8th Conseille Municipal Meeting Note. Year 1990.

The Conseil Municipal came together for a an open meeting, attending where Bourgmestre Nicolas wittenbach, Conseillére Valerie Auclair and Captain of the Gendarmerie Joa von Leopold.  The meeting was opened with updates from all present, starting with a gendarmerie report from Captain Joa and a longer conversation about the recent uptick in banditry in the city and the realm. It was decided to increase building security by implementing safer window designs, making breakins more difficult, in addition captain Joa agree to seek out more help from the sword of saint Emma, to patroll the streets more often and investigate and find bandits.

The second topic discussed centered around the new Redquill College and the expansion of rights for Guilds in Chambery. First it was announced that after discussions between Bourgmestre Nicolas and the NGS that the College of Redquill would be granted the status of a recognised Guild of Chambery, being written into the Golden Book and thus enjoying the status, protection and rights of a Chamberian Guild. All present in the Conseille Agreed to give the status to the College.
Following this Bourgmestre Nicolas suggested to return to some old ways of Chambery in terms of chosing of the Bourgmestre and expanding the municipal council. With the addition of a new Guild to Chambery, the Bourgmestre should once more be chosen by the Guilds of the City. After all Chambery has always been a place for Guilds to thrive and with now enough guilds present the initial ideas can be returned to, giving Guilds back more rights and powers in the chosing of the leader of their Home City.
In detail when an election is called, Candidates can present themselves to become Bourgmestre and the Guilds of Chambery will chose together their favorite candidate to become Bourgmestre. In addition each Guild may also sit at the Municipal council, to participate in the daily affaires and running of the city. after a short debate and clarification the proposition was adopted and would be put into effect following the laid out procedures from the Ordiances of Wittenbach Way.

Lastly , Bourgmestre Nicolas Proposed to make Joa von Leopold a full member of the Municipal Council by granting him the position of Conseiller. Arguing that he had already worked much for the city and that the Captain of the Gendarmerie should also sit on the Conseille. In addition Consieller can after all either be elected or chosen, as written in the Wittenbach Way Ordinances. So with all conseiller agreeing, Joa von leopold was given the position of Conseiller for a 10 year term.
