The people of New Providence have needs which are in dire need of address with the competency of the municipal government. The previous mayorships have been lacking in substantial abilities or stern leadership which requires the need for a suspension of the charter. Henceforth this Act endeavors to centralize and maintain a competent municipal government to run the City of New Providence with the establishment of the Imperial Prefecture of New Providence. This shall be a direct Imperial jurisdiction headed by a Prefect who shall govern at the pleasure of the Crown

Article I: The Suspension of the City Charter of New Providence

• The City Charter shall be suspended and city elections postponed until further notice.
• The Office of Lord Mayor of New Providence will enter into a period of vacancy until further notice.
• The Office of City Clerk of New Providence shall fall under the Prefecture of New Providence and be a member of the Prefectural Committee. 
• The Office of Magistrate of New Providence shall fall under the Prefecture of New Providence and be a member of the Prefectural Committee.
• The direct oversight of all financial obligations of the City Clerk’s office by the Imperial Ministry of the Treasury shall be initiated.

 

Article II: Establishment of the Imperial Prefecture of New Providence

• The Free and Imperial City of New Providence is hereby reorganized as the Imperial Prefecture of New Providence.
• The Imperial Prefecture of New Providence shall be jointly governed by a Prefectural Committee.
• The Prefectural Committee shall be headed by a Crown appointed Prefect of New Providence.

 

Article III: Establishment of the Prefectural Committee

• The Prefectural Committee shall be established to govern the Imperial Prefecture of New Providence comprising of the following offices;
• The Office of Magistrate as defined in the City Charter of New Providence shall serve on the Prefectural Committee.
• The Office of City Clerk as defined in the City Charter of New Providence shall serve on the Prefectural Committee.
• The Office of Chief Taverneer shall be established and shall serve on the Prefectural Committee. The Office shall be held by the chief proprietor of the New Providence City Tavern.
• The Office of Police Commissioner shall be established and shall serve on the Prefectural Committee. The Office shall be held by the Lieutenancy of Police within the First Regiment of the Imperial State Army.
• The Office of Cultural Curator shall be established and shall serve on the Prefectural Committee. They will be nominated by the Ministry of Civil Affairs to upkeep the cultural bedrock of New Providence, coordinating events and festivities which best represent the people of the city.
• The Office of Diocesan Coadjutor shall be established and shall serve on the Prefectural Committee. They will be appointed to best dictate matters of faith and organize the diocese for the people of New Providence.
• The Office of Alderman shall be established and shall serve on the Prefectural Committee. They will be elected by the people of New Providence to represent their interests on the Committee.

 

Article IV: Establishment of the Office of Prefect

• The Office of Prefect of New Providence shall be established henceforth to govern the Imperial Prefecture of New Providence. They shall serve at the pleasure of the Imperial Crown.
• The Office of Prefect of New Providence will be given the authority to summon and head the Prefectural Committee in coordinating the governance of New Providence.
• The Office of Prefect of New Providence will hereby be granted a seat on the Council of State. This will ensure efficient interdepartmental cooperation in the joint administration of the Prefecture.
• The Office of Prefect of New Providence shall be granted the powers formerly belonging to the Office of Lord Mayor of the City of New Providence.
• The Office of Prefect of New Providence will hereby be given the authority to hire and dismiss members of the Prefectural Committee. 
• The Office of Prefect of New Providence will hereby be given the authority to govern the Prefecture of New Providence in the Crown’s stead.
• The Office of Prefect of New Providence will hereby be given the authority to sign trade agreements with the Imperial Circles to increase prosperity and cooperation between the settlements of the Empire.
