Hefrumm's Shift in power [The People's Decree]

The People’s Decree 

It is no secret Hefrumm is going through difficult times. For this has been our hardest year in my time of rule of Hefrumm. Deals and negotiations with many groups of which include the party of the Silverstar, the orphanage of Laureh’thilln, and the Ireheart Clan. However, to all these negotiations the chiefs have not shown proper dedication to their role. For this reason I have decided to remove the chiefs from the chiefs’ council until they once again are able to gather three individuals from their clan. This measure is taken following the constitution of Hefrumm which states that a clan must have at least three members to be able to be in the chiefs’ council. To avoid having the possibility of a dictatorship the powers of the Chiefs’ Council will be going through the Folk’s Council until one or more clans achieve the needed requirements to be in the Chiefs’ Council. In this way we create a precedent to give a direct say to the people of Hefrumm in the times when they are not large enough to be represented by their chiefs.
