Revision of the Tax Code of the Kingdom of Norland

ARTICLE I: Revision of Tax Codes

 

In the effort to keep the nation’s finances current to the ever-increasing costs of the Kingdom’s expansion, administration, and national projects, the Office of the Master of Coin, in cooperation with the Master of Keys, has determined that the taxes within the capital city of Varhelm are to be adjusted, alongside the districting of the city. The following changes will be made to the tax codes:

 

            SECTION I: Housing Size Parameters and Prices

           

The following are the official parameters for the houses within the city of Varhelm, and the taxes placed upon each property:

·        Small Homes are those that measure no more than 18 square meters on their ground floor, and consist of two floors. These will be subject to a tax of 15 mina (3 Quarter-Marks) per Elven Week.

·        Middling Homes are those measuring between 18 and 36 square meters on the ground floor, and consist of up to three floors. These homes will be subject to a tax of 20 mina (4 Quarter-Marks) per Elven Week.

·        Large Homes are those measuring between 36 and 50 square meters on the ground floor and consist of up to three floors. These homes will be subject to a tax of 25 mina (5 Quarter-Marks) per Elven Week.

·        Notable Estates are those manors and halls in the capital which are reserved for the Norlandic Clans and families of note. These homes will be subject to a tax of 40 mina (8 Quarter-Marks) per Elven Week.

 

To accommodate the above pricing changes, the tax ticket system previously used will be replaced with the Norlandic Mark, available for exchange at the Varhelm Bank. It is the desire of the Master of Keys and the Master of coin that taxes be paid in Quarter-Marks, equivalent to five mina each.

 

            SECTION II: Pricing for Commercial Properties

 

The following are the definitions and parameters for the commercial properties of the city of Varhelm, and the taxes placed upon each property:

·        Stalls are those commercial properties which are placed around Varhelm’s plaza and are open to the elements. These properties shall be subject to a tax of 20 mina (4 Quarter-Marks) per Elven Week.

·        Storefronts are those properties which are built into the terraces at the plazas borders, each with a home attached on the second floor. These properties shall be subject to a tax of 30 mina (6 Quarter-Marks) per Elven Week.

 

Similarly to the aforementioned changes to housing prices, it is required that tax for commercial properties be paid in Quarter-Marks.

 

            SECTION III: Changes to Taxation for Landed Subjects of the Crown

           

Given the disparity in population between the various vassals of the Kingdom and other municipalities within our lands, it has been decided to alter the amount in which tax is charged to each, based on the size, population, and classification of each settlement. The following is a list of the classifications of the lands of the Kingdom, alongside their respective levied tax:

·        Municipalities and Holdings are those settlements and villages which are overseen by a Heisir, and are smaller in scale or population than fully-fledged vassals. The Heisir of each municipality or holding will owe a tax of 120 mina to the Crown every Elven Week.

·        Burghs are those towns which are those lorded over by a Burgrave, as appointed by the King. The Burgraves will owe a tax of 140 mina to the Crown every Elven Week.

·        Jarldoms are those cities ruled over by the Jarls of the land, larger than villages but not on the same scale as the larger cities of the Kingdom. The Jarls will owe a tax of 180 mina to the Crown every Elven Week.

·        Duchies are those cities of the Kingdom which are comparable to the Capital in size and population. The Dukes of the Kingdom will owe a tax of 240 mina to the Crown every Elven Week.

           

To accommodate the above changes, the documentation provided by the Capital’s payment office will be updated accordingly.


ARTICLE II: Implementation of Resettlement Incentives

 

Both in response to housing shortages in some parts of the Kingdom and in an effort to encourage settlement in the Capital, a system will be put in place to both encourage the purchase of homes and ease the costs of settling in. The following are the measures to be introduced:

 

            SECTION I: Tax Forbearance Initiative

           

To ease the costs of new arrivals in the city, a forbearance will be placed on taxes for the period of one annual tax cycle. To clarify, if a home is purchased it will be exempt from taxes collected at the end of that Elven Week’s tax cycle. Should a home be purchased in the same Elven Day that tax is collected, the exemption will not cover the next tax cycle. All homes in the city with the exception of notable estates will be eligible for this exemption, however commercial properties will not receive this exception.

 

            SECTION II: Rationing Initiative

 

As a benefit of residency in the capital, and to offset the impact of unpredictable harvests resulting from the local environment, all homes for which taxes are paid will receive a ration of food to supplement their larders. This ration will include hardy, long-lasting food such as breads, potatoes and dried or preserved foods. The ration will be made available from the tax payment office after the stewards have collected that Elven Week’s tax.


ARTICLE III: Tax Credits for Public Servants, Soldiers and Other Officials

 

To reward the service of those whose lives are dedicated to the betterment of the Kingdom, and to encourage others to take up such positions, the Master of Keys will be granting tax credits to those working in the following positions:

 

  • Government Officials, such as stewards and advisors to the King.
  • Members of the Red Clergy, including Keepers, Hearth Brothers, and Initiates.
  • All soldiers serving in the Varhelm Northguard.
  • All palace staff, including servants, librarians and custodians.

 

These tax credits will act as a flat reduction to owed tax, equivalent to 5 mina or 1 Norlandic Quarter-Mark. Commercial properties, except for those which contain homes within them, will not receive any reductions. Each household is only eligible for one tax credit per tax cycle. Documentation of tax reductions will be added to the drop boxes in the payment office for the ease of reference of recipients. Should you be eligible to receive tax credits and are not yet registered, or if an issue arises regarding the delivery thereof, please contact a steward or the Master of Keys as soon as you are able.
