PAR’INDOR (Preamble)

 

Under the threefold auspices of the Mistress of the Storms, I, Idril Sylvaeri, High Princess of Amathine, hence proclaim the Second Edict of Aianëar, to be enacted with immediate effect across the lands of the Crown of Amathine, to ensure the more effective governance of our beloved realm.  

 

INDORII’OEM (Article I). On the abolition of the Crown and Domestic Councils

 

By this edict it is enacted that the Crown Council and Domestic Council of Amathine are hence permanently dissolved, and being abolished, will sit no longer, their members discharged from their duties and offices nullified. 

 

INDORII’NIUT (Article II). On the creation of the Council of Amathine

 

By this edict it is enacted that the Council of Amathine is hence established. This chamber shall succeed its predecessors in advising the sovereign and constituting the realm’s government, and its councilors shall comprise the offices of state described in Indoriian III-VII. 

 

INDORII’HAEL (Article III). On the office of Medin’sair

 

By this edict it is enacted that the office of Medin’sair, as established in the Edict of Aianear of 166, shall preside over the Council of Amathine, and shall be entrusted ex officio as the keeper of the seal of the realm, in addition to the powers and obligations enumerated in that edict.

 

INDORII’VAILU (Article IV). On the office of Meracahir

 

By this edict it is enacted that the office of Meracahir shall accord its holder certain powers and obligations, as declared in trust to the Crown of Amathine. They are as follows: 

 

- The Duty to serve as the finance minister of the Crown of Amathine, managing the realm’s fiscal system and accounting for all expenditures and revenues faithfully.

- The Power to establish such regulations and taxes as should be necessary to maintain the solvency of the realm, and to disburse funds to state officials where they should be required.

- The Duty to preserve, develop and expand the infrastructure of the realm, and encourage its use in settlement and commerce. 

- The Power to order the construction of buildings, roads, and marketplaces, as the circumstances may demand. 

- The Duty to ensure that the residents of the capital should maintain their homes and promote commerce.

- The Power to direct, organize and manage the affairs of guilds and commercial associations domiciled in the realm through liaison with their masters, in line with the policy demands of the day. 

- The Duty to provide regular reports to the sovereign and their council, accounting for all expenditures and revenues as have occurred since the last report.

- The Power to conduct censuses in the realm for the better estimation of potential revenue, and to inspect the finances of tenants or landholders to ensure their solvency.

- The Duty to protect state revenues, reporting irregularities in monetary gains or losses in both the finances of the Crown of Amathine and its subjects. 

- The Power to appoint subsidiary officers as stewards, delegating such powers as might be required to enforce taxes, designate residences and evict tenants or landholders.

 

INDORII’KULIN (Article V).  On the office of Ahrilnir

 

By this edict it is enacted that the office of Ahrilnir shall accord its holder certain powers and obligations, as declared in trust to the Crown of Amathine. They are as follows: 

 

- The Duty to serve as the justice minister of the Crown of Amathine, acting as the sovereign’s representative in the administration of law and developing and managing the realm’s courts.

- The Power to charge, investigate and preside over legal proceedings for those accused of violating the law of the land.

- The Duty to confer proper judgment in trials, hearings and other cases of law, issuing rulings in these proceedings in accordance with both the letter and the spirit of the law of the land.

- The Power to establish and enact regulations as is necessary to ensure the rule of law within the realm, including codes of criminal law. 

- The Duty to enforce, without prejudice, any such edict or other legal instrument as proclaimed by the sovereign or their lawful representatives.

- The Power to make arrests and detain suspects as required to carry out investigations, and to requisition support from the realm’s military in the exercise of coercive power. 

- The Duty to provide regular reports to the sovereign and their council, documenting any such occurrence relating to charges, proceedings, investigations, offenses, rulings or precedents.  

- The Power to appoint subsidiary officers as judges, delegating such powers as might be required to discharge their official duties in the administration of justice, law and the courts. 

 

INDORII’BANIH (Article VI). On the office of Omentir

 

By this edict it is enacted that the office of Omentir shall accord its holder certain powers and obligations, as declared in trust to the Crown of Amathine. They are as follows:

 

- The Duty to serve as the majordomo of the sovereign’s household, implementing the realm’s policy in relation to their court, and serving as their herald and messenger within the lands of Crown of Amathine. 

- The Power to make representations to the sovereign on behalf of the registered and organized communities and faiths of the realm, advising them on those matters pertinent to their Mali subjects. 

- The Duty to arrange, organize and preside over ceremonies or events, religious or secular, as are necessary to ensure the untrammeled function of the realm. 

- The Power to preside over the tir’asimulum, the lawful sanctuary, when from time to time that assembly is called together by the Crown of Amathine.

- The Duty to serve as personal chamberlain to the sovereign, their family, councils, and court, providing guidance in protocol, making announcements and leading functions when required. 

- The Power to appoint subsidiary officers as junior majordomos, delegating such powers as might be required to arrange ceremonies, rituals and services across the scope of the communities of the realm. 

 

INDORII’LAIER (Article VII). On the office of Talimedir 

 

By this edict it is enacted that the office of Talimedir shall accord its holder certain powers and obligations, as declared in trust to the Crown of Amathine. They are as follows:

 

- The Duty to serve as a junior councilor of the Crown of Amathine, advising the sovereign and their government on any matter, topic, domain, project or innovation to which they have been assigned, on an ad hoc basis and as the circumstances of the day may require. 

- The Power to sit on the Council of Amathine as part of the sovereign’s government, without a formally delineated or otherwise legally codified portfolio. 

 

INDORII’ESUN (Article VIII). On the nature of the Talimediran

 

By this edict it is enacted that there shall be as many or as few Talimediran as is necessary to ensure the effective and unencumbered governance of the realm, and that in the event that a specific Talimedir’s responsibilities might necessitate their duties being transitioned into a formalized office, with portfolio on the Council of Amathine, this shall be proclaimed and enacted through a supplementary edict pursuant to this stipulation (Indorii VIII). 

 

INDORII’MOIEL (Article IX). On appointments

 

By this edict it is enacted that future appointments to and dismissals from the offices of state described in Indoriian IV-VII shall be executed by writ, enacted and affirmed by either the seal of the realm or the Medin’sair’s stamp of office. 

 

INDORII’TELU (Article X). On precedence and inconsistencies

 

By this edict it is enacted that in the event of any inconsistencies between the provisions of this document and previously enacted laws or regulations, this edict shall take precedence to the extent of that inconsistency’s impact.
