encouraged that broomsticks, magick wands and staves are not taken to court in accordance with the above regulations on arms and armour so as to promote the respectability and good health of our Holy Empire. Those unable to comply will be deemed suspect to black magick and be subsequently ousted from Court, if not thereafter tried for witchcraft.
     
  4. All Women’s shoulders beyond ⅓ from the neck outwards, legs from the ankles upwards, chests from the collarbones downwards and arms from the elbows upwards must be hidden appropriately so as to promote the respectability and good health of our Holy Empire. Those unable to comply will be forced to wait in the Outercourt. 
     
  5. All Men’s torsos from the mid-breast downwards, legs from the ankles upwards, and bellies in their entirety must be hidden appropriately so as to promote the respectability and good health of our Holy Empire. Those unable to comply will be forced to wait in the Outercourt.
     
  6. Upon the First Dias, Second Dias and Upper Stands, bald or balding Men not ordained in the Clergy of the Canon or recognised as devout to the Prophet Owyn must cover their scalps with appropriate wigs or headwear so as to promote the respectability and good health of our Holy Empire. Those unable to comply will be forced to sit in the Lower Stands.
     
  7. Upon the First Dias, Second Dias and Upper Stands, Men choosing to adorn facial hair must be properly groomed. Men below the age of sixty opting to sport moustaches must keep them well curled and oiled so as not to droop or fray, and must not exceed the length of three inches from the root. Men below the age of sixty opting to sport beards must keep them well combed and clean so as not to tangle or fray, and must not hang lower than the neck or wider than the ears. Men above the age of sixty are permitted moustaches and beards no longer than their waists, and must keep them well combed and clean so as not to tangle or fray. Exceptions will be made for Courtly Wizards, allowing them to keep beards longer than waist length at any age. Wizard Apprentices are not allowed this exception. Women are outright disallowed from growing facial hair so as to promote the respectability and good health of our Holy Empire and so as to avoid confusion with the likes of dwarf kind. Those unable to comply will be forced to sit in the Lower Stands.

THE COURTLY ETIQUETTE EDICT

Finally comes the requirement for proper behaviour during court proceedings. That is to say, knowing when to speak, how to address others and how to physically act in accordance with one’s rank.

 

  1.  Orcs, Hou-zi and Kharajyr are not permitted to pass the Outercourt without special permission from the Sovereign, whilst Elves and Dwarves are permitted to attend court so long as they respect Courtly Etiquette and speak only when spoken to. Exceptions can be made in the case of vassal and alliance specific courtly proceedings, so as to promote the respectability and good health of our Holy Empire.
     
  2. Upon the Upper and Lower Wings, Upper and Lower Stands, Upper and Lower Pit and Outercourt observers wishing to chat amongst themselves must do so in a manner ranging between a whisper and an undertone volume of speech. Louder speech is permissible only when summoned to the Upper Pit or Second Dias and asked to speak by the Court so as to promote the respectability and good health of our Holy Empire. Individuals deemed too loud may be removed depending on the severity of their outbursts.
     
  3. Only the Court, which at any given time includes the Sovereign, the Chancellor, the Vice-Chancellor, the State Council, the Marshal, the Chamberlain and the Pontiff  may speak without address during Courtly proceedings. This privilege is extended to Vassal Rulers and Allied Rulers during their relevant summons, whilst Imperial Royalty, Imperial Advisors, Nobles, Gents, Clergy, Wizards, Commoners and all other attendees are expected to speak only when spoken to during Courtly proceedings, so as to promote the respectability and good health of our Holy Empire. Individuals deemed unable to speak at an appropriate volume amongst themselves or hold their tongues during proceedings may be removed depending on the severity of their outbursts.
     
  4. All acts of violence and arms bearing outside of emergency scenarios warranting the Court’s protection will result in immediate removal. Exceptions may be allowed for knights, those being knighted and vassal rulers kneeling before their blades whilst addressed by the Sovereign. Those unable to comply will be arrested on the grounds of attempted assault.
     
  5. All forms of magick are strictly forbidden in the Court, be they from Court Wizards, Apprentice Sorcerers or otherwise. Creatures dependant on spells for their existence (such as the fabled Dwarven Golem) are subsequently also forbidden in Court, so as to promote the respectability and good health of our Holy Empire. Those unable to comply will be arrested on the grounds of attempted assault and witchcraft.
     
  6. Upon the First and Second Dias, male attendees must remove any headwear whenever a woman of the rank Lady or higher is called forth to the Upper Pit or Second Dias to speak, to be removed from the start of her journey to the Upper Pit or Dias to the point at which she begins speaking, where such headwear might be adorned once more. Legal wearers of crowns, wearers of wigs, legal wearers of military helmets and female attendees are excluded from this, so as to promote the respectability and good health of our Holy Empire. Those unable to comply will be publicly shamed by the Chamberlain and risk the confiscation of their respective headpiece, in accordance with the Courtly Dress Edict.
     
  7. All attendees, as on all occasions, must use proper styling when addressing one of the noble ranks. They are as follows:
    EMPEROR: Your Imperial Majesty, and thereafter as Majesty or Sire.
    EMPRESSES: Your Imperial Majesty, and thereafter as Majesty or Ma’am
    LORD PROTECTOR: Your Imperial Excellency, and thereafter My lord or Sire.
    LADY PROTECTOR: Your Imperial Excellency, and thereafter My lady or Ma’am.
    IMPERIAL PRINCE: Your Imperial Highness, and thereafter as Sir
    IMPERIAL PRINCESS: Your Imperial Highness, and thereafter as Ma’am
    IMPERIAL PRIVY COUNCILLOR: Your Excellency, and thereafter as My lord or Sir
    IMPERIAL CHAMBERLAIN: Your Excellency, and thereafter as My lord or Sir
    KING: Your Majesty, and thereafter as Sire.
    QUEEN or QUEEN-CONSORT: Your Majesty, and thereafter as Ma’am.
    KING-CONSORT: Your Highness, and thereafter as Sire.
    PRINCE OF ALSTION: Your Serenity, and thereafter as My lord.
    PRINCESS OF ALSTION: Your Serenity, and thereafter as Ma’am.
    PRINCE OF THE EMPIRE: Your Highness, and thereafter as My lord.
    PRINCESS OF THE EMPIRE: Your Highness, and thereafter as Ma’am.
    PRINCE: Your Highness, and thereafter as My lord.
    PRINCESS: Your Highness, and thereafter as Ma’am.

    Inability to respect such styling will result in correction from the Chamberlain, and repeat offenders may lose the privilege to speak during Court.
