[Bug] Horse Taming Bug

**Description**
When one attempts to tame a horse, it refuses to allow you to open the inventory to place a saddle on the horse. After modreqing, Tigergiri informed me that it was probably due to Mob AI being reduced during the time that the server is under a HIGH load.

**In game specifications**
Server is under high load. It’s not just me as Tigergiri attempted it as well. We even tried to use a different horse which also didn’t work.

**Steps to Reproduce**

1. When server is under high load, find a horse.
2. Get on horse.
3. Spam the ‘e’ key repeatedly in an aggressive attempt to open your inventory.
4. Break all surroundings in frustration.

**Expected Behavior**
Be able to open horse inventory to place saddle on horse.

**Actual Behavior**
No response to inventory key.

**Additional Information**
As I said, server was under high load.

IIRC high load prevents taming of horses because taming is part of the AI process. If you have an already tamed horse you can open it’s inventory. You’re kind of **** out of luck because disabling mob AI is the only way to have reasonable tps at 200+ playercounts.
