The Procurator of the Grand Duchy of Balian brings forth this announcement, expanding upon multiple items in their planning phases, alongside what is in effect and what is to come. At the end of this report, a question will be asked so as to ascertain the public's opinion.

With the understanding that the public hadn’t quite known about this, this is being expanded upon in this report.

Family accounts and/or individual accounts can be opened within the treasury, where a sum of minas may be deposited and later withdrawn at will.

What is being added onto the process is that upon creation, you authorize who is allowed to access it other than yourself, alongside in the event of death, who inherits any wealth upon the event of an untimely death. Individuals or families with current accounts must contact the Procurator within a Saints Week to set this up.

Who can Open Accounts?

Any citizen within the Grand Duchy of Balian may open an individual or family account via the Procurator and the Procurator alone.

Authorizing who can Access it

 Upon creation of the account, you may provide names that may access your account with the ability to deposit or withdraw wealth.

The name must be their legal, full name.

The individual must be introduced to prevent any identity theft.

On Inheritance

In the event of death, one of the features being introduced upon the publishing of this report is that of inheritance. Upon creation of an individual's account, they may set up who they wish to inherit any wealth upon an untimely death.

On Debt and Taxes

Should someone in ownership of an individual or family account come into debt with the crown or that of failure to pay their taxes, the owed sum will be taken from the account to pay any debts.

If debts are owed to the crown when an individual wishes to open an account, they must pay them off before they may be able to open it.

How to Deposit and Withdraw?

In order to deposit or withdraw minas, one must contact the Procurator. The amount will be given or taken, and the account files updated.

 

Checks on Rosa Lane

Due to the district being tax free, activity checks will now be in effect - a missive will be posted at the door each Saints Week, which need only be removed by the owner should they wish to stay living within the confines of their home on Rosa Lane.

Alongside this, as the district is meant for those unable to afford a home, if an individual resides within Rosa Lane that owns other property inside the city, such as a second home, they will be expected to leave Rosa Lane for someone in need.

 

The Deconstruction of Waterwall Hall

The homes within the terracotta mountains of the Grand Duchy beside are facing de-construction. Nearest the waterfall of Balian, they are unlived in and unkempt, due to this, it has been decided the space can be used in a more efficient manner and will be deconstructed within the coming Saints days.

 

On Wardship

Upon recent talks with a Miss Franziska Starling of Karosgrad, various aspects of Wardship had been touched on. With this in mind, the Procurator is officially accepting wards within the treasury.

They must be a citizen of the Grand Duchy of Balian.

They must be under the age of eighteen to be considered a Ward, past that, one must seek a position otherwise on the treasury.

They must have parental or guardian consent.

An interview will take place before any decisions are made.

 

On Other Positions

The search for a Deputy Treasurer has commenced, the role acting as second-in-command to the Procurator.

The Procurator is looking to appoint a head steward; their role consisting of varying tasks that will be expanded upon appointment.

 Lastly, the Treasury is always looking to hire on more stewards with varying times they may be awake, so as to cater to the overall populace.

It has come to the Procurator's attention that varying nations and settlements, such as our allies of the Kingdom of Haense, have opted to fire their auctioneer within the city:
