 As shown in the past, dwarven underground cities are in danger of underground creatures, be it giant worms, hidden tribes of ratfolk, or anything similar that could one day bring down our glorious capital. If Yemekar wills it this will never happen, however, due to the threat having existed in the past we must prepare for the present. The capital of Urguan itself is exceptionally vulnerable to these types of threats. Hefrumm, as one of Urguans founding members and supporters of Dwarven unity, will do all that is in our power to help our brothers if such things come to pass. This bill aims to provide a safety net for all dwarves if the worst were to come to our capital.

 

Article I - Recognition of the  Hefrumm Safety Act

 

  1. The Chiefs' Council recognizes and welcomes the Hefrumm Safety Act.

 

  1. No forest dwarf shall lose Hefrumm citizenship if they take the offer of the Hefrumm Safety Act.

 

Article II - Shelter

 

  1. In the case of destruction, foreign occupation, political unrest, or rendering the capital of Urguan unlivable, the citizens of the capital will be allowed to take shelter in available housing in Hefrumm.

 

  1. Refugees from the Capital will not pay taxes during their stay in Hefrumm.

 

Article III - Duration of Stay

 

  1. The citizens of the Capital will be able to reside in Hefrumm under the conditions stated in Article II, until the force threatening the capital has been cleared and the capital has been restored to its former state before the destructive event.
