The Duma Representative Regulation Act of 1735

8th of Joma and Umund, 288 ES

 

An act to best protect the interests of the National Duma from representatives with ulterior motives

 

I.) No person deemed a citizen, subject, or official of a foreign realm shall legally be able to represent any lord or lady in the Duma. This includes relatives of current Duma members. Any spouse to a Haensemen on the Duma must be natural-born to be considered eligible. 

 

II.) If a lord/lady deems a representative necessary to sit in for them, their chosen person must fill out a form confirming residency within the Dual Monarchy of Hanseti-Ruska, to be submitted and reviewed by the Lord Speaker before the date of the next Duma session.

 

III.) The Citizenship Form will ask the potential representative to write their full name, date and place of birth, as well as which royal vassal or city they currently reside in. If the information cannot be verified by the Lord Speaker, they will be denied access into Duma.

 

IV.) In the event that an unauthorized person enters the Duma claiming to represent an absent lord, they will be asked for the filled out form. If they are unable to provide it, they will be asked to remove themselves from Duma, or forcefully removed by Duma Guards if the need arises.

 

V.) This act intends on outlawing foreign officials and foreign subjects, as well as unauthorized representatives from sitting in place of an absent lord or lady in the National Duma.

 

VI.) This act shall come into effect upon receiving a majority vote in the Duma and royal assent from the King of Haense.

Haeseni Census Act of 1738

A CONCURRENT RESOLUTION

 

To enact a census of the Kingdom of Haense and its Territories, to be conducted under the authority of the Duma and a Speaker-appointed Auditor of the Realm, and within the years of 1738-17341.

 

BE IT RESOLVED BY THE DUMA OF THE STATE OF HAENSE (THE KING CONCURRING):

 

WHEREAS, the Office of the Auditor, appointed by the Herzen of the Duma, to be charged with the creation of the national tally and record of the citizenry and population of Haense, under a survey called the census.

 

WHEREAS, the Office of the Auditor, to be led by the Speaker-appointed Auditor of the Realm, and to be given power in matters of subpoenaing local records of citizenship, personal records and identity, and other documents where needed to accomplish the goals of,

 

  1. Creating a thorough record of state,

  2. Surveying the people for the sake of personal information such as birth, nationality, ethnicity, and religion,

  3. Maintaining local records of the estates of Haense, in following the first and second goals.

 

WHEREAS, the Sponsoring Representative Aleksandr Ludovar, Duke of Kvasz, nominates candidate Otto Barrow, Archbishop of Jorenus, to the position as the first Auditor of the Realm (as of 291), to be confirmed by the Speaker of the Duma and King Concurring.

 

AN AMENDMENT

WHEREAS, the Office of the Palatinate will hold an advisory role over the affairs of the Office of the Auditor and the performance of the national census, chaired by the Lord Palatine themselves or a representative of his/her choosing.

The Ruskan Rod Act of 1738

10th of Msitza and Dargund, 291 ES

 

An act to establish a position of a Gentleman or Lady Usher of the Black Rod and Lord or Lady Handler of the Bulava.

 

This act is to maintain the independence of the Royal Duma whilst promoting cooperation with His Royal Majesty the King.

 

I.) This act will establish the position of Gentleman or Lady Usher of the Black Rod (Black Rod) and Lord or Lady Handler of the Bulava, who will call the sitting Duma to the Haenseni throne room to be briefed by the King at the beginning of each term. After briefing from His Majesty, the Duma must act and legislate accordingly to deliver the wishes of the King.

 

II.) Black Rod will serve as an appointed official, usually a retired or aging statesmen or ex-councillor, within the Royal Duma. Though he will be an official of the Duma, he is not permitted to sit in the chamber at any point, nor can he partake in the debates held in the chamber. He is not permitted to bring weapons of any form into the Duma chamber.

 

III.) The responsibilities of Black Rod are as follows:

  1. To summon the Duma to the King at the beginning of each Duma term.

  2. To carry the Black Sceptre of State.

  3. To issue and execute arrests of Duma members, should a crime be committed in session or should a member of the Duma seek to avoid justice within the Duma chambers.

  4. To issue summons to witnesses called for by the Duma and escort said witnesses to the chamber for interrogation.


 

IV.) The Lord or Lady Handler of the Bulava (LHB) will serve as an appointed official, usually a young and newly created knight, within the Royal Duma.Though he will be an official of the Duma, he is not permitted to sit in the chamber at any point, nor can he partake in the debates held in the chamber. He may a ceremonial sword into the Duma chamber, and is the only person permitted to handle the Royal Bulava of State.

 

V.) The responsibilities of LHB are as follows:

  1. To attend the Duma chamber with Black Rod to summon the sitting Duma.

  2. To carry the Royal Bulava of State to the throne room alongside Black Rod.

  3. To attend and assist Black Rod with arrests of Duma members within the chamber.

  4. To attend witness summons and escorts with Black Rod.

 

VI.) At the beginning of a new Duma term, Black Rod and LHB will be sent by the King to the Duma chamber to summon the representatives to the throne room.

  1. Black Rod will approach the Duma chambers, where the Duma guards will announce “The Gentleman/Lady Usher of the Black Rod. Bar the doors!”, and slam the doors to the chamber in the face of Black Rod and LHB. 

  2. Black Rod will bang 3 times on the door to the chambers, before the Lord Speaker will state “Open the door!” Duma guards will open the door and allow Black Rod entrance.

  3. Black Rod and LHB will enter the chamber with Black Rod announcing “Honourable members of the House.” Before offering a nod to the Speaker, and each bench respectively. “His/Her Majesty/Highness summons you to the Haenseni throne room immediately.”

  4. The Lord Speaker announces “Indeed, Black Rod. Lead the way.” LHB will then collect the Royal Bulava of State, ending the session. 

  5. Black Rod and LHB will lead the way to the throne room, followed immediately by the Lord Palatine and the Leader of the Opposition together, followed by the remainder of the chamber.

  6. Upon arrival in the throne room, His/Her Majesty/Highness will brief the chamber on what he/she wishes to be done in the new Duma term, before dismissing them back to the chamber.

  7. After the King dismisses the representatives from the throne room, they will return with Black Rod and LHB to the chambers. The Bulava of State will be returned to its mantle, allowing the Duma session to resume. 

  8. In the following term, the Duma are expected to legislate, not solely, in accordance with the intentions set out in the monarch’s speech.


 

VII.) In the event that a monarch is in infancy, or a regency is in place, the oldest and closest relative of the monarch may deliver the speech in their place.

  1. Only a member of the Royal family may deliver a speech to the representatives.

  2. Monarchs may send representatives in their place in extreme circumstances. These are as follows:

  1. A close family death is defined as an extreme circumstance.

  2. If the monarch has been summoned to Imperial Court or on Imperial business, extreme circumstances are met.

  3. It is an extreme circumstance if the monarch is severely ill or wounded.

  1. Regency councils may nominate a different member of the Royal family if it feels it necessary. 

 

VIII.) This act will: 

  1. Promote increased cooperation between the Duma and the Monarch whilst highlighting the independence of the Duma. 

  2. Allow the monarch to give guidance on how to legislate in the coming political term.

  3. Set goals and milestones for the Duma representatives to meet over the political term.

  4. Create a new constitutional tradition within the Kingdom.

Education Reformation Act of 1739

Education is at the heart of all great nations, and Haense is no exception to this statement. Education is in a state of decline, and if no steps are taken toward its improvement then it will cease to exist. This bill will ensure that education will not only return as a priority but will be a key focus of the Kingdom.

 

 

A New Stance on Education

 

Education should not be viewed as a worrisome task that must be completed, but instead as a bountiful opportunity for a child to improve upon his/her person. It is a privilege to attend a school of learning, and it will be treated as such. Our children are the future of our great lands and as any orchard that is well-tended to, the reward upon investment is immeasurable.


 

Instructors

 

The men and women who commit their lives to the children are to be treated with the utmost respect. They are the farmers in this analogy that will raise the children from a sapling, drive their roots deep within the Earth of knowledge, and nurture them into prominent symbols of success. They will be rewarded for their efforts by watching the children blossom, as well as being rewarded handsomely by the state for their devotion.


 

The Right to Education

 

The children represent the very future of our great Kingdom, and it is our goal to ensure their success by providing them with a high-quality education that will lead them to flourish. Children below the age of fourteen are entitled to an education free of charge if they wish to pursue such a privilege. Above such an age, they will be charged a fee of one-hundred mina to attend and complete a single class of their choosing. This fee will be paid in full to the instructor of said class before the adult is allowed to participate.


 

Proof of Education

 

As a symbol of hard work and perseverance, a child or adult who partook in a class, or graduated all classes, will be awarded a book detailing the specifics of their success. This document may be used to prove their worth to future employers, or as a simple token to keep as a reminder of their hard work.

Education Committee Act of 1739

Purpose

 

The purpose of the Education Committee is to ensure that the Kingdom of Hanseti-Ruska has a stable and prosperous education system. This mission will be accomplished only by a dedication to the betterment of society and an unending drive to create a lasting impact that will educate the children for generations to come.


 

Structure

 

In the Education Committee, there will be a variety of officials that will need to be selected. The first position that will be needing an appointment is the Head of the Education Committee, which will be referred henceforth as the HEC for convenience. Once the HEC is decided, he or she will then be tasked with choosing Haensefolk for the following positions (note: all positions may be amended for specific needs):

 

Chairman of Public Relations: Listens to the public’s opinions and recommendations

 

Chairman of Syllabus Composition: Writes and reviews all course syllabuses

 

Secretary of the Education Committee: Assists the HEC in writing legislation as well as handling the enrollment of students

 

Royal Governess: Assigned by the Grand Lady of the palace, the Governess is an official caretaker and tutor of the Royal children, and must complete schooling as a child or adult to be considered for this role.

 

The HEC in Depth

 

The HEC will act as the representative of the Education Committee when addressing His Majesty, as well as when presenting bills to the Duma. The general qualifications of the HEC are being able to address the Duma, write legislation, and be committed to furthering the quality of education in the Kingdom of Haense. This position will be appointed by either His Majesty or, if His Majesty sees fit, the Royal Duma.


 

Function

 

The primary functions of the Education Committee are as follows:

 

  • Decide on major changes to the education system and the procedures that accompany that system

  • Create courses and syllabuses for these courses

  • Hire instructors that are qualified and clearly understand the values of education

  • Petition the Crown for funding and facilities to assist in their endeavors

  • Place the needs and improvement of education above personal desires

  • Preserve Haeseni culture and improve upon said culture so that it will be sustained for the entirety of its history
