However, the current system of clan recognition and acknowledgement is lacking, with some clans receiving many privileges despite their contributions and vice versa. Henceforth, The Grand Kingdom shall uphold and maintain the following Law of Clan duties and their privileges. CLAN RANKSᚲᛚᚨᚾ ᚱᚨᚾᚲᛊ ELDER CLANSElder Clans are those that trace back their lineage to the 7 sons of Urguan. These clans are ancient and venerable. The status of Elder Clan is mainly a cultural status, however, it does grant a few small privileges due to their historic importance, such as maintaining the title of Elder. GREAT CLANSThese clans have contributed greatly to the Grand Kingdom of Urguan, be it culturally, economically or politically. The title of Great Clan and its privileges are granted based on merit and do not depend if the clan is an elder or commoner clan. It is The Great Clans that have the greatest rights and privileges, which also permit them to further contribute to the kingdom. Great Clans are those that sit at The High Moot, both clans of common origin and those originating from the 7 sons are considered to be Great or Greater. Elder Clans may call themselves Elder regardless if they sit at the High Moot or not. COMMON CLANSClans that are officially recognised by the Grand Kingdom of Urguan, yet lack contributions towards the greater good for dwarven society, and thus do not maintain the rights that greater clans do. Common Clans may rise to become Great Clans should their accomplishments and contributions are noteworthy enough. DEFUNCT CLANS Clans that have been previously recognised or were active but have since faded into obscurity. Clans that are officially defunct do not have any rights, but if one wishes to reclaim a defunct clan, they must make their case in front of the High Moot.(For simplicity, The Hefrumm Confederation is considered as a singular Elder Clan) CLAN PRIVILEGESᚲᛚᚨᚾ ᛈᚱᛁᚢᛁᛚᛖᚷᛖᛊ HIGH MOOTOnly Great, provided they are not defunct, may sit on the High Moot and utilise its powers as dictated by the Articles of Urguan (eg. Nominating candidates for King, Submitting laws, etc.) AUTONOMY Only Great are granted a degree of autonomy to form their own guard, interact limitedly with foreign bodies at their own discretion and pursue their own goals, for as long as they are not detrimental to the Grand Kingdom. All clans however are allowed to decide their own internal succession rules, as well as establishing codes of conduct and creeds for themselves. CLAN HOLDSOnly Great Clans are allowed to establish feudal contracts with the Grand Kingdom granting them Holds, in which the operation of the Hold is at the discretion of those clans.Common Clans are allowed to standard land lease contracts with the Grand Kingdom of Urguan, only the administration of their property must be overseen by an official of the Grand Kingdom. CLAN HALLSOnly Great Clans are allowed to hold High Halls* within the Capital or outside of it. Common Clans are allowed to hold Common Halls* only within the Capital.
