ACT OF THE IMPERIAL DIET

 


 

THE IMPERIAL BUDGET ACT, 1787

Passed in the 20th Imperial Diet.

INTRODUCTION

With each diet the Minister of the Treasury must present to the diet a proposed budget for the rest of the term. In recent years, the budget has been noted too vaguely, in which the budget this time will be elucidated, and justified more appropriately. If passed, this bill will authorise another biennial report of both the budget and treasury to be released to the public, for the sake of transparency and proper documentation. The treasury sees it fit to build from the ground up once again, only covering basic salaries and necessary acts for now. This does not mean future prospects are going to be circumvented.

 

This year the Minister of the Treasury, George Dubois presents the budget to the diet as so:

 

SECTION I:

 

The Minister of the Treasury George Dubois allocates 22,050 Imperial Marks per annum for this diet’s budget. With the justifications for said budget listed below:

 

  1. The City of Helena has collected a mean sum of 21,500 Imperial Marks through city taxes and other revenue over the past decade.

  2. Housing occupancy within the city of Helena is at the highest it has ever been, promising additional revenue in the years to come.

  3. The taxation of the Empire’s peers and landholders such as Kaedrin will soon occur, also promising additional revenue in the years to come.

  4. As it stands, the treasury amount is stable and on the rise allowing a more reasonable budget sum.

  5. As of 1787, the city of Helena collected a considerable Imperial Marks sum of 42,000 in revenue after the city itself collected its 20%.

 

SECTION II:

 

Of the 22,050 available Imperial Marks in this diet’s budget sum 19,550 Imperial Marks has been allocated to this section, regarding the various ministries.

 

Those ministries currently with 0 allotted Imperial Marks may be subject to change over the course of the diet, or thereafter should they file for required support at which point this bill will be brought forward once again for further scrutiny, or review.

 

  1. The Ministry of Justice will be alloted 6800 Imperial Marks per annum.

               I.I. Exact salaries have been summed, providing the entirety of the said amount.

  1. The Ministry of Civil Affairs will be allotted 0 Imperial Marks per annum.

  2. The Ministry of War will be allotted 10,000 Imperial Marks per annum.

               III.I. 5000 to 6000 of the allocated Imperial Marks sum will go towards the payment of salaries, and awarded bonuses to those deserving of it, e.g those who act courageously.

               III.II. 1000 to 2000 of the allocated Imperial Marks sum will go towards the production of weapons, or armour.

  1. The Ministry of the Treasury will allott payment independently to its workers.

               IV.I. Going by the Biennial Orenian Treasury Report of 1782 - 1783, the Treasury pays its workers depending on the ongoing projects that are being worked on.

  1. The Ministry of Foreign Affairs will be alloted 0 Imperial Marks per annum

  2. The Ministry of Intelligence will be allotted 0 Imperial Marks per annum

  3. The Ministry of Interior will be allotted 2,750 Imperial Marks per annum

               VII.I. Exact salaries have been summed, providing the entirety of the said amount.

 

SECTION III:

 

Of the 22,050 available Imperial Marks this diet’s budget sum 2,500 Imperial Marks has been allocated to this section, regarding acts, and/or other necessary stipends.


 

  1. The allotment of  less than 1000 Imperial Marks to those entitled to their military pension, in correspondence to the Protecting Our Veterans Act of 1777.

               I.I. While the treasury can apportion <1000, it does not mean it will meet the maximum as a result of the unpredictability of the act; more may become entitled, while some lose their entitlement.

  1. Personnel within the Supreme Court will be alloted 1500 Imperial Marks per annum.

               II.I Exact salaries have been summed for the Supreme Court, being three workers with a salary of 500 Imperial Marks each.
